HomeMy WebLinkAbout5K Approving Plans/Specs for Maplewood 14-012 1:1> PRIO 4646 Dakota Street SE 4 fINNESO t ` Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: FEBRUARY 24, 2014 AGENDA #: 5K PREPARED BY: SENG THONGVANH, PROJECT ENGINEER PRESENTER: SENG THONGVANH AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE MAPLEWOOD STREET IMPROVEMENT PROJECT (CITY PROJECT #14 -012) DISCUSSION: Introduction The purpose of this agenda item is to seek approval from the City Council for the plans and specifications and authorize advertisement for bids for the Maplewood Street Improvement Project. History Each year the City reconstructs street segments that are scheduled for reconstruction as part of its Capital Improvement Program (CIP) and have exceeded their useful design life. The City uses the Capital Improvement Program and its Pavement Management Program to plan for infrastructure improvements and the financing for capital improvements. At its September 9, 2013 meeting the City Council adopted Resolution 13 -128 authorizing staff to prepare a Feasibility Report for the Maplewood Street Improvement Project as outlined in the CIP. The M.S. Chapter 429 process applies to all projects that will be financed in whole or in part through special assessments or bond proceeds. The Maplewood Street neighborhood is considered in the report and includes improvements to JoAnna Stepkas 4th Addition, Brooksville Center 1St, Brooksville Center 2 " and S 02, T 114, R 22 1.19A in E1/2 SW1 /4. These properties were platted and developed in 1973. A map of the project area (Figure 1) is included in the Feasibility Report. The proposed improvements include street reconstruction, storm sewer, storm water quality, concrete curb and gutter, concrete sidewalk, and appurtenant work. City utilities under the street are also proposed to be repaired or reconstructed base on need. Watermain and sanitary sewer is proposed to be replaced for the entire segment of Maplewood Street. On November 12, 2013, Council adopted Resolution 13 -169 accepting the Feasibility Report and calling for a Public Hearing on December 9, 2013 for the Maplewood Street Improvement Project. At the December 9, 2013 Public Hearing, one person spoke regarding the project. In addition to the Public Hearing, the City has held two informational meetings to discuss the project. The last informational meeting was an open house held on February 12, 2014 and offered residents the opportunity to comment on the proposed plans. At the open house persons from 1 business and 1 residential property were represented. City Staff explained the proposed design and passed out information regarding the various programs available. Since the open house, City Staff has been busy finalizing the design. Current Circumstances The project includes storm sewer, sanitary sewer, water main, concrete curb and gutter, aggregate base, concrete sidewalk, bituminous surfacing, and appurtenant work. The construction of this project is proposed to be funded through special assessments, tax levy, and the Sewer and Water Fund. At this point the project design is complete and it is appropriate to seek City Council authority to advertise for bids. A copy of the plans is available in the Engineering Department for review. Once the bids are received, City Staff will present the bids to the City Council for award. If the bids received are higher than expected, the City Council can elect not to move forward with awarding a contract. ISSUES: Driveway Reconstruction and Lake Friendly Programs The driveway reconstruction program has been modified from previous projects. Private driveway bid items will be obtained for the project but all costs and agreements for private driveway reconstruction will be between the property owner and contractor. The contractor will be required to provide full private driveway replacement quotes based on bid item unit prices. The Lake Friendly Program was not offered to individual property owners. Funding sources are being allocated for larger scale water quality projects. FINANCIAL The table below shows the funding of this project. IMPACT: Assessments $127,070 Sewer & Water Fund $210,866 , Tax Levy $190,604 Project Total Cost $528,540 The estimated assessment rate is proposed at $109.38 per front footage for street improvements. ALTERNATIVES: The alternatives are as follows: 1. Approve Resolution 14 -XX approving plans and specifications and authorizing advertisement for bids for the Maplewood Street Improvement Project #14 -012. 2. Deny this item for a specific reason and provide staff with direction. 3. Defer this item until a future date. PR101P ti try 4646 Dakota Street SE ` iNEso ' Prior Lake, MN 55372 RESOLUTION 14 -xxx A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR MAPLEWOOD STREET IMPROVEMENT PROJECT #14 -012 FOR THE CITY OF PRIOR LAKE, MINNESOTA Motion By: Second By: WHEREAS, Pursuant to Resolution 13 -182, adopted on December 9, 2013, the City Engineer has prepared plans and specifications for the Maplewood Street Improvement Project (Project #14 -012), NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The plans and specifications for the Maplewood Street Improvement Project #14 -012, a copy of which is attached hereto and incorporated by reference herein, are hereby approved. 3. The City Manager shall prepare and cause to be inserted in the official newspaper of the City and in the Construction Bulletin an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. The advertisement shall be published not less than 21 days prior to the bid opening, shall specify the work to be done, and shall state that the bids will be received by the City Manager at which time the bids will be publicly opened at City Hall at 4646 Dakota Street SE by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent of the amount of such bid. 4.
