AGENDA ITEM: INTRODUCTION OF PlANNING COORDINATOR DANETTE MOORE
PRESENTATION: As the Council is aware, Don Rye retired as Planning Director effective June 15,
2004. Jane Kansier was appointed to the Planning Director position on the next
day. This action left the key position of Planning Coordinator vacant.
After a vigorous recruitment effort and interview process, Danelle Moore has
been appointed to the position of Planning Coordinator. Danelle started with us
on July 12, 2004.
Danelle's most recent work experience was with the City of Eden Prairie. There
she served as a Planner over the past 3 years. Danelle also has planning
experience with the cities of St. Paul and Inver Grove Heights. Danelle places a
high priority on customer service, has a Bachelor of Science degree in Planning
from the University of Wisconsin, and now lives with her husband in St. Paul.

AGENDA ITEM: LAKEFRONT DAYS PRESENTATION
PRESENTATION: The 2004 edition of Lakefront Days is bigger and better than ever with various'
added venues. Appropriately enough, this year's Lakefront Days motto is "A City
in Motion". Considering all the community improvements which have taken place
this year, I cannot think of a more fitting motto.
Attached for information is a Lakefront Days schedule of events, and the Mayor's
article that will be included in the next Wavelenath. We are also distributing 25
posters and 1000 brochures to preview Lakefront Days which is scheduled
August 3'd _8th
Chris Mahowald, Vice President of the Chamber of Commerce, will make a
presentation to the Council on this year's exciting celebration.

Lakefront Days a celebration of partnerships
In our community, we talk a lot about the value of partnerships.
But have you ever wondered why?
More specifically, have you ever wondered why we place such a high priority on not only establishing but also maintaining and
even celebrating our many positive working relationships with other community stakeholders?
For the answers to these questions, I give you Lakefront Days.
Early next month, the 20th installment of this incredible Prior Lake summer tradition will no doubt produce many memorable
moments for our residents and guests.
Partnerships make it all possible. Without them and thetremendO~$ efforts of the volunteers who care so passionately about
our community and the success of the event, there woulgbe no Lakefront Qays.
The theme this year is "City in Motion," which I believe is very appropriate given the many positive, exciting strides we are mak-
ing toward our 2020 Vision.
Prior Lake is moving forward. Not because of luck or because iUs juslour turn to ride the wave of growth, but because of its
many positive working relationships that exist today.
So this Lakefront Days, take note of the people and orgafli?ations who are providing the real "mo" - as in "momentum" - for
our city in "motion."
Let's celebrate our businesses who consistently step up, .0ur\'1onderful residents who volunteer time and talent, our school dis-
trict (members of which will be marching in the parade), our civic organizations who toil behind the scenes, and in particular our
Chamber of Commerce which plans and coordinates Lakefront Days.
Let's also celebrate the many dedicated members of our fire and police departments who are there when they're needed most,
and our city staff members who through their contributions to the park system or the planning of events ensure the event's suc-
cess,
Together and in concert with other individuals and organizations too numerous to mention, the partners of Prior Lake are ensur-
ing that our community remains a wonderful place to call home. Have a wonderful and safe Lakefront Days!

PROGRESS REPORT ON JEFFERS POND DEVELOPMENT
In August, 2002, the 2020 Vision and Strategic Plan was drafted by the 55-member Long-
Range Planning Committee, The committee identified "partnerships" as a key to the City's
ability to achieve its Vision. Since August 2002, there have been numerous significant
examples of partnerships that have helped the City to move toward that Vision. One of the
best examples of partnership is the Jeffers Pond project, as it was quite literally born during
meetings which led to the Strategic Plan.
A developer with interest in the 220-acre Jeffers property approached Mayor Haugen
immediately following one of the Long-Range Planning Committee meetings and expressed
how excited he was about the Strategic Planning effort and the partnerships it made
possible. He asked what public amenities could be envisioned in the Jeffers Pond project
could benefit the project, promote the Vision, and build partnerships. Out of that discussion
came the idea that, among other things, a school site on this property could provide
community-wide benefit.
Since 2002, dozens of meetings and numerous concept plans for this development have
been considered and discarded. But, the effort to include the amenities such as a fire station
and school site endured. An interpretative center and nature center were added to the
project by Paul Oberg, the attorney for the estate of Bob Jeffers. Last week, following a solid
week of negotiations which included at various times the attorney for the estate, Wensmann
representatives, school district staff, school building committee members, the School District
attorney, City staff, and the City attorney, the School Board Building Committee voted
unanimously to recommend a purchase agreement for 12,25 acres of land for a school site
within Jeffers Pond to the full Board. The School Board will meet this evening to consider the
purchase agreement.
This effort was a partnership from the beginning. First a site for a school needed to be
identified which would meet State size criteria, be located so as to address safety and
access concerns as well as allow for the development of a well-coordinated subdivision. The
site is constrained by a considerable number of easements, geography and wetlands which
further complicated this effort. The City worked with the School District staff and architect,
the developer, and the attorney for the estate, to carve out a site which would be usable for
the intended purpose.
The City also accepted for park dedication a 1.58 acre parcel within the School site for a
play field and play structure. Taking this action allows the school to have a playfield on the
school site without paying $231,974 additional for the land. Through a cooperative use and
maintenance agreement, the ball field can be used by the school during weekday hours and
by the City during the evenings and weekends.

CONClUSION:
Consistent with the outdoor learning center at Five Hawks Elementary School, this school
site will also be served with a nature center and an interpretative center building with the
possibility of several community meeting rooms. The nature center will be on 1.44 acres of
land received by the City through park dedication, the value of which is $211,418. Taken
together, the land dedicated for park use for the playfield and interpretive center amount to a
savings to the taxpayer of $443,400. Paul Oberg, on behalf of the estate agreed to donate
up to $500,000 if an interpretive center building is constructed in a timely fashion upon a
designated site supplied to the City through park dedication. The site is immediately
adjacent to the school site.
The on-going programming of the interpretive center will be supervised through partnership
as well. A team consisting of representatives of the City, School District, the County, and
Paul Oberg will be responsible for this effort. Representatives of the DNR, the Watershed,
and other stakeholders are also likely to be represented.
While there are numerous planning steps which must be accomplished before the
subdivision becomes a reality, Jeffers Pond is going to be an outstanding addition to Prior
Lake. But it is only possible because of partnerships between the various parties. For the
City's part, our contribution to this effort is over $443,400 between the park dedication and
facilitation of the purchase agreement negotiations. These are the type of cooperative efforts
our constituents expect and deserve.
The purchase agreement for the 12.26 acre school site is on the school board agenda
tonight. Its approval will represent a major step in making Jeffers Pond a reality and
significant amenity for our community.
