The City Engineer has prepared plans and specifications for the Carriage Hills Parkway,

Carriage Hill Road, and Crest Avenue Rehabilitation Project (Project #14-002); and,
The plans and specifications were approved by Resolution 14-032 on February 24, 2014;

The City held a public informational meeting on April 23, 2014.

1.The recitals set forth above are incorporated herein.
2.Based on testimony from the public and recommendations of the City Engineer, the City Council hereby
approves the following final design changes to the plans.
a.Provide a continuous left turn lane and 12’ lanes in each direction with an 8’ parking lane on
the south side of Carriage Hill Road. (One Side Parking) In the future with increased
volumes of traffic, the original plan design which eliminates parking on Carriage Hill Road
may be needed as parking may block visibility for backup movements out of the driveways.
b.Due to the possibility of the through lane for Crest Avenue being blocked by the DNR access
queue, provide a continuous left turn lane, 12’ lanes, and 8’ parking lane on east side from
Amblewood to Cedarwood Street.
c.Due to the collector nature of this roadway, install speed tables located at Amblewood and
Shore Lane. This would be the first of its kind for Prior Lake and can be used to monitor its
effectiveness for use on other collector streets with higher traffic volumes.
3.City Staff and the LAC are hereby directed to review the lake access study to renew discussions of
another DNR access to Prior Lake.
