CDA ECONOMIC DEVELOPMENT INCENTIVE GRANT APPLICATION FOR
TECHNICAL ASSISTANCE
DISCUSSION: Introduction
The purpose of this agenda item is to approve a grant application for technical
assistance to evaluate downtown public parking through the Scott County CDA's
2014 Economic Development Incentive Grant program.
History
The CDA previously provided technical assistance grants of $15,000 per com-
munity for eligible economic development studies, marketing, etc. This year,
the CDA changed the program to include two separate grant options, one re-
maining as technical assistance. However, the program now allows up to a
$30,000 grant, which is competitive (one allowed per community).
On April 21, the EDA authorized the allocation of up to $20,000 from its Profes-
sional Services budget as a match to support an application to the Scott County
CDA. This technical assistance grant will be used to hire a consultant to com-
plete a Prior Lake downtown parking analysis. Recent downtown studies have
concluded that as redevelopment occurs, there must be a greater emphasis
given to structured parking. This type of parking may include one or a combi-
nation of underground parking with development projects and a public parking
ramp(s) in key demand locations.
Current Circumstances
Staff discussed the parameters of this project with a private consultant, and their
feedback resulted in an expected consultant contract between $25,000-
$30,000. Therefore, staff has completed a draft Scott County CDA application
to include the following four activities totaling $30,000 (city staff cost estimate
adds another $1,000 to the total cost, which cannot be added to the match):
1. Evaluate existing /recent downtown studies; $2,500 grant / $2,500
match.
2. Develop site options for public parking lots /ramps; $5,000 grant / $5,000
match.
3. Evaluate and prioritize site options based on a list of criteria; $5,000
grant / $5,000 match.
4. Provide conclusions, including project funding options; $2,500 grant /
$2,500 match.
On May 19, the EDA reviewed the CDA application and is recommending its
approval.
Conclusion
The CDA's grant program will help the city further evaluate how it can best sup-
port future (re)development downtown by identifying the best option for addi-
tional public parking, including a ramp location.
ISSUES: The EDA will keep the $20,000 match allocated until staff is able to see whether
it's assumed $30,000 maximum project cost is accurate (assuming the grant is
approved by the CDA). .
FINANCIAL Short-term: costs provided through the EDA as matching funds. Long -term:
IMPACT: costs associated with acquisition of property and parking construction.
ALTERNATIVES: 1. Motion and a second to approve a resolution approving a Scott County
CDA Economic Development Incentive Grant application for Technical
Assistance.
2. Motion and a second to deny submitting an application to the CDA.
3. Motion and a second to table action, and to provide further direction to

A RESOLUTION APPROVING A SCOTT COUNTY CDA ECONOMIC DEVELOPMENT INCENTIVE
GRANT APPLICATION FOR TECHNICAL ASSISTANCE

WHEREAS, The City of Prior Lake has identified a proposed project within the City that meets the Scott
County Community Development Agency (CDA) Economic Development Incentive Grant
program's purposes and criteria; and
WHEREAS, The City has completed various studies and planning for its downtown area related to parking,
design and redevelopment; and
WHEREAS, The City has the capability and capacity to ensure the proposed project be completed and
administered within the Economic Development Incentive Grant program guidelines; and
WHEREAS, The City has the legal authority to apply for financial assistance; and
WHEREAS, The City has the capability and capacity to ensure the proposed project be completed and
administered within the Economic Development Incentive Grant program guidelines; and
WHEREAS, The City is supportive of enhancing economic development opportunities that will serve to create
jobs, enhance the tax base and improve the lives of Scott County residents.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council approves the application for funding from the Scott County CDA Economic
Development Incentive Grant Program.
3. The Mayor and City Manager are authorized to execute such agreements as necessary to receive and
use the funding for the proposed project.

Prior Lake has completed various studies of its downtown area related to building/site design, transportation,
parking and redevelopment. The city's Town Center Zoning District allows buildings from boundary to
boundary without on -site parking minimums. Studies have concluded that as future redevelopment occurs,
a greater emphasis must be given to structured parking. This analysis will build upon previous studies by
identifying downtown sites that will best accommodate future public parking demand, including structured
parking facilities. Its conclusion will identify the city's best parking strategy by prioritizing sites that meet
criteria related to locational demand, site availability and size, and total development cost.

SCOTT COUNTY Max award per project: $30,000
Threshold Criteria: Applicants must first meet the threshold criteria to be considered for funding.
1. Application must be approved by the respective city council by resolution that includes the
Required Resolution Provisions (attached).
2. Application must demonstrate a minimum leverage rate of 1 to 1 ($1 of other funds for every $1 of
Technical Assistance Grant).
If the application meets all threshold criteria, the application will then be reviewed and ranked on the
following competitive criteria. Please limit responses to three (3) pages in length and describe how the
proposed project fits each of the criteria indicated below.
1) Economic Benefit: The project should have a defined impact on the local economy. This impact
is measurable through growth /projected growth in property taxes and new and/or retained Livable
Wage Jobs ($14.00 per hour). [15 Maximum Points]
2) Protect Understanding: Applications should be consistent with the overall goals and objectives of
the SCALE Unified Economic Development, Land Use, and Transportation Plan Charter. Projects
should promote and parallel the outcomes of the greater SCALE effort. [15 Maximum Points]
3) Transferability: The ability to replicate or apply either the project itself or the information collected
from the project to other communities. [10 Maximum Points]
4) jnnovation: New or innovative projects to enhance economic development are encouraged. [10

Competitive Criteria Responses
Economic Benefit:
The future of downtown growth and redevelopment in Prior Lake Is contingent on an adequate
supply of public parking. The city Zoning Ordinance for its Town Center does not require any
private off- street parking for buildings. Even though nearly half of all parking downtown is
private, the City provides parking on public streets and in public parking lots. As the "Prior Lake
Downtown Building Design Guidelines" show (see attachments), the city must transition to a
greater emphasis on structured parking, including underground and above - ground structures.
A detailed analysis of downtown parking, therefore, must be done in order to Identify key
future parking lot /ramp locations. Parking will then support additional tax base and jobs in an
area greatly supported by City residents, the City Council, and the Prior Lake EDA.
Protect Understanding:
The downtown parking analysis will contribute to SCALE plans and priorities related to land use
and economic development. Supporting and growing a compact downtown with opportunities
for retail, office, housing and institutional land uses is a key objective. This type of land use is
walkable with direct connections to recent transportation investments made along County
Highway 21 and Arcadia, and along Trunk Highway 13 and County Highway 44. The City also
hopes to incorporate a transit stop in its downtown planning effort due to the removal of a stop
at County Highway 21 and Main Avenue.
Ultimately, providing adequate public parking will support growth that creates jobs in Prior
Lake.
Transferability:
All Scott County communities have downtowns with a need to adequately plan for public and
private parking. Without meeting the parking demand and planning for growth, those key
economic areas of our communities will not expand into the future. Therefore, this project will
likely help others to see how combining demand analysis with locational criteria will result in a
"best effort" selection of public parking for downtowns. Funding options and opportunities will
also be explored.
Innovation:
This analysis is innovative in terms of taking positive actions toward fulfilling parking needs in a
downtown area. Downtowns thrive when buildings are in a mass, not separated by multiple
public and /or private parking Tots. The aim of this study is to support existing and future
businesses in a part of the city that all residents cherish in Prior Lake. If an area is that
important, then a city must continue to evaluate and plan to support growth and change;
adequate public parking is one key element to achieve success.

• Arcadia Avenue and Highway 21 will be a fully signalized four way intersection, and the main access to the north and south sides
of downtown.
• The intersection at Main Avenue and Highway 21 will become right -in right -out only, with a median on Highway 21 extending
to Highway 13.
• Pedestrians will use the Arcadia / 21 and 13 / 21 intersections to move between north and south sides of downtown.
• Motor and pedestrian traffic will be guided throughout the downtown via a wayfinding signagc system
• Highway 21 Average Daily Traffic Count is 12,800. Highway 13 Average Daily Traffic Count is 17,700. Total Highway 21/13

• Blocks 2, 4, and 15 are identified as the area of emphasis for redevelopment for the foreseeable future, since this area has the best
physical and economic attributes to enhance and build upon the traditional character of downtown.
• Transitional Town Center zoning on south side of Highway 21 identifies an area that is currently residential and has been
identified in the 2030 Comprehensive Plan as transitioning over time to Town Center — Downtown.
• Future Parking. As redevelopment occurs it is expected that there will be a transition from the currently dominant surface lot
parking to a greater emphasis on vertical parking structures integrated with the new buildings.
• The northwest part of downtown is characterized by institutional uses (City Hall, Police Station, Library, church)

3.3 Parking and Circulation
PARKING
As overall development, redevelopment and construction continues in downtown Prior Lake, parking requirements will increasingly
be met by structured parking. Surface parking should be screened /and or framed with decorative metal fencing, hedge plantings,
berms, solid masonry walls or a combination thereof.
To minimize the inipactofparking, underground facilities should be considcrcd to greatest extent possible throughout the downtown,
subject to financial and engineering considerations. In particular, such facilities are preferred abutting adjacent residential areas.
Parking structures should he screened by buildings if possible so that they ate sct back from the primary street frontage facing
Main Avenue. If parking structures must face Main Avenue, the structures will be designed with punched openings or horizontal
perimeter (loots. In no cases should parking facing Main Avenue contain continuous horizontal strip openings.
