CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE AND
INSTALLATION OF FLOATING BOAT SLIPS FOR WATZL'S BEACH

City staff has studied the possibility of providing transient boat slips (first come-first serve) at
Watzl's Beach. The need has continued to increase each year with more and more boats
stopping at Watzl's to use the restrooms, swim and have a picnic. To provide a safe place for
the boats to dock, the City has identified $30,000 in the 2004 CIP for adding boat slips.
Current Circumstances
Currently, the boats that utilize the beach park next to the swimming area. This creates an
undesirable condition for the swimmers. The proposed boat slips would create a designated
boat area, further away from the swimming area, creating more separation between the two
activities. The swimmers will also benefit from an increased number of buoys delineating the
swimming area which will be installed as part of this project.
Currently, many boats stop at Watzl's Beach in order for boaters to go swimming and enjoy the
beach. Boaters also go there to have a picnic and use the restroom facilities. By providing the
boat slips at Watzl's Beach, it will also allow boaters to enjoy the many amenities that can be
enjoyed at nearby Lakefront Park.
The boat slip layout (on attached sheet) recommended by staff contains 18 slips and is 120 feet
by 46 feet. These slips are suggested to be used on a first come basis, not as rental slips.

Conclusion
There is $30,000 in the 2004 C.l.P. for the installation of the boat slips at Watzl's Beach. Staff
requests authorization to expend $30,002.09 of these funds as proposed.
The alternatives are as follows:
1. Approve the attached Resolution authorizing staff to purchase the assembled boat slips and
to install at Watzl's Beach for a total cost not to exceed $30,002.09.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. The purchase of the above specified items, not to exceed $30,002.09, is hereby approved.
3. Funds for such purchases shall be drawn from the Capital Parks Fund.
4. All purchases will be in accordance with Minnesota Statutes dealing with purchasing and procurement as
well as the City's purchasing policy.
