Comment: Sht. 50.1: Provide filled out Special Inspections Schedule Response: The Special Inspections Schedule has been filled out on-site. 2. Comment: Provide a Code Plan. Response: The Code Plan is attached. 3. Comment: Sht. M1.40 Note 1 Aluminum Panels: Are the panels filling in a two hour rated firewall? If so provide detail that construction meets two hour fire resistive construction. Response: As noted in the attached Code Plan, overall building is an "E"Educational occupancy and the "Multi-purpose Room(s)"are a A-3 Occupancy(per 1994 UBC). There are no fire resistance requirements between this spaces. The Corridors are rated one hour, however the chases(where the ductwork is being removed)are on the "Multi-purpose Room(s)"side of the corridor 8"concrete block wall. Therefore there are no fire resistive requirements related to the openings in the chases. The review is based upon the supposition that the data on which the design is based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the project designer: Approval is contingent upon satisfactory disposition of any requirements included in this report. Special care should be taken to insure that the material and installation of the plumbing system are in accordance with the provisions of the Minnesota Plumbing Code. A copy of the approved plans, specifications, and this Report on Plans must be retained at the project location for future reference. INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of the Minnesota Plumbing Code. As specified in Minnesota Rules, part 4715.2830,no plumbing work may be covered prior to completing the required tests and inspections. Provisions must be made for applying an air test at the time of the roughing-in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code. A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the finished plumbing inspection. It is the responsibility of the contractor/installer to notify the Minnesota Department of Labor and Industry when an installation for a state contract job,Minnesota Department of Health licensed healthcare facility, or project in an area where there is no local administrative authority is ready for an inspection and test. To schedule inspections, contact the state plumbing standards representative for your region. For your regional inspector's contact information, visit our website at http://www.dli.mn.gov/CCLD/CCLDContactus.asp REQUIREMENT(S): 1. The double-wall heat exchanger design must permit any single wall failure to discharge the contents of the wall to the atmosphere. The discharge location must create no hazard and be visible to the operator or owner(see Minnesota Rules, part 4715.1941, subpart 2). 2. The water softener and the related water distribution piping must be properly sized to accommodate the peak demand of the plumbing fixtures. The plan appears to indicate a 1-inch distribution branch to a water softener that serves a water heater and a 11/2-inch hot water distribution main. Unless documentation is provided to this office showing that the existing softener and related piping are properly sized, the pipe sizes may not be less than 11/2 inches and the water softener must be upgraded to accommodate the peak demand of the plumbing fixtures(see Minnesota Rules, part 4715.3700). This information can be provided to you in alternative formats(Braille, large print or audio). An Equal Opportunity Employer Westwood Elementary 2013 Building Impovements Phase 1 Plumbing Plan No. PLB1303-00162 Page 2 April 5, 2013 3. The Minnesota Department of Labor and Industry(DLI)will be conducting the plumbing inspections for this project. Prior to scheduling an inspection, the installer must verify that the required inspection fee has been submitted. Please contact Mr. Charles Olson at 651/284-5888 for all plumbing inspections. For more information, please visit our website at: http://www.dli.mn.gov/CCLD/PlumbingInspect.asp NOTE(S): 1. The scope of this project consists of the remodelling of an existing building. The plumbing installation includes a double-wall domestic hot water heat exchanger, a water heater, and related piping. 2. This facility will be served by existing municipal water and sewer services. Authorization for construction in accordance with the approved plans may be withdrawn if construction is not undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean that recommendations or requirements for change will not be made at some later time when changed conditions, additional information, or advanced knowledge make improvements necessary. Special Inspection and Testing Procedures The special inspection services were periodically provided by International Code Council(ICC)certified special inspectors in accordance with the requirements of the Minnesota State Building Code, Chapter 17 of the International Building Code(IBC)and the project plans and specifications. The purpose of special inspections is to provide a review of the contractor's work designated by the project structural engineer as needing special inspection under the guidelines of the IBC to determine compliance with the approved construction documents. The special inspector does not have the responsibility or authority to,nor is it the intent of special inspections to have them, judge or modify the construction documents. Only the structural engineer of record can do this. As the special inspections were completed,a Special Inspection Daily Report was prepared to summarize the results of our inspections and testing. A copy of this report was provided to the contractor's site representative for their review and records. As part of this report, items needing correction or discrepancies observed from the approved construction documents were noted. We also summarized the discrepancies documented in a Discrepancy Log. Plans and Specifications The plans and project documents available at the site were used for our inspections. Visual Examination of the Field-Made Welds Visual examination of the field welds was conducted in accordance with American Welding Society (AWS) D1.1-2010, Figure 5.4 and Table 6.1 requirements and the requirements of the project plans and specifications. Hex-Head Bolted Connection Observations Hex-head bolting observations were performed to determine if the bolt holes were filled,if the correct bolts were used,if the nuts were fully engaged and if they appeared to be snug tight. Each hex-head bolted connection was observed for fit-up and to determine if the various plies were in contact with one AA/EOE Providing engineering and environmental solutions since 1957 McFarland Construction Company Project BL-13-04334 August 20,2013 Page 2 another. Random bolts were also selected at various connections to determine if the nuts were snug tight. This was done using a wrench and cheater bar. Drilled-In Epoxy Anchors Observations were performed after the installation of the drilled-in epoxy anchors to determine if they were installed according to the requirements of the manufacturer and the project documents. As part of these observations,we documented that the adjoining plies were in contact with one another and that the nuts were fully engaged and snug tight.
