CALL TO ORDER and PLEDGE OF ALLEGIANCE 2. PUBLIC FORUM The public forum is intended to afford the public an opportunity to address concerns to the City Council. The public forum will be no longer than 30 minutes in length and each presenter will have no more than ten (10) minutes to speak. Topics of discussion are restricted to City governmental topics rather than private or political agendas. Topics may be addressed at the public forum that are on the agenda. However, topics that are the subject of a public hearing are best addressed at the public hearing, not at public forum. Therefore, topics may not be addressed at public forum if. (i) the topic has been the subject of a public hearing before the City Council or any City Advisory Committee and the Council has not taken action on the topic;or(ii)if the topic is the subject of a scheduled or continued public hearing or public information hearing on the current agenda or at a future meeting before the City Council or any City Advisory Committee. During public forum, a member of the public may request that the City Council consider removing an item from the Consent Agenda following the procedure set forth in Section 401.5. The City Council may discuss but will not take formal action on public forum presentations. Matters that are the subject of pending litigation are not appropriate for the forum. 3. CONSENT AGENDA Those items on the Council Agenda which are considered routine and non- controversial are included as part of the Consent Agenda. Unless the Mayor or a council member specifically requests that an item on the Consent Agenda be removed and considered separately, Items on the Consent Agenda are considered under one motion, second and vote. Any item removed from the consent agenda shall be placed on the council agenda under"Removed Consent Agenda Items." A. Consider Approval of Claims Listing B. Consider Approval of a Resolution Approving a Temporary Liquor License Extension for The Pointe Grill & Bar E. Public Hearing to Consider Approval of the 2015-2019 Capital Improvement Program (CIP) and Street Reconstruction Plan and Consider Approval of Two Resolutions Relating to the Capital Improvement Program: 1) Approving the 2015-2019 Capital Improvement Program 2) Approving the Street Reconstruction Plan 8. OLD BUSINESS: A. Consider Approval of a Resolution Authorizing the Purchase of Property Located at 4664 Dakota Street SE 9. NEW BUSINESS: A. Consider Approval of a Resolution Authorizing the Mayor and City Manager to Execute the following documents with the Minnesota Valley Transit Authority: 1) An Agreement to Consolidate Transit Services 2) A Third Amended and Restated Joint Powers Agreement B. Consider Approval of a Report Identifying the Process for Modifying City Code Provisions Regarding Shoreline Requirements, Directing the Planning Commission to Initiate Such Ordinance Amendments, and Directing Staff to Prepare a Funding Mechanism to Assist Private Property Owners in the Reconstruction of Their Shorelines 10.
