CITY COUNCIL AGENDA REPORT
MEETING DATE: AUGUST 11, 2014
AGENDA#: 5E
PREPARED BY: DAN ROGNESS, COMMUNITY & ECONOMIC DEVELOPMENT DIRECTOR
PRESENTED BY: CASEY MCCABE, COMMUNITY DEVELOPMENT SPECIALIST
AGENDA ITEM: CONSIDER APPROVAL OF: (1)A RESOLUTION AMENDING THE 2030 COM-
PREHENSIVE LAND USE PLAN MAP TO DESIGNATE GODSONS WAY AS
URBAN LOW DENSITY (R-LD), AND (2) AN ORDINANCE AMENDING THE
OFFICIAL ZONING MAP TO ZONE GODSONS WAY TO LOW DENSITY RES-
IDENTIAL (R-1)
DISCUSSION: Introduction
The purpose of this item is to consider amending the 2030 Comprehensive Land
Use Plan Map (Figure 3.2) to show the annexed Godsons Way property of 10.5
acres as Urban Low Density(R-LD), and to consider amending the Official Zoning
Map to zone the same property as Low Density Residential (R-1).
History
On July 8, 2013, the City Council approved the annexation of approximately 10.5
acres by ordinance on the northern edge of The Enclave at Clearly Lake. Sub-
sequent to the annexation, the Planning Commission and City Council approved
the preliminary plat for Godsons Way to include four lots. On April 28, 2014 the
City Council approved the final plat of Godsons Way. On June 23, 2014 the City
Council amended Chapter 3, Land Use Element, of the 2030 Comprehensive
Plan to add the Godsons Way plat area within Metropolitan Urban Service Area
(MUSA). On August 4, 2014 the Planning Commission held a public hearing and
recommended the two proposed amendments.
Current Circumstances
The final steps necessary for the annexed Godsons Way property is to identify a
land use and zoning of the property. Therefore, city staff is recommending that
both designations match the approved land use of four single family lots.
Conclusion
City staff supports approval of the land use and zoning map amendments based
upon the approved use of the property as four single family lots.
ISSUES: These two amendments to the 2030 Comprehensive Land Use Plan Map (Figure
3.2) and Official Zoning Map are consistent with the approved use of the property
through the previous annexation, platting and MUSA amendment approvals.
ALTERNATIVES: 1. Motion and a second to approve a resolution amending the 2030 Com-
prehensive Land Use Plan Map (Figure 3.2) to designate Godsons Way
as Urban Low Density (R-LD).
2. Motion and a second to approve an ordinance amending the Official Zon-
ing Map to zone Godsons Way as Low Density Residential (R-1).
3. Motion and a second to table action and ask City staff to provide additional
information as requested by the Commission
4. Motion and a second to deny one or both amendments based on findings
of fact.
RECOMMENDED Alternatives #1 and #2
MOTION:
ATTACHMENTS: 1. Amended Comprehensive Land Use Plan Map and Official Zoning Map.
2. Godsons Way Final Plat.
