Prior Lake, Minnesota 55372 CITY COUNCIL WORKSHOP AGENDA REPORT MEETING DATE: August 2, 2004 v PREPARED BY: AGENDA ITEM: DISCUSSION: 7/30/200<1 Bud Osmundson, Director of Public Works COUNTY HIGHWAY 82 UNDERPASS The County Highway 82 reconstruction from CH 21 to County Highway 1 7 is scheduled for 2005. T he consultant, T KDA, is n ow in the final design phase of the project. We had previously contracted with TKDA to look into the feasibility of constructing an underpass somewhere near the intersection of CH 82 with Fremont and Wilds Parkway. Initially the construction cost estimate was about $300,000. With the latest information available, this estimate has now risen to $725,000. The main reason for the huge increase is trying to meet State Aid and ADA standards and the desire not to push the trail on the north side outside the existing right of way and close to the houses. This drives up the need for long retaining walls on both sides of the trail resulting in the huge price increase. The trail on the north side is the "Regional Trail" and therefore must be constructed to tight ADA specifications. Staff feels that at this price that the underpass is not worth constructing. The following criteria was followed to complete the preliminary design of the trail, retaining walls, and underpass: 1. Based on your direction, we revised the trail alignment to minimize right-of-way impacts. As a result, additional retaining wall is necessary. 2. The trails on the north and the south side of CSAH 82 will be designed to meet State Aid rules and bikeway standards. If the trails were less than 8' wide, the design would not have to meet the rules and standards, which would allow us to minimize trail and retaining wall quantities. The south trail is currently 8' in width, based on your direction, and will remain 8' wide. The north trail is 10' in width. 3. The State Aid rules require 10 feet of vertical clearance. The preliminary design of the underpass includes a 12'x10' box culvert, which would meet the vertical clearance requirements. However, a bituminous overlay is generally applied to the bottom of underpasses to provide better ride quality and to protect the joints between the box culvert sections. The addition of a bituminous overlay to the box culvert would result in a vertical clearance less than the required 10'. A 12' high box would be necessary to accommodate the vertical clearance requirements and a bituminous overlay. Based on Steve Albrecht's direction, our preliminary design includes a 10' high box culvert without a bituminous overlay. Please review the above criteria and the attached construction cost estimate and provide direction regarding TKDA revising the fee estimate associated with the underpass design. Thank you.
