DEVELOPMENT DIRECTOR PRESENTED BY: DAN ROGNESS AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING THE COMBINATION OF ASSESSMENTS LEVIED AGAINST TWO PARCELS TO ONE COMBINED REPLACEMENT PARCEL (BERENS BUS) DISCUSSION: Introduction The purpose of this agenda item is to consider the combination of assessments from what was previously applied to two parcels, to one combined parcel. Two Berens Bus parcels were recently combined into 2.2 acres on Welcome Avenue in order for them to construct a new bus garage building and associated site improvements. History On July 28, the City Council approved Resolution No. 14-113 that waived the platting requirements for the combination of two parcels. Berens Enterprises, LLC has been the owner of two parcels of land along Welcome Avenue. These parcels were adjacent to each other, 1.2 acres and 1.0 acres in size respectively. On August 5, a warranty deed was recorded with Scott County showing the combination of parcels (attached). Current Circumstances The county requires that the City Council approve any reallocation of assessments. Therefore, this action is necessary in order to combine the two assessments into the newly combined parcel. This property was recently serviced with public utilities and street improvements and has been assessed for those improvements. Two separate assessments of $38,135.30 and $45,534.01 apply to parcel ID's 259010085 and 259010087 respectively. The new combined parcel ID is 259010089 with the combined assessment amount of$79,669.31. Conclusion The approval of the reallocation of assessments is necessary due to the recent lot combination for Berens Bus. ISSUES: Two separate assessments are combined as one, resulting in no amended assessment amount. Nor does this amendment modify the repayment schedule.
