CONSIDER APPROV AL OF A RESOLUTION RECEIVING THE
BIDS AND AWARDING THE CONTRACT FOR THE WELL NO.4
PUMPHOUSE RENOVATION, CITY PROJECT NO. 04 - 10.
DISCUSSION:
The purpose of this item is to receive the bids and award the contract for the
renovation of the Well No.4 pumphouse. The City received 6 bids at 2 pm
on August 10 for the project. The bids range from a low bid of $69,870 to a
high bid of $98,500. The low bidder is Greystone Construction Company
from Shakopee, Minnesota.
ISSUES:
The proposed work on the pumphouse includes the removal of the steel
building walls and roof, the installation of new footings, walls, and roof,
while keeping the electrical and mechanical equipment in place. There is
some minor electrical and mechanical work to be done, but mainly just to
reestablish the operational aspect of the well. Basically, we are proposing to
remove the shell of the building and install a new brick structure, similar in
appearance to the Well No.3 pumphouse which is about 400 feet west of
Well No.4. It will incorporate new outside lighting, plus new doors and
windows, which will meet the criteria in our Vulnerability Assessment Plan.
Oertel Architects prepared the plans and specifications.
Greystone Construction Company has worked for the City both on the
Lakefront Park pavilion and the Ryan Park where they have performed very
well. Oertel Architects also has worked with Greystone and are very
satisfied with their work.
If the contract is awarded by the City Council, the construction will begin
September 6 and be completed by freeze-up.
FINANCIAL IMPACT: We had included in the 2004 - 2008 Capital Improvement Plan the proposed
renovation of Well 4 pumphouse in the amount of $80,000 for 2004 which
will easily cover the bid price. The funding will come from the Water
Operating Fund since it is a renovation of an existing well.
AL TERNATIVES:
There are two alternatives for the City Council to consider:

1. Approve a resolution which receives the bids and awards a contract for
the Well No.4 Pumphouse Renovation, City Project No. 04 - 10, to
Greystone Construction Company in the amount of $69,870.
2. Deny this item for a specific reason and provide staff with direction.

pursuant to an advertisement for bids for Well No.4 Pumphouse Renovation, City
Project #04-10;
WHEREAS,
the following bids were received, opened, and tabulated according to law:

WHEREAS,
the City Council has determined that Greystone Construction Company of Shakopee,
Minnesota is the lowest responsible bidder.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
1. The Mayor and City Manager are hereby authorized to execute the City's Standardized
Construction Contract with Greystone Construction Company of Shakopee, Minnesota for Well
No.4 Pumphouse Renovations, City Project #04-10 in the amount of $69,870.00.
2. The City Manager is hereby authorized and directed to return to all bidders the deposits made
with their bids once a contract has been signed.
Passed and adopted this 16th day of August, 2004.
