AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE
EXPENDITURE OF UP TO $20,000 FOR IMPROVEMENTS TO BE MADE FOR
WINTER RINK MAINTENANCE.
DISCUSSION: Historv: The City of Prior Lake and the Prior Lake-Savage Hockey Association
entered into a new partnership last year through which the City established the
initial ice surface on the pleasure rink and two hockey rinks at Lakefront Park,
and the Association flooded and shaved the ice daily using a Zamboni acquired
for this purpose. The Association had an agreement with a local business to
garage the Zamboni in a heated facility.
Current Circumstances: This coming season, the Association does not have
access to the heated garage facility and has asked how the City could assist
them in this regard. The Association is also asking the City to address outdoor
ice shortage issues on a more long-term basis.
Garage for Zamboni: The garage for the Zamboni must be available December
through March. The facility must be insulated and heated, have electrical, natural
gas, and sewer and water service. Association and City staff have explored
numerous existing buildings as options. We have also discussed the possibility of
building a new building or an expansion to the Pavilion to provide a garage fro
the Zamboni and lockers for players. After looking at various options, we have
concluded that the most cost-effective option is to have the City invest up to
$20,000 in the metal shed on the former Kop property to make the changes
identified above. AI Friedges has confirmed that Meda Kop is amenable to this
approach if the north door (toward the park) is used. AI would act as the general
contractor to accomplish the desired improvements.
Long-Term Issues: The Association and City recognize that the improvements
to the metal building for garage purposes is not a permanent solution.
Accordingly, the Association desires a permanent building to house the Zamboni,
locker rooms adjacent to the ice rinks, and additional ice rinks. The Council is
aware that we are updating the City Park & Trail element of the Comprehensive
Plan. The consultant's preliminary numbers do suggest that the City has a need
for 1-to-3 ice rinks in the near term. The 2005-2009 Capital Improvement
Program shows the addition of a rink in 2007. There appears to be a need to
accelerate this addition.
Proposal to Address Short- and Long-Term Issues: The Association is willing
to assist the City financially in addressing these issues. I am anticipating the
receipt of a letter from the President of the Prior Lake-Savage Hockey
Association which proposes a process and funding. The City would make the
necessary improvements (up to $20,000) to the metal building so it can house
the Zamboni beginning this hockey season. The Association would invest

$20,000 toward the construction of an ice rink if it is scheduled for construction
before 2007 (preferably 2005).
Additional rinks will need to be programmed into future Capital Improvement
Programs and a permanent building for Zamboni storage and player locker
rooms will also be necessary. Attached is a letter from the Mayor which as
shared with the Association Board at their Monday, August 9th meeting. The letter
confirms the Council's efforts to address short- and long-term needs for hockey
and for other sports as well.
Conclusion: The Council should consider whether it wishes to expend up to
$20,000 from the Contingency Fund to make the necessary improvements to
house the Zamboni.
A considerable amount of discussion took place about building the permanent
facility this year. This option was dropped since there is insufficient time to
complete this project this year and the likelihood that costs could be as much as
$200,000.
This report assumes that at least a third hockey rink would be constructed at
Lakefront Park. The reasons for this assumption are:
1. The original rationale for the construction of the Pavilion is its year-round
use which includes warming house in the winter.
2. In addition to the investment in the Pavilion, the City also invested in excess
of $130,000 to install the two existing rinks at Lakefront Park and their
relocation would represent needless expense.
3. The cost effectiveness of the City's and Association's maintenance efforts
are maximized to the extent that the rinks are in one location rather than
scattered around the community. While at least a second hockey rink site
will be necessary to meet 2030 needs, the Lakefront Park site is deemed to
be the best near term site.
4. If a multi-purpose training dome is added to this site, it could address the
need for a long-term Zamboni garage and locker room site.
(1) Adopt the attached resolution authorizing an expenditure of up to $20,000
from the Contingency Fund as outlined herein.
(2) Take no action and direct the staff to prepare additional information.

A RESOLUTION AUTHORIZING THE EXPENDITURE OF FUNDS
FOR ICE RINK MAINTENANCE PURPOSES

WHEREAS, the Prior Lake-Savage Hockey Association has a need for a heated garage facility to
house their Zamboni ice maintenance machine; and
WHEREAS, the Prior Lake-Savage Hockey Association utilizes this equipment to maintain the City's
pleasure rink and two hockey rinks at Lakefront Park; and
WHEREAS, the maintenance provided by the Association on a volunteer basis improves the ice
surface for the users and reduces City ice maintenance costs; and
WHEREAS, the City can provide a heated garage facility adjacent to Lakefront Park at a cost not to
exceed $20,000 for needed improvements; and
WHEREAS, the Association has committed to contribute $20,000 toward the construction of a hockey
rink if completed in 2005 or 2006.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
that:
1. The recitals set forth above are incorporated herein.
2. The staff is authorized to expend an amount not to exceed $20,000 to insulate, heat and provide
natural has, sewer, water and electrical services to the metal building on the former Kop property
for use as a Zamboni garage.
3. An amount not to exceed $20,000 is hereby allocated from the Contingency Fund for this purpose.

Re: Continued Development of Hockey in Prior Lake
Ladies and Gentlemen:
The Prior Lake 2020 Vision and Strategic Plan confirms that Prior Lake is a recreation-oriented community
committed to serving all types of athletics and recreational programming. Boys and girls hockey is included. The
City is committed to taking the following short- and long-term actions to meet community needs with respect to
hockey:
1. The City will work with the Association to insulate, heat and serve the Kop metal building with sewer and
water to house the Zamboni beginning this winter. Meda Kop has given her permission for this use to AI
Friedges our Park Maintenance and Fleet Supervisor.
2. The City is updating its Park & Trail component of our Comprehensive Plan. Preliminary results show that
an additional 2 to 3 outdoor rinks are presently needed. By 2030, this shortage could be between 4 to 11
outdoor rinks. We will be asking representatives from the Hockey Association to help us finalize these
numbers (probably in September).
3. Once these numbers are finalized, the City will update our Capital Improvement Construction scheduled
for the next five years. The 2005-2009 CIP presently show a new rink with lights in 2007 at $65,000. My
expectation is that the new Park & Trail Plan could move this new construction forward in the foreseeable
future. The remaining rinks will have to be programmed.
4. The addition of 4 - 11 rinks will require additional park land. We are presently in negotiations for two 30-
40 acres parcels and expect to have purchases completed in the next 12 months.
5. We will continue to urge the Shakopee Mdewakanton Sioux Community to build a second indoor ice rink
at Dakotah Sport and Fitness. We hope to successfully convince the SMSC to build this rink as soon as
possible as part of our on-going cooperative discussions.
6. The City is aware that sports such as hockey, baseball, soccer and football have become year-round
commitments. Accordingly, we will be contacting the hockey, soccer, football and baseball associations
as well as the School District, to see if a multi-sport domed training facility can be cooperatively
constructed.
The City Council recognizes that partnerships are essential to providing services to our community. You have our
commitment that we will work with you in an effort to achieve each of the objectives enumerated above.
