AND AUTHORIZING THE MAYOR AND CITY MANAGER TO ENTER
INTOTHE CITY’S STANDARDIZED PROFESSIONAL SERVICES
AGREEMENTFOR GEOTECHNICAL EXPLORATION SERVICES FOR
CERTAIN 2015 IMPROVEMENT PROJECTS
DISCUSSION: Introduction
The purpose of this agenda item is to accept the proposals for professional
services related to geotechnical exploration for the 2015 Improvement
Projects.
History
The City uses the Five Year Capital Improvement Program to plan its
infrastructure improvements and the financing for capital improvements.
The 2015 Improvement Projects proposes to reconstruct the street and
upgrade utilities within the project areas.
On August 25, 2014, the City Council authorized the preparation of the
Feasibility Reports for the 2015 Improvement Projects. The Feasibility
Reports will address street reconstruction and utility improvements on three
separate projects. The Feasibility Report for the Credit River Road
Improvement Project will be completed by City Staff. The Feasibility
Reports for the Eau Claire Circle, Grainwood Circle Improvement Project
as well as the Highland Avenue, Marsh Street, Skyline Avenue
Improvement Project will be completed by consultants based upon quotes
we receive.
In anticipation of these projects the City of Prior Lake must perform soil
analysis for them.
Current Circumstances
The Engineering Department has begun compiling information for the
Credit River Road Feasibility Report. The Feasibility Report for the other
two projects will begin once a consultant has been retained. The
geotechnical exploration will provide the details necessary to provide the
information for the report.
Geotechnical Exploration
Staff has requested proposals from three firms for geotechnical exploration.
They include: American Engineering Testing, Braun Intertec, and Element
Materials Technology. Each of these firms has previously completed work
for the City of Prior Lake. The proposals received are tabulated below:

The proposals received were each analyzed and City Staff is
recommending that Element Materials Technology be selected to perform
the 2015 geotechnical exploration for the City of Prior Lake. Element
recently performed the construction testing on the 2014 reconstruction
project.
Conclusion
The City has worked with Element Materials Technology on previous
projects and is comfortable with the proposal provided. City Staff
recommends that Element Materials Technology be selected for
professional service support for the 2015 Improvement Projects.
ISSUES: The City does not have the expertise or equipment to complete the
geotechnical services in-house.
FINANCIAL The geotechnical exploration will be funded through the Construction Fund
IMPACT:
separately for the Credit River Road Project, Eau Claire/Grainwood Project,
and Highland/Marsh/Skyline Project.
Whether or not the city council decides to move forward with these projects
will be determined as part of the 2015 Budget and Tax Levy (Agenda Item
9A)
ALTERNATIVES: The alternatives are as follows:
1. Approve a resolution awarding the City’s Standardized Professional
Services Agreement with Element Materials Technology for the 2015
Improvement Projects Design Geotechnical Services.
2. Deny this item for a specific reason and provide Staff with direction.
3. Defer this item until a specific date in the future.
RECOMMENDED Motion and second for alternative #1.

A RESOLUTION AWARDING THE CITY'S STANDARDIZED PROFESSIONAL SERVICES CONTRACT
TO ELEMENT MATERIALS TECHNOLOGY FOR THE 2015 IMPROVEMENT PROJECTS
GEOTECHNICAL SERVICES

WHEREAS, Geotechnical exploration is a necessary service needed to properly install City infrastructure; and,
WHEREAS, Geotechnical exploration is needed for the 2015 Improvement Projects; and,
WHEREAS, The City does not have the equipment or expertise to provide these services in-house; and,
WHEREAS, The City received the following proposals for services:

Element Materials Technology $9,990.00
Braun Intertec $12,834.00
American Engineering Testing, Inc. $17,000.00
The low proposal was submitted by Element Materials Technology.; and
WHEREAS, City Staff recommends award of the City's Standardized Professional Services Contract to
Element Materials Technology for the 2015 Improvement Projects Design Geotechnical Services.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are authorized to execute the City's Standardized Professional Services
Agreement with Element Materials Technology for an amount of$9,990.00.
3. Funding for these engineering services will be drawn from Accounts#501-48388-505 and #501-48387-
505.
