PARKS ADVISORY COMMITTEE MEETING MINUTES
FOR DECEMBER 8, 2003
The meeting was called to order at 6:10 pm, on Monday, December 8, 2003, at the
Maintenance Facility. Members present were Pat McFadden, Tom Borger, Mike
Feriancek, Lori Helgestad, and Ruth Harris. Also in attendance were Council Liaison
Andrea Blomberg, Public Works Director Bud Osmundson, Parks and Fleet Supervisor
Al Friedges, and Recreation-Supervisor Chris Esser.
Approval of the October 13, 2003 Meetinq Minutes: Motion by McFadden to
approve the October 13, 2003 Meeting Minutes. Second by Helgestad. Ayes: 5.
Nays: 0.
Winter Maintenance Policy: Public Works Director Osmundson distributed a copy of
the Winter Maintenance Policy recently updated and approved by the City Council on
November 3, 2003. Osmundson advised the members that the neighborhood in the
Fish Point Park area were sent letters notifying them that the pleasure rink at that park
would not be maintained for this winter season. The letter contained alternative skating
options for residents in the area. The city has received feedback from one resident to
date regarding the change.
Dance Program Report: Chair Feriancek introduced this item stating that it was added
at his request as an update to the privatization of the Dance Program. PAC members
mentioned that they were aware the program, now operated as Premiere Dance
Academy, has a student enrollment greater than last season. When asked of the
financial state at the completion of the dance program operation, Recreation Supervisor
Esser reported that the revenue figures for the calendar year of 2003 are excellent
because expenditures were down at the conclusion of the program in June and revenue
from the monthly lease to Premiere Dance Academy has been collected from July-
December 2003.
FIN Proqram: Public Works Director Osmundson showcased a preliminary design for
rainwater gardens and a fountain to be located adjacent to Lakefront Plaza. Parks and
Fleet Supervisor Friedges reported that local business Norex has donated $20,000 to
the city to fund a fountain to be located in the pond adjacent to the Lakefront Park
entrance and to fund improvements to monument signs and the plantings around the
signs. The fountain would aid in the aeration of the pond allowing for a viable location
for the DNR-sponsored Fishing in Your Neighborhood (FIN) program. Friedges passed
around a brochure of the potential fountain design noting that a cost estimate would be
$10,000 for purchase and that it would be lit in the evening. Friedges added that he will
be meeting with the DNR FIN program director to make sure the fountain purchased is
an appropriate fit for the site based on aeration capability and fish migration. Discussion
was held regarding the lights and potential issues with Lakefront Plaza residents.
Friedges advised that if there were any issues the city most likely would be able to
control the lights separately from the regular operation of the fountain. Osmundson
reported that the city would be sending Norex a letter of appreciation.
Spring Lake Regional Park: Public Works Director Osmundson reported that Scott
County has recently been receptive to the proposal of the city purchasing 40 acres of
the Spring Lake Regional Park for the purpose of constructing an adult athletic complex.
Council member Blomberg added that Scott County's development plans for the park
may include a water park, campground, and cabins located to the south of the proposed
athletic complex. The City Council is currently in preliminary negotiations with Scott
County, more updates will be forthcoming as the project progresses.
2004 Skate Park Fees: Tom Borger reported on discussions and feedback he has had
with staff regarding changes for the fees at 'the Lakefront Skate Park for the 2004
season. Recreation Supervisor Esser reviewed recommendations for changes to the
skate park fees for the 2004 season. Changes included a lower daily admission, a
membership fee for non-residents, and the conversion of the season pass to a pre-paid
punch card system. PAC members recommended a daily admission of $2 per person, a
$10 membership fee for non-residents for the season and the sale of 5-visit and 1 O-visit
punch cards at $8 and $15. Esser also stated that helmets would be required
equipment with elbow, knee, and wrist protection being strongly recommended by
signage entering the park. Marketing efforts will be increase along with skate camps
and promotional days for the 2004 season. The new fees will be recommended to the
City Council for approval at their first meeting in January.
Maintenance of Lakefront Park Rinks: Public Works Director Osmundson distributed
a letter outlining a maintenance agreement of the three rinks at Lakefront Park that was
negotiated by the Prior Lake Hockey Association (PLHA). The PLHA has purchased a
Zamboni and will be maintaining the three rinks at Lakefront Park after city creWs have
set up the initial base at the start of the season. The city will continue to staff and
operate the warming house throughout the season.
Busacker Property Concept Plan: Public Works Director Osmundson reviewed a
development plan of the Busacker property. According to the plan there will be a 2-acre
parcel available for the development of a neighborhood park and trail plans that include
a connection to CR 23 in proximity to the Ring Road and a trail along a small lake
located on the property.
Wensmann 4th Preliminary Plat: Public Works Director Osmundson reviewed the
preliminary plat for the Wensmann 4th development. Development of the neighborhood
park located on the property has been included in the 2004 Capital Improvement
Program. The final plat has not been approved. Neighborhood park elements will
include a play structure, small ball field and trails.
2005 - 2009 Capital Improvement Budget: Parks and Fleet Supervisor Friedges
distributed copies of the 2004-2009 Capital Improvement Program (CIP) budget for
review. Discussion was held regarding the individual projects contained in the 2004
section of the CIP. Public Works Director Osmundson informed the committee that an
update of the Comprehensive Plan is underway to look at future annexation areas and
the total needs of the community as it relates to the park system. Staff will be meeting
with school district officials and members of Prior Lake Athletics for Youth (PLAY) to
discuss population growth and how it relates directly to athletic fields throughout the
community, with an emphasis on the next 10 years. Friedges added that collaboration
with these groups is essential to avoid possible duplicate development plans for fields.
Concessions: Recreation Supervisor Esser reviewed past concession agreements with
community organizations for the operation of concessions at The Ponds and Thomas
Ryan Memorial Park athletic complexes. Discussion was held regarding the potential for
other organizations to also operate concessions in the future. The city gives the
opportunity to youth organization to assist with the organization's fundraising purposes
and as a service to all athletic complex visitors. A recommendation was made to send
out a letter of interest to community athletic organizations to gauge the interest and
commitment of these groups to sell concessions at the athletic complexes for 2004.
Esser will send out letters to the youth athletic organizations and report back to the PAC
with who may be interested.
Other Business: Pat McFadden inquired if the Jeffers property contained plans for a
nature center for youth. Staff reported that a nature center was indicated in the
preliminary plan, but nothing has been confirmed in the process. PAC members
congratulated Council member Blomberg on her re-election and thanked her for her
service to the PAC as council liaison for 2003.

In meeting with inspector Paul Baumgartner on February 27, 2004 at the jobsite, he
mentioned about the items 'that need to be completed on the project. I know your top
priority is to complete the remodel by February 15, 2004. From the city's perspective we
want to do everything we can to assist.
I want to work with you to formulate a plan for completion of all necessary work in order
for you to occupy the building. Enclosed is the list that was generated on December 5,
2003 with a checklist on items that need to be completed before a temporary Certificate
of Occupancy is issued. Items with strikethrough lines have already been completed. A
temporary Certificate of Occupancy is issued for the items on the list that cannot be
completed before the spring thaw. A permanent Certificate of Occupancy is issued after
the outstanding items are completed. If the city or I can be of any help to help you

Dear Boot Hockey Team Manager,
On behalf of the City of Prior Lake, I would like to welcome you to the 2004 MRPA State Boot
Hockey Tournament taking place January 17-18, 2004. Games will be played at the MRPA
Award of Excellence winning Lakefront Park (directions enclosed). Apart from being Prior
Lake's primary outdoor hockey complex, Lakefront Park offers a one-of-a-kind Warming House,
that has been featured in Architecture Minnesota magazine, complete with fireplaces, restrooms,
and concession stand.
A concession stand will be available during the tournament featuring hot and cold beverages and
snacks. A list of local restaurants and hotel/motels is included in this packet. Our friendly
warming house staff will be on hand throughout the tournament if you have any questions
regarding local amenities.
Good luck to all teams participating in the tournament. If you have any questions or concerns,
regarding the Lakefront Park facility please contact the Prior Lake Recreation Department at
