AN EQUAL OPPORTUNITY EMPLOYER
PARKS ADVISORY COMMITTEE MEETING MINUTES
FOR
JANUARY 13, 2003
The meeting was called to order at 6:00 p.m. on Monday, January 13, 2003, at the
Maintenance Facility. Members present were Pat McFadden, Tom Borger, Mike
Feriancek and Ruth Harris. Lori Helgestad was absent. Also in attendance were
Council Liaison Andrea Blomberg, Parks Maintenance Supervisor Al Friedges,
Recreation Supervisor Chris Esser and Assistant City Manager Susan Walsh.
Approval of January 13, 2003 Minutes: MOTION by Feriancek to approve the
minutes. Second by McFadden. Ayes: 3. Nays: 0.
Election of Chair and Vice Chair: MOTION by McFadden to appoint Mike Feriancek
as Chair. Second by Borger. Ayes: 4. Nays: 0. MOTION by Feriancek to appoint
Lori Helgestad as Vice Chair. Second by McFadden. Ayes: 4. Nays: 0.
At this point in the meeting, Mike Feriancek took over as Chair of the Parks Advisory
Committee.
Review of Bids for Playground Equipment: Parks Maintenance Supervisor Al
Friedges reviewed the bids that were received on January 7th for playground equipment
at Deerfield Park, Fairway Heights Park, Meadowview Park and Timbercrest Park. A
total of six bids were received, and the Iow bid was submitted by Flanagan Sales in the
total amount of $85,492. Currently there are six city parks that have playground
equipment purchased from Flanagan Sales, and Friedges is very satisfied with their
equipment and service. The play structures will meet the American with Disabilities Act
and Consumer Product Safety Commission guidelines. Maintenance crews will
complete all grading and preparation work including hauling sand, preparation of base
work for the curbing and complete all landscaping and sod work.
MOTION by Borger to recommend to the City Council to award the contract to Flanagan
Sales for new playground equipment. Second by McFadden. Ayes: 4. Nays: 0.
Warming House/Ice Rink Update: Recreation Supervisor Chris Esser informed the
members that the Lakefront Park Pavilion warming house and ice rinks opened on
December 27th. The city employs 12 part time warming house attendants, and the
warming house stays open 7 days a week until around Valentine's Day. McFadden
expressed concerns regarding the amount of city water used for flooding rinks and
questioned whether water could be drawn from the lake. Friedges felt it would be
difficult getting a truck to the lake, and he wasn't sure the DNR would allow this.

Dear Bud-- ....
I am a long time Prior Lake resident and I am building a new Twin Home
Glynwater Trail in Prior Lake. I have 2 daughters' who are basketball players at Prior
Lake high school. We have for many years had a court in our driveway at 14337
Beach Trail. We would love to See a ½ court Put into the park ~t:is behind'om new
twin home. The development itself does not allow any permanment structures in the
driveway, so we woUld love to see this behind our twin home. It would be put to very
good use. .,~,. ,.. .
Not only would the kids get good use, but I think it would be a nice w/th all the 6ewer
neighbors for some neighborhood games am..o.n-g the adults too.
I have checked with some of. the neighbors and they support the idea. i would like to put
in a special request that if it can be done it.be inStal!ed ..sp:ring or summer 200~t. My girls
are juniors and freshman and would love tO give it some good use next mi~r tO
develop their skills.
I h, qp.e you will be able to accommodate this request. If you have any questions ~[~ can
reach me during the day at 651-649-5.807.
