PARK ADVISORY COMMITTEE MEETING MINUTES
FOR
MAY 12, 2003
The meeting was called to order at 6:00 p.m., on Monday, May 12, 2003, at the
Maintenance Facility. Members present were Pat McFadden, Tom Borger, Mike
Feriancek, Lori Helgestad, and Ruth Harris. Also in attendance were Maintenance
Supervisor Al Friedges, Recreation Supervisor Chris Esser, Intern Megan Driscoll,
Public Works Coordinator Makenzie McCormick and Assistant City Manager Susan
Walsh.
Approval of April 14, 2003 Minutes: Motion by Helgestad to approve the April 14,
2003 Meeting Minutes. Second by Borger. Ayes: 5. Nays: 0.
Dance Studio Request for Bids Update: Walsh advised that the City Council at a
special meeting held this date at 5:00 pm awarded the bid for operation of the dance
program to Dawn Shulberg. The city manager and city attorney were authorized to
enter into a contract and lease agreement with Ms. Schulberg. The new business will
go under the name of Premiere Dance Studio, and it is anticipated Ms. Shulberg will
take over the business on July 1, 2003.
Adopt-a-Park Program/Memorials Proqram: Public Works Coordinator Makenzie
McCormick reviewed with committee members the proposed changes to the Adopt-a-
Park Program. Members agreed that painting and repairing of hockey rinks and
facilities should be eliminated from the program, and the program should center more on
planting of trees and flowers and other projects that enhance wildlife. The memorials
program for residents to purchase park benches and trees will be reactivated at the
same time. Members agreed with all of the changes and asked that the programs be
promoted as soon as possible.
2004 - 2008 Capital Improvement Proqram: Members concurred with staff's
recommendations for programs included in the 5-year CIP.
Skate Park and Beach Openings: The skatepark is now open on weekends until May
27th and then will be open seven days a week. This year,, concessions will be sold out of
the skate park. The beaches will open on June 7th. Esser provided an update on
summer programs for this year.
Future Meetinq Date: Monday, June 9, 2003, at 6:00 pm.

SUBJECT: July 7, 2003 Work Session
A work session on neighborhood park development issues has been scheduled for Monday, July 7,
2003 at 5:30pm. The Glynwater Park basketball court controversy has raised a number of issues, not
the least of which is whether and how do we proceed, to complete this improvement. Considering the
matter form a more long-term perspective, this experience raises the question about how best to
develop neighborhood parks.
At present, we ask the developer to grade and seed the park land. We then develop it incrementally
over the next 3 to 5 years. While this approach has significant financial and work load advantages, it
has a distinct disadvantage of completing parks after residents are moved in. Occasionally,
homeowners object (as in the case of Glynwater) which creates delays and controversy. A second
option would be to build the park as soon as possible. This, however, has financial implications.
At the work session, we would like to discuss this matter with the Council, focusing both upon the
Glynwater Park and on neighborhood park development in general. Attached is an e-mail and letter
regarding the Glynwater basketball court.

Dear Frank:
I was unable to come to the meeting last Thursday night to address the issue of having a basketball court at Glynwater
park. However, I live on Island View Road and am completely in support of building this court. My girls love to play
basketball and will definitely use it. Frankly, I cannot believe it is an issue. This is a park! We build parks in the city for
children to enjoy, not just for aesthetic value. It's easy to teach children reasons not to smoke, drink, and do drugs, but
how do we explain that we don't want them to play basketball?? I think the people who-are opposed to this basketball
court are sending the wrong message to our city's youth. Please, let kids be kids! Let's work together to provide them
with every opportunity to choose activities that will continue to make our community proud of our youth. Thank you!

discuss the future of the park and the amenities to be included therein. It was
also pointed out that even though the project was approved, it was not too late to
change the plans.
The meeting was held at the Maintenance Center on June 12, 2003. Of the 34
attendees, only one person voiced support for the project. The others in
attendance voiced support against the project. My conclusion is that, after proper
notification for such a meeting, if only one person in attendance was in favor of
the court and on overwhelming number of others in attendance were not in favor,
the Parks Department and the City Council should rethink the completion of such
a project. Those from the city in attendance could observe that we are an older
group of residents that would benefit from amenities other then a basketball
court. Why not some green space ? In a community of more and more
development, a grassy park with shade trees would be a viable alternative.
We were all a bit taken aback at the conclusion of the meeting when Frank
Boyles said that he would h°l~' anothe/, round of meetings with~interested parties
.in an attempt to find a compromise. Why another round? A letter was sent to 300
interested parties; thirty-five people came to the meeting. Thirty-four of those
attendees thought that it was important to voice their opposition to the plan, one
person favored the project. ! ask you, why is it necessary to commence another
round of discussions? Why should those who passed on their opportunity be
given another chance to comment one way or the other?. Those not in
attendance obviously do not view this project with the same level of interest as
those who attended the meeting.
The community has spoken and the community is strongly against the project.
It would simply not be fair for the city to push ahead with a project that does not
fit the community lifestyle and that has such limited support.
Our community wants to be involved in the future of this park. ff you have any
