Adjourn Meeting AGND600 PARKS ADVISORY COMMITTEE MINUTES MAY 8, 2000 The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 6:42 p.m. on Monday, May 8, 2000. Members present were Ron Ceminsky, Sandi Fleck, Thea Fluhrer, and Pat Heaney, and Chad Storley. Tom Schutz and Kathy Smith were absent. Thea Fluhrer left at 7:45 p.m. Councilmember Jim Ericson was absent. Staff members present were Paul Hokeness, Director of Parks and Recreation, Al Friedges, Parks Supervisor, Chris Esser, Recreation Supervisor and Nancy McGill, Parks and Recreation Secretary. Dr. Scott Carlson, DDS was also present. SANDI FLECK MADE A MOTION TO ACCEPT THE MONDAY, APRIL 10, 2000 MINUTES. PAT HEANEY SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Dr. Scott Carlson, DDS was introduced as a member of the Stand By Me Committee. He presented some facts and figures concerning the upcoming school bond referendum and asked the committee for their support. Some discussion followed. STAFF REPORTS - PAUL HOKENESS, PARKS & RECREATION DIRECTOR Playground Equipment - Jeff Schoenbauer, our consultant from Brauer & Associates will give a presentation to the City Council and answer questions they may have regarding the playground equipment selection process. Jim Ericson will work with the committee on the Decision Analysis form. The committee felt that there should be a minimum and a maximum amount that can be spent on equipment and also that the criteria used in the selection should not be based solely on cost. It was also suggested that there should be neighborhood representation to help with the selection process. The playground equipment is scheduled to be installed this fall at Raspberry Ridge, Sand Point Beach, Fish Point, Knob Hill, Sunset Hills, and the Busse property. Discussion followed. Trails - The trail on Crest Avenue will need replacement. This 6 ft trail does not meet current standards. There was some discussion regarding trail upgrades. The Wilds South Park Development/Park Dedication - Jim Stanton, a developer at the Wild's has purposed to dedicate 1.85 acres in an area that he will be developing Wild's South. (The old Klimek farm). The Committee recommended that we acquire an area large enough to accommodate a full size soccer field, playground and parking lot area, as well as a baseball field. The Parks Advisory Committee was in agreement to acquire 7.5 acres in Wild's South, and combine The Wild's parcel to increase the total park size to 12 acres. Ron Ceminsky expressed that a larger park area would be a good selling point and suggested that it would be good to combine both parcels, Wild's and Wild's South to make a 12 acre park. Currently, developers dedicate 10% to park land. $850.00 per house is charged for development costs. Discussion followed. PAC58 Pat Heaney suggested that a joint meeting be held with the City Council to give PAC direction and understanding of Councils view point on land acquisition. It seems the only way we will be able to acquire park land is through dedication. Lakefront Days - The official Grand Opening of Lakefront Park will be held on Thursday, August 3 with the dedication ceremony at 6:00 p.m./ The Windjammers will be present to play followed by an ice cream social. STAFF REPORTS - AL FRIEDGES, PARKS SUPERVISOR Lakefront Park Progress - To date, the seeding is complete, irrigation is in and working, and 80% of the landscaping is complete. The boardwalk is almost finished and will be installed by the end of the week. High traffic areas are being sodded and a final walk through with the contractor is scheduled. Busse Park Property Progress - The grading is finished and the contractor is currently spreading the top soil The road and parking lot is cut in. The seeding will be done in-house. The irrigation should be finished in June. 300 small evergreens have been planted on the hillside. Jeff Oertel, our architect, has been working on the conceptual design for the concession building, and we should have the plans and specs at the June meeting,. A special meeting will be called to meet with the neighbors to discuss the plans and specs. Spring Projects - Plans and Specs for Trails were approved by the City Council. All grading and grubbing will be done in-house. Bituminous and trucking prices may be increasing so maintenance department may do some of the work. Resilient surfacing will be going in next week at Cardinal Ridge Park and at Memorial Park. The City of Prior Lake Parks Maintenance Department will be hosting the June MPSA meeting at the Lakefront Park Pavilion. There was some discussion regarding the Lion's contribution of $30,000 to the bandshell at Lakefront Park. An additional $20,000 would have to come from referendum funds or the Park Capital Fund. The City Council would need to approve this prior to any further action. STAFF REPORTS - CHRIS ESSER, RECREATION SUPERVISOR May/June Wavelength Brochure - The brochure has a new look and Chris asked the PAC for their comments and opinions. The Committee liked the layout but suggested that the Spring/Summer edition should be distributed a week earlier than registration and to add some pictures to the brochure. This publication will be distributed bi-monthly six times during the year. Summer Registration Night - This was held on Wednesday, May 10 from 5:30-7:30 p.m. and went very well. Beach Opening - The beaches will open on Saturday, June 10 and close again on August 20. The reason they are open later and close earlier is due to staffing. Dance Recital - There will be four recitals this year, Friday, Saturday, and Sunday, June 2-4 at the Lakeville Senior High School. The seating capacity is 599. OLD BUSINESS. PAC58 Ron Ceminsky asked the condition of the trails from the winter. There was some snowmobile damage at Lakefront Park that resulted from spikes on othe tracks. Pat Heaney commented on the new tree nursery area, and acknowledged Al Friedges for this effort. NEW BUSINESS. The Park Maintenance and the Recreation Budgets were reviewed from 1996 to present. These reports included the personnel and operating budgets. The committee received reports on both. MOTION BY SANDI FLECK TO ADJOURN THE MEETING AT 9:36 P.M. PAT HEANEY SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. The next P.A.C. meeting will be held on Monday, June 12, 2000 at 6:30 p.m. at the Maintenance Center. Paul Hokeness Director of Parks and Recreation Nancy McGill Recording Secretary PAC58 AMENDMENT TO MAY 87 2000 MINUTES At the July 10, 2000 PAC meeting the May 8, 2000 minutes were reviewed. Al Friedges indicated that a couple of items needed to be amended. Under Staff Reports, Al Friedges, Busse Property Progress, it was stated that a special meeting would be called to meet with the neighbors to discuss the plans and specs, and that to his knowledge, this was not mentioned. Under Staff Reports Spring Projects, it was stated that the Plans and Specs for Trails were approved by the City Council. At this time, they had not yet been approved and would be going to City Council on August 7th. CHAD STORLEY MADE A MOTION TO AMEND THE ABOVE MENTIONED CHANGES AS DISCUSSED BY AL FRIEDGES. THEA FLUHRER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. PAC58
