PARKS ADVISORY COMMITTEE MEETING MINUTES
FOR
OCTOBER 8, 2001
Chair Ron Ceminsky called the Parks Advisory Committee meeting to order at 7:00
p.m., on Monday, October 8, 2001. Members present were Ron Ceminsky, Thea
Fluhrer, Pat Heaney, Tom Schutz and Kathy Smith. Also in attendance were Parks
Supervisor Al Fdedges, Public Works Director Bud Osmundson, Recreation Supervisor
Chds Esser, Assistant City Manager Susan Walsh and Council Liaison Joe Zieska.
September 10, 2001 Meeting Minutes. MOTION BY FLUHRER TO APPROVE THE
MINUTES. SECONDED BY SMITH. Motion carried.
Ryan Park Concession Stand. Public Works Director Osmundson advised that the
State has approved the annexation of the township land, and a 30-day waiting pedod
will end on October 15, 2001. After that date the City can move forward on bdnging
sewer lines into the park. Parks Supervisor Fdedges has contacted the vadous
subcontractors who were awarded the bids last year to see if they are still interested in
doing the job and at what cost.
Committee members agreed it would be advantageous to contract with the subs who
were awarded the bids a year ago if their bids do not increase significantly. Pat
Heaney questioned whether the City could legally amend the contracts to allow for
higher costs or would the City have to rebid. Staff advised the city attomey would
review the process.
Playground Equipment. Parks Supervisor Fdedges advised that the new playground
equipment was delivered this date and will be installed this before winter. The resilient
surfaces will most likely be installed next spdng.
Ryan Park Fields. The next item discussed was the field conditions at Ryan Park.
Friedges advised that he would have to wait until next spring to see if the field
conditions had improved enough to allow field use. Members concurred it would be
wise to hold off another year if the fields have not adequately recovered from the
draught. Discussion was held on people parking in prohibited areas in Ponds and
Lakefront Parks this fall. Field use at Ryan Park will resolve some of these parking
issues.
Lakefront Park Restrooms: The restrooms at Lakefront Park will remain open during
daytime hours dudng the summer and falls months. The city manager received
complaints from residents who believe they should have access to them. Committee
members were concemed the restrooms may be vandalized.
Parks Development Update. Public Works Director Osmundson provided an overview
on the status of the new development occurring in the city.
Recreation Programs Update. Parks Supervisor Esser advised dance studio
registrations are now at 435 students. He also provided an overview on the fall
recreation programs. There will be two more Wavelength publications before the end
of the year.
Park Entry Monuments. The committee members concurred they would like to see
granite monuments at each of the parks.
Lakefront Park Pavilion. Ron Ceminsky asked if the pavilion, by being used as a
warming house, was showing any unusual wear and tear. Staff advised that there has
been no significant damage beyond normal wear and tear after one year.
PAC Membership. Assistant City Manager Walsh advised the committee that City
Manager Boyles sent letters to P.L.A.Y., Prior Lake Players, Arts Society and Library
Board seeking candidates for membership on the PAC. Following discussion, the
committee members agreed that the City should place an advertisement as soon as
possible and that the membership should not be restricted to any specific area of
interest.
City staff thanked the three retiring members: Kathy Smith, Ron Ceminsky and Pat
Heaney for their many years of service. Ron Ceminsky, who has served as Chair of
the Parks Advisory Committee for several years, was given a round of applause in
appreciation of his hard work and dedication.
Member Kathy Smith stated she hoped that parks related items and issues would come
before the committee members before final action is taken as opposed to providing the
members with updates. She pointed out that there are many years of history
represented by the remaining PAC members who can provide valuable input.
Member Pat Heaney concurred that the strength of the committee is sharing vadous
ideas through meeting discussion. He stated he hoped this committee would not
diminish in its purpose or be reduced to only meeting on a quarterly basis.
The members agreed that a representative from the PAC would be involved in the
interview of PAC candidates as in previous years.
Assistant City Manager Walsh advised that Ceminsky, Heaney and Smith would be on
the November 19"' agenda for recognition of their years of service.
A motion to adjoum was made and seconded.
