AN EQUAL OPPORTUNITY EMPLOYER
PARKS ADVISORY COMMITTEE MEETING MINUTES
FOR
NOVEMBER 12, 2002
The meeting was called to order at 6:00 pm on Monday, November 12, 2002, at the
Maintenance Facility. Members present were Pat McFadden, Lori Helgestad, Tom
Borger, Mike Feriancek. Also in attendance were Council Liaison Joe Zieska, Public
Works Director Bud Osmundson, Recreation Supervisor Chris Esser and Assistant City
Manager Susan Walsh.
Since this was the first meeting for new Committee Members Mike Feriancek and Tom
Borger, everyone took a few minutes and introduced themselves. Walsh noted that the
appointment of Ruth Harris would be effective after she moves back to the city, which
should be in December.
Committee members McFadden and Helgestad concurred that the minutes for
October 14, 2002 was correct as presented.
The rest of the meeting involved an orientation for the new members to the Parks
Advisory Committee as follows:
Parks Advisory Committee Bylaws: Walsh provided an overview of the various
subsections of Bylaws. Members were asked to notify her if they unable to attend a
meeting.
Schedule Election of Officers: According to the Bylaws, election of Chair and Vice
Chair are to be held in November. Committee members agreed that elections should be
deferred until the January meeting to allow members time to decide who should be
appointed to these two positions.
Parks and Trails System Plan (Chapter 5 of the Comprehensive Plan): Walsh
briefly reviewed this document with the members advising it was adopted in April 1999
and is part of the City's Comprehensive Plan. Its purpose is to address a systems
approach for planning parks and trails and for identifying future parks and trail needs.
As holds true with the entire Comp Plan, this particular chapter will be amended as the
city grows and parks and trails are developed or future parks and trails are designated.
Park Dedication Fee Study: Committee members discussed the Park Dedication Fee
Study that was approved by the City Council in February 2001. Walsh advised that
growth in population, increase in land costs, increase in the cost of park development
and future park development are some of the reasons why the consultant has been
retained to do an analysis to see if the park dedication fees are still appropriate.
Public Works Director Osmundson reviewed the Parks Master Plan and Trails Master
Plan that were part of the 2001 fee study. He discussed the locations of the proposed
neighborhood parks and proposed areas for an adult athletic community park.
Osmundson also reviewed with the members the plans for parks in two new
developments called Timbercrest and Jeffers Pond South.

Do you feel the overall Skate Park operation this summer pleased you as a skater? Explain.
YES: 50 NO: 18 INDIFFERENT: 16 NO COMMENT: 2
Yes & No. Felt it skated well but too tight if 4 or 5 people were in skating - Dangerous!
· Yes because it was only $3.00.
· It should have a box and another rail halfway; otherwise it was pretty good.
· No. Lower cost.
· It was okay but need more jumps.
· Skate park should have more stuff and be bigger.
· No. Too small.
· No. Needs more street skating.
· Yes. My son only being 5 enjoyed watching the bigger kids on it.
· No. We had to wear knee pads and elbow pads.
· It was okay. More bumps would be good.
· Yes. It was challenging for my 5 & 8 year old boys.
· Yes because it is not too big or too small.
· No. Think should have had more lower rails.
· Yes. Like the half pipe and ramps but needs more flatland area with rail slides.
· Yes. It is sweet.

3,
No. The hours were too short.
· Yes because I had fun.
No. The ramps are bad and most of the skaters in Prior Lake like street (stairs, rails, box).
· Yes. Because I love to ride on ramps.
· Yes. The operators were very polite.
· Yes. It helped me become a better skater.
Yes. I was glad that they did it so quickly.
· Feel that if someone is over 18 they should have the option to wear knee pads.
· Yes. It was a safe place to skate.
· Yes. Like having supervisors available and the ramps/jumps were good for my skating level.
· Yes but kind of boring.
· Yes. More shade would be nice.
· They enjoy the Burnsville skate park better.
· No. There needs to be more jumps and the one rail that there is is too big for some of the little kids and
me.
· Overall No. The park catered too much to rollerbladers.
· Too small of a park to have to wear all the "stuff".
· Yes. Park is set up very well and it's a safe and fun place.
· I was pleased because it had some cool stuff but it could be bigger.
· No. The ramps suck. Get some people's advice before you buy the ramps.
· Yes. It was supervised and kept clean.
· Yes. It was a good value and convenient location.
· Think the jumps should be wood so you don't get burned.
Did you feel the Skate Park days open and hours of operation were adequate? If they were to
change what would you recommend? Explain.
· I work afternoons and evenings and 12:00 was a little late for me. 10:00 would be great.
· Yes. Because I was only able to go during the week.
· Leave hours the same.
· Open up earlier on weekends.
· Close at 10:00p.m.
· No. It would be nice if it opened earlier when it is cooler and more designated times for younger kids.
· Yes. Because it was open after school.
· I would recommend longer hours and no attendants.
· Open sessions should be from 8:00 a.m.-8:00 p.m.
· Post hours at the library and grocery stores.
· For summer time, I liked the morning for under 12 only. 1:00-5:00 for home schoolers after Labor Day,
maybe Friday.
· Too hot in the afternoon and then was closed. Stay open in the evening when it cools down.
· They were perfect!
· I liked the times.
· Would like to see evening session for younger kids.
· Continue special hours for the younger kids.
Do you have questions or concerns regarding any Skate Park rules or policies? Explain
NO: 51
· The full pad requirement is a bit ridiculous considering the majority of skateboarders do not wear them in
a majority of other metro parks. Helmets are fine but the rest is a hinderance.
· Let the little kids go on the bigger things from 10:00-12:00.
· No. The rules keep you safe.
· It needs to be free or really cheap for everyone, not just Prior Lake residents.

.
.
All pads for older kids too much.
I believe whst guards should be mandatory. My son broke his wrist at the park the first time he was
there.
· I like the staff's supervision.
· Yes. Some people don't have all the equipment you require.
· You should be able to use the cell phone.
· Some kids did Fire Crackers.
· Why are no bikes allowed? Would you consider changing the rule?
· Spring Lake township and Credit River should bc counted as residents of Prior Lake. Living fifteen feet
at the "city limits" and having to pay double because of it sucks.
· None - straight forward.
· Kids older than 12 only need to wear a helmet and residents would get in free.
· Have a specific time for bicycles.
Did you have a good experience dealing with the Skate Park staff?. Explain.
YES: 74 NO: 4 INDIFFERENT: 5 NO COMMENT: 3
· Polite & friendly.
· Nice people.
· They were easy to work with and nice.
· No. They yelled at us for everything (2 ladies).
· Yes. They were pleasant, efficient and helpful. I think staffs presence keeps the trouble down.
· Yes. They treated me like an adult.
· Yes. They took my picture.
· No. They wouldn't let me do anything.
· Yes. They were helpful, reliable and nice to have around.
· Knowlegeable about the rules.
· They were paying attention to the skaters.
· Very cool, fun and respectful.
· They were too uptight about the rules.
· I liked them. There was no swearing.
Do you have any ideas that you feel would have made the Skate Park better? Explain.
· It would be safer if the concrete slab was broadened. Spread the aparatus out as well. The kids who lay
around on equipment should be required to step outside when on break.
· A box and a bunch of rails like Savage skate parks.
· Make free for all skaters.
· More jumps and bigger area to skate in.
· A 4" half pipe, more rails and bigger.
· Stairs.
· 3-stair, smaller rail, box and more street skating.
· Needs a roof.
· Lower the price because its too small.
· More low rails.
· Competitions at park at different times.
· Keep the staffi Maybe a flyer for fridge - have hours and prices more available.
· Yes. You could have a low ramp style jump for blades/boards for younger boys.
· Maybe have better obstacles that are fun to skate would be better.
· Put a water fountain in. Put in plastic cubbies to store shoes, etc. Shady spot to rest in.
· I'd like it if there was music playing.
· Area for smaller kids. They were a bit intimidated by the older, more experienced kids.
C:\WINDOWS\Temporary Intemet Files\OLK7342~2002 Skate Park Participant Survey Results.doc
More equipment. Ask the kids before a purchase is made.
Rent protective equipment for children that do not own their own so they can use the facility.
· Make a pool - not a swimming pool.
· Add a lot more equipment - need street course and vert ramps.
· Do special training course for beginners.
Bring in a trainer or instructor once in a while that would work with those kids who are just learning.
SKATE PARK FEATURES:
.
What Skate Park features would you like to see changed? Explain.
· Prefer wood ramps and jumps.
· Would like it to be bigger.
· I'd like a bowl put in. It would add variety to the park.
· Some smaller ramps.
· The price is too high.
· The whole street course. There is nothing to "trick" off of and you can't get speed because the stuff is
higher than the 1/3" pipes.
· Get rid of one of the mini half pipes.
· Seating for parents, and a change machine.
· More flatland area with rail slide and large flat banks, wedges, flat ramps.
· Put the kicker in front of the grinding rail.
.
What Skate Park features would you like to see added? Explain.
· Stairs.
· 3' half pipe.
· More ramps.
· Box for stair with logo on the side.
· 3 foot street spine, benches, bowl, box.
· More table tops and lower ramps.
· More equipment.
· One low grind bar.
· Something for the advanced skater.
· Lots of rails and ledges.
· A bowl area.
· Pool.
· Water or juice machines vs. pop machines.
· The fence needs to be moved farther away from the equipment.
· Music system.
· 2' Kicker. A race track to just skate around.
· More pyramids.
· Grinding bars an inch or so off the ground.
· The metal surface seems to be rusting already.
· More equipment and rentable gear.
· More waves.
.
Do you feel that bikes and/or scooters should be allowed at the Skate Park? Explain.
YES: 22 NO: 55 INDIFFERENT: 6 NO COMMENT: 3
· No. For safety reasons.
· Yes. But at separate times.
· No. Too crowded.
· Yes. You would meet more people and see more tricks.
C:\WlNDOWS\Temporary Intemet Files\OLK7342~2002 Skate Park Participant Survey Results.doc
· Maybe at certain times of the day just for bikes.
· No. They should be kept separate.
· Bikes - yes - they don't get in the way. Scooter- No - too slow and get in the way.
· Absolutely not - that's what G-shock skate park is for.
· Only scooters- bikes are too big. Maybe separate hours would work.
· Yes. One or two nights a week.
FEES AND PROGRAMMING:
lo
Do you feel the daily fees for admission to the Skate Park are (circle)?
High: 31 In Between: 4 Just Right: 45 Low: 0 No Answer: 6
· Most skate parks are free now.
· Extremely high for people very close but still have to pay out of town fines.
· It's free in Shakopee for residents.
· They arefi't too high or too low.
· Until the park is bigger, lower the price.
· People in surrounding areas should be able to experience our skate park for free.
· Only $3.00 - what a deal!
· They are competitive with other local skate parks.
· The daily fees are just fine.
· You deserve to charge what you do - it is a nice park.
· Too high for Spring Lake Township residents.
· For the size and overall quality its way over priced. I'd rather drive to Shakopee - it's bigger and
cheaper.
· Why is there a fee? There is not one for ice skating that I'm aware of. It's a city park are taxes already
go to parks maybe it should be a non-resident fee if out of city limits.
e
Do you feel the season pass fees for the Skate Park are (circle)?
High: 36 In Between: 1 Just Right: 21 Low: 0 No Answer: 28
· Not all people can afford them.
· If prices were lower, more people would buy them.
· Cheaper to pay as you go.
· Don't double the price if you don't live in Prior Lake.
· Depends upon how much you use the skate park.
· Short summer season.
· Too high for non-residents.
· With the available hours to skate, we didn't come close to breaking even on buying the season pass.
· How about punch cards for those who don't use it enough to justify a season pass?

Do you feel Skate Park camps, lessons, and clinics should be offered (circle)?
YES: 55 NO: 24 NO ANSWER: 7
If you answered YES, would you participate in a camp, clinic, or lesson for a fee? Explain.
Would love some pointers.
Depends upon price.
I would if there was more equipment there.

· Maybe I would if there was a good instructor.
· It is hard to appeal to what kids want.
· Clinics -jam sessions - demos - amature skate camps promoted in the right way.
· There are many older (10th grade - 25) who would be good objective critics of style-ability-effort in
competition and clinics.
· No. Because you should get lessons free.
· Only if it is a once in a while thing.
· It would take time away from the hours of open skate. Keep it fun and simple.
· Sure. There's always room for improvement.
· Short clinics for a nominal fee but not a whole week. Have beginner clinic.
COMMENTS:
· Thank you for building the park!
· The Skate Park is nice and everyone is friendly there.
· Other parks in the area are simply park. The kids show up and skate; they are not monitored and it is free.
They have a great time and have never seen problems.
· It would be nice to have some shade!
· Thank you for including us in your survey. Overall, we are very pleased with the skate park.
· Your course is bad because there is not a street course and kids hate wearing pads.
· Thanks for providing us a place to skate.
· Keep the skate park open later during Lakefront Days and when there are other activities going on in the
park.
· Would not go again. It's not right to charge more because we live in Spring Lake. Still considered Prior
Lake and pay taxes and support things in Prior Lake. We can go to any other town and they do not charge
more because we don't live there!
· Make it bigger and have it indoors.
· Good call on getting a skate park. Bad call on the ramps you bought. If some of the things change I'll be
back.
· "Get more Stuff".
· I like how convenient it is.

BUD OSMUNDSON, PUBLIC WORKS DIRECTOR
CONSIDER APPROVAL OF A RESOLUTION APPROVING THE PLANS AND
SPECIFICATIONS AND AUTHORIZING ADVERTISMENT OF BIDS FOR:
1. PLAYGROUND EQUIPMENT AS IDENTIFIED IN THE 2002-2003
CAPITAL IMPROVEMENT PROGRAM.
2. AUTHORIZATION TO INCLUDE FUNDING FOR ADDITIONAL
EQUIPMENT NOT IDENTIFIED IN THE CAPITAL IMPROVEMENT
PROGRAM.
DISCUSSION:
History
The purpose of this agenda item is to approve the plans and specifications and
authorize advertisement of bids for:
1. Playground equipment as identified in the 2002-2003 Capital Improvement
Program (C.I.P.).
2. Authorization for funding an additional play structure, not identified in the CIP.
Each year the City Council adopts the C.I.P. which involves funding for various
park improvement projects. To ensure that the Council is aware of and supportive
of our major park improvement efforts, we are seeking approval of the plans and
specifications and advertisement of bids for playground equipment at Deerfield
Park, Fairway Heights Park, Meadowview Park, and Timbercrest Park. The plans
and specifications are exactly the same as in 2001 where the number of events are
specified for the parks.
Current Circumstances
The 2003-2007 C.I.P. includes funds to install playgrounds at Deerfield Park,
Fairway Heights Park, and Meadowview Park. Deerfield Park and Fairway Heights
Park are identified in the 2002 C.I.P. with a total estimated cost of $60,000.
Meadowview Park is identified in the 2003 C.I.P. with funds totaling $35,000.
Timbercrest Park is an additional request by City staff not included in the C.I.P.
because the need is development driven.
The following is a breakdown of the cost estimates for each park:

early summer.
Issues
Deerfield Park, Fairway Heights Park, Meadowview Park, and Timbercrest Park are
new parks and will be receiving playground equipment for the first time. The play
structures that will be installed at these four parks will meet the Americans with
Disabilities Act (ADA) Accessibility Standards and Consumer Product Safety
Commission (CPSC) guidelines. The new playground equipment will be modular,
meet the most current safety standards, provide accessibility and will be durable
and attractive.
The Public Works and Parks maintenance crews will complete all grading and
preparation work including hauling sand, preparation of base work for the curbing,
and complete all landscaping and sodding. We will contract separately for the
concrete curb placement.
Plans and specifications have been prepared similar to those prepared in 2001. The
vendor that meets the selection criteria, offers the best design, and is the lowest total
bid for all four parks, will be awarded the contract.
Conclusion
Staff is requesting that the Council approve the attached resolution so that staff can
solicit bids for playground equipment. The plans and specifications are attached
and will be discassed with the City Council.
Budget Itnpact
The 2002-2003 C.I.P. has $95,000 programmed for three parks. The addition of the
fourth park will require that an additional $35,000 be programmed for the fourth
park. The cost for the play structures will be drawn from the Capital Park Fund.
The project cost estimates for the playground equipment for all four parks is
$130,000. The Capital Park Fund currently has a balance of $1,292,912.
The alternatiVes are as follows:
1. Approve Resolution 02-xx approving the plans and specifications and authorizing
advertisement of bids for playground equipment.
2. Table this item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.
Staff recommends alternative number 1.
