CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE EXECUTION OF
THE 2004 PAVEMENT MARKINGS AGREEMENT WITH SCOTT COUNTY FOR THE
INSTAllATION OF EPOXY PAVEMENT MARKINGS FOR CROSSWALKS.
Historv
Scott County and its cities in the tradition of the Scott County Association for
Leadership and Efficiency (SCALE) have developed a cost share partnership for the
painting of crosswalk pavement markings. By combining the quantities of each
community, contractors have been able to discount the unit bid price which has a net
effect of lower prices for all participating communities. The individual cities are
saved the cost of preparing, advertising and administering specifications and bids
which is managed by the County. The language of the agreement was prepared by
Scott County and has been reviewed by the City Attorney. A copy of the agreement
is attached for your review.
For the 2004 Street Maintenance Budget, we have budgeted $19,000 for striping,
which includes crosswalks, centerlines and fog lines for all city streets. The streets
that will be striped with crosswalks under this agreement are mainly City streets that
intersect with County Roads. See the attached sheet for a complete list. The
estimated cost for these intersections totals $17,829.00; the City's portion equals
$3,150.00. The County is recommending epoxy pavement markings because of
their durability when compared with latex paint markings.
Issues
This pavement markings agreement is cost effective for City taxpayers. The state
legislature places a high priority on cities and counties combining their talents to
accomplish day-to-day responsibilities. This is an excellent example of this practice.
The alternatives are as follows:
1. Approve Resolution 04-xx authorizing the execution of the 2004 pavement markings
agreement with Scott County for the installation of epoxy pavement markings for
crosswalks at City/County intersections.
2. Table this item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

RESOLUTION AUTHORIZING THE EXECUTION OF THE 2004 PAVEMENT MARKINGS AGREEMENT
WITH SCOTT COUNTY FOR THE INSTAllATION OF EPOXY PAVEMENT MARKINGS FOR
CROSSWALKS

'WHEREAS,
Prior Lake and its surrounding communities are proposing to enter into an
agreement with Scott County to contract for epoxy pavement markings for
crosswalks; and
WHEREAS,
This type of partnership results in cost savings to the City of Prior Lake and Scott
County providing greater service to the residents at a lower cost; and
WHEREAS,
The attached Agreement outlining the City's participation in the 2004 Epoxy
Pavement Markings Contract has been reviewed and approved by the City Council.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCil OF PRIOR LAKE, MINNESOT A, that:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are hereby authorized to execute the attached Pavement Markings
Agreement and forward it back to Scott County for proper execution.
3. The City's costs for striping will be paid from the General Fund.
