Prior Lake, MN 55372-1714 MEETING DATE: AGENDA #: PREPARED BY: SEPTEMBER 7, 2004 88 JANE KANSIER, PLANNING DIRECTOR AGENDA ITEM: PRESENTATION OF CONCEPT PLAN FOR DEVELOPMENT OF SHEPHERD'S PATH PROPERTY DISCUSSION: Historv: Shepherd's Path is considering development of their remaining property, which consists of approximately 70 acres of land located on the north side of CSAH 42 and east and west of McKenna Road. About 13 acres of the property is used for the new Shepherd's Path church. This property is designated for High Density Residential uses on the 2020 Comprehensive Plan Land Use Map. The developers have submitted a concept plan for the development of the entire site as a faith based community, consisting of religious worship, senior housing, community recreation and social space, education, daycare and a conference center. The concept plan includes a total of 488 housing units. These units are primarily intended to serve the senior population, and include assisted living units, independent living units, skilled nursing units, town homes and apartments. The concept also includes space for a gymnasium, a celebration center, a day care, a youth center, a retreat and a town center. The buildings and associated parking cover approximately 45 acres of the 71 acre site. On August 23, 2004, the developers presented the concept plan to the Planning Commission. The Planning Commission found this an exciting development. The Planning Commission was especially supportive of the following details of concept plan: . The open area and green space along CSAH 42; . The mixed use development concept; . The overall concept of the entire site. The Planning Commission also supported the concept of a 4-story building as part of a Planned Unit Development. The Zoning Ordinance currently allows a maximum height of 35' or three stories, whichever is greater. This height may be increased by 250/0 as part of a PUD. The Issues: The staff has not reviewed the specifics of this plan. For discussion purposes, the staff has identified the following issues: . Several of the proposed buildings will exceed the 3-story, maximum height limitation. What is the Council's feeling about 4- story buildings? · This concept involves a mixed-use development that does not fit into the City's current PUD requirements. The Planning Commission has initiated an amendment to the Zoning Ordinance that will address this issue. · The concept plan includes nearly 500 units of senior housing. Given the number of senior units recently developed in Prior Lake, can the City support this many units? · The concept does show private, primarily passive open space together with a playground. Typically, in a development of this size, seven acres of property would be dedicated to the City for one or more public parks in accordance with the City's Subdivision Ordinance. The concept may be assuming a cash dedication in lieu of land. · The concept plan shows a future gym which may be a YMCA. The concept of a multipurpose youth training facility dome requiring 10 acres of land was discussed but is not part of this concept plan. · Some of the proposed buildings on the site also encroach into existing wetlands, which raises issues pertaining to the Wetland Conservation Act (WCA). Any wetland impact on the site must be mitigated in accordance with the WCA. The specifics of these impacts will be addressed at the development stage. . The concept plan also shifts the alignment of new McKenna Road further west than originally discussed. The access points along CSAH 42 have been determined and constructed. The concept must be revised to meet the existing access point. · Based on the number of units proposed, the development of this site will require an environmental assessment worksheet. Conclusion: The Council may wish to share its thoughts about any of the above issues or additional issues to guide the developer in design of this development. The Council's comments will not be binding and the developer should not rely on any statements made by individual Council members.
