CONSIDER APPROVAL OF A REPORT REGARDING
LAKEFRONT SKATE PARK OPERATION AND
IMPROVEMENTS
Historv: During the August 16, 2004 City Council
meeting Open Forum a petition was presented regarding
the Lakefront Skate Park. The petition specifically
requested "The City of Prior Lake to enhance the
opportunities for physical fitness for Prior Lake youth by
expanding and improving the Lakefront Skate Park." The
petition submitted contained 363 signatures. The specific
improvements were not enumerated although some
suggestions were discussed.
The council may recall that the skate park was
constructed in 2002 and opened in June of that year.
Three partners, the Prior Lake Optimists Club, the
Shakopee Mdewakanton Community, and the City of
Prior Lake each contributed $25,000 to make the skate
park a reality.
Various questions were.raised at the August 16 meeting.
The questions and responses are shown below:
Did we do the Skate Park right the first time? When
the Skate Park equipment was purchased, it was a demo
set that the company designed as a tool to educate their
sales force by demonstrating the uses for each piece. It
was designed by semi-professional skaters to use to
demonstrate their skill and uses for the equipment. The
pieces were a mix of tier I and II equipment designed for
use by all ability levels and interests including
skateboarders and in-line skaters. The pieces are also
modular allowing mobility and reconfiguration potential.
The equipment purchased represented all of the factors
we desired for the Skate Park. Given the breadth of skill
level the equipment would serve, the modular nature and

the reduced cost, this purchase was believed to fit our
needs.
Are skaters not using the Skate Park due to the
hours of operation? The Lakefront Skate Park is open
seven days a week for 8 to 10 hour periods depending on
the day. Adjustments could be made if desired.
Can we move around the equipment? Yes, the
equipment is modular and can be moved and
reconfigured. We considered this at the start of the 2003
season. At that time we contacted Skatewave, the
equipment vendor, and they sent us two alternate
designs. . When the designs were presented to our Skate
Park Supervisor, he felt our current configuration was a
better design than the two new proposed designs so we
did not change. We estimate that it would take two
people approximately four days to do a reconfiguration.
We could revisit the proposal of reconfiguration but would
need user input before making revisions.
Were three new features promised to the Skate Park
users and if so, what happened to them? New
equipment was never promised to the Skate Park users.
At the urging of a member of the Parks Advisory
Committee (PAC) we researched the possibility of adding
new equipment to the park. A current catalog of
Skatewave equipment was obtained and sent to the
Skate Park Supervisor to get feedback from users
regarding new equipment wants. The users selected
approximately eight or nine new pieces. The users were
then asked by staff to reduce the number down to the
three most popular pieces. The three most popular
pieces were submitted to myself and forwarded to the
Assistant City Manager. In August 2003 a new curb rail
was purchased and installed as an attachment to the
existing pyramid in the park as an update. The rail was
originally $1,000 however was purchased at the
discounted price of $437. Based upon the request and
discussions about adding equipment at the PAC level,
the Assistant City Manager in conjunction with the Public
Works Director suggested that $4,000 be added to the
Parks Department equipment budget for 2005. The 2005
budget does include this allocation. Users were
surveyed as an informal preliminary step to assess the
price and interest of adding equipment. The users
