HomeMy WebLinkAboutJuly 17, 2000 PRIOR LAKE ECONOMIC DEVELOPMENT AUTHORITY MEETING Monday, July 17, 2000 6:30 p.m. Fire Station City Council Chambers Call to Order and Pledge of Allegiance. Those present were President Barsness, Commissioners Criego and Mader, Executive Director Boyles, Planning Director Rye and Recording Secretary Meyer. Consider Approval of Minutes from the June 19, 2000 Regular Meeting. MOTION BY CRIEGO, SECOND BY MADER TO APPROVE JUNE 19, 2000 REGULAR MEETING MINUTES. VOTE: Ayes by Barsness, Criego and Mader, the motion carried. CONSENT AGENDA: NONE. PRESENTATIONS: NONE. PUBLIC HEARINGS: NONE. OLD BUSINESS: Consider Report on Modification of the Tax Increment Financing Plan and Budget for Districts 1-1, 1.2 and 2-4. BOYLES: Advised that the City Council would consider amending development districts I and 2 which incorporate TIF districts 1-1, 1-2 and 2-4. Districts 1-1 and 1-2 are downtown districts, and district 2-4 is in the Park Nicollet area. The amendment is necessary to separate the downtown districts from the Park Nicollet district within the budget so that funding can be set to provide the necessary funding for acquisition of property, relocation costs, and other potential costs associated with the downtown redevelopment. Consider Report on Initiation of Eminent Domain Proceedings for Property at 16675 Franklin Trail. BOYLES: Advised that the City Council would also consider acquiring the TJ Towing property at 16675 Franklin Trail in order to eliminate blight and potential public health and safety hazards. Although the City desires to reach a negotiated sale with the owner, it may be necessary to acquire the property through eminent domain proceedings. By amendment TIF budget as referred to in the earlier report, the necessary funds could be allocated for the property acquisition. BARSNESS: Asked how the initial number came about and how the division of the budget was determined. BOYLES: Advised that the division was made based upon the staff's estimates of what costs may be incurred. Also noted that there is flexibility to re-modify those budgets as experience shows. There is a requirement by law, however, to distinctly separate the budgets. MADER: Asked if state statute is what is requiring the budget to be split, and if there is a timeline. Commented that it might be more appropriate to see what proposals there may be in each of the areas, before making a division of the funds. RYE: Confirmed that state statute is now requiring that the district budgets be split, and that initial cost estimates appeared to be well within the limits expressed in the budget. Advised that the split needed to be made, but there was no timeline. BOYLES: Advised that the rationale was to assure that there was no question of the purpose the funding was placed in that budget. MADER: Asked for clarification that the funds can clearly be re-allocated at our discretion in the future. Concerned with making an arbitrary split. Boyles: Confirmed and advised that staff had been working closely with the City's bond counsel to assure that this procedure was appropriate. MOTION BY MADER, SECOND BY CRIEGO, TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE DIVISION OF THE TAX INCREMENT FINANCING PLAN AND BUDGETS FOR DISTRICTS 1-1, 1-2 and 2-4, AND THE INITIATION OF EMINENT DOMAIN PROCEEDINGS FOR THE PROPERTY LOCATED AT 16675 FRANKLIN TRAIL. Vote: Ayes by Barsness, Criego and Mader, the motion carried. Consider Authorizing the Planning Commission to Conduct an Informational Meeting on the Downtown Redevelopment Guide. BOYLES: Advised that the EDA should consider whether to conduct an informational meeting for Planning Commissioners so that they may have an opportunity to hear a full presentation by the consultant and to provide input as this process proceeds. BARSNES$: Suggested the City Council do the same. MOTION BY MADER, SECOND BY CRIEGO, TO FORWARD THE DOWNTOWN REDEVELOPMENT PLANNING GUIDE TO THE PLANNING COMMISSION AND CITY COUNCIL FOR ADDITIONAL REVIEW AND INPUT. Vote: Ayes by Barsness, Criego and Mader, the motion carried.
