CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE HIRING OF
OERTEL ARCHITECTS TO COMPLETE DESIGN DEVELOPMENT FOR
CONCESSION/RESTROOM BUILDING ADDITIONS AT SAND POINT BEACH AND
THE PONDS ATHLETIC COMPLEX.
History
This agenda item is to request authorization to hire Oertel Architects to provide
professional services to design park additions to the concession/restroom buildings at
Sand Point Beach and The Ponds. Both of the existing facilities need to be upgraded to
meet our growing community's needs and current guidelines. Each is scheduled in the
Capital Improvement Program (CIP) - one in 2004 and the other in 2005.
Current Circumstances
Staff recommends that Oertel Architects provide professional services to design the
additions to existing concessionlrestroom buildings at Sand Point Beach and The Ponds.
The building at Sand Point Beach was originally built in 1980, and the Pond's building
was built in 1981. The buildings at that time were not built to the ADA standards which
were promulgated in 1990.
The renovation of the concession at Sand Point Beach is scheduled in the CIP for 2004.
The concessions at Sand Point Beach need to be upgraded to meet the department of
health regulations. The needs include additional counter space, more freezer and
equipment space. Needs also include adding three compartment sinks. The plumbing
and electrical needs to be upgraded. The bathrooms and facilities require changes to
become ADA compliant. Finally, additional storage is needed for adequate space for life
guards to have training, a first aid station facing the beach and storage for equipment
(i.e. backboards, rescue tubes and beach maintenance supplies). Taken together these
additions and upgrades will make the building compliant with safety, health and
accessibility requirements.
The Ponds concessionlrestroom building is identified in the 2005 CIP. Staff
recommends accelerating the design of the Ponds building to coincide with the Sand
Point Building addition to save on design costs. By combining the professional services
in the same year, the result will be savings in both. To upgrade the Ponds building,
many of the same improvements are needed as identified for the Sand Point Building,
including additional storage space, upgraded plumbing and electrical bathrooms and
facilities to comply with the ADA requirements.

The overriding reason for expanding and upgrading both facilities is community growth.
The Ponds concession / restroom building was originally constructed to serve a park
which included six softball fields. Today, the Ponds boasts eight softball fields, 1 baseball
field, three soccer/football fields, a large modular playground system, a full-sized
basketball court and complete trail system. Likewise, Sand Point Park has seen
considerable increased usage as large groups regularly rent the two pavilions, while
others enjoy the beach, fishing pier and playground equipment. In short, concession
stand / restroom buildings which were constructed when our population was 7300 cannot
meet the demands created by our current population of 20,000, let along our projected
population of 42,000.
In determining whether to authorize Oertel to complete design development for these
projects, the Council should be aware of some significant cost changes. The 2004
Capital Improvement Program identifies $65,000 for the Sand Point Beach addition. This
estimate did not adequately consider the magnitude of the renovations. Accordingly, a
more realistic construction estimate is $80,000.
Similarly, the addition to the Ponds building is included in the 2005 Capital Improvement
Program at $35,000. We believe a more accurate estimate is $95,000.
By having Oertel complete the design development for each building, we will have a
more realistic estimate for each of the two improvements. The City Council would then
be in a position to decide whether to undertake both projects in the same year or as set
forth in the current CIP.
The alternatives are as follows:
1. Approve Resolution 04-xx authorizing the execution of the City's standard
professional services contract with Oertel Architects to design the improvements to
the Sand Point Beach and The Pond's concessions buildings.
2. Table this item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

AUTHORIZING THE HIRING OF OERTEL ARCHITECTS FOR PARK PROJECT ADDITIONS TO SAND
POINT BEACH AND THE PONDS.

WHEREAS, Because of the continued growth of Prior Lake and updated health, handicapped
access and safety requirements, the Capital Improvement Program contains funds
for upgrades and additions to the concession/restroom building at Sand Point
Beach (2004) and Ponds Athletic Complex (2005); and
WHEREAS, Oertel Architects has provided the City with design efforts in the past and have
submitted a proposal to provide design and planning services for Sand Point Beach
Park and The Pond's park buildings; and
WHEREAS, By designing both buildings at one time, the City can save $1200 or 10% of such
costs.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes the Mayor and City Manager to execute the standard professional
services contract with Oertel Architects in an amount not to exceed $12,350.00 to design
additions to the Sand Point and Ponds concessionlrestroom buildings.
