Prior Lake, MN 55372-1714 September 20, 2004 ~ 108 ~I Frank Boyles, City Manage~\ AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION TO APPOINT AN OWNER'S REPRESENTATIVE AND AUTHORIZE THE EXECUTIVE OF A CONTRACT TO PROVIDE SERVICES FOR THE POLICE STATION I CITY HALL CONSTRUCTION PROJECT. DISCUSSION: Historv: The City Council has appointed a building committee consisting of Mayor Haugen, Councilmember LeMair, City Attorney Pace, Police Chief O'Rourke and myself. The committee has recommended and the Council has approved the owner's representative delivery system for constructing the Police Station I City Hall. The next step in is to appoint an owner's representative. Current Circumstances: The committee solicited sample Requests for Proposals (RFPs) The RFP was then reviewed and modified to address the City's particular concerns and issues. Notice was posted on the City web site and five companies requested and received copies of the RFP. All five had previously expressed interest in being considered for the project. The deadline for submitting proposals was September 9,2004. The City received five responses which are enclosed for Council information. On Friday, September 10, 2004, the building committee reviewed the five proposals and narrowed the eligible firms to three for interview. On Tuesday, September 14. 2004. the building committee conducted interviews with representatives of the following firms: 3 D/I, Constructive Ideas, and Bossardt Corporation. Conclusion: The interviews revealed what we knew all along: each of the firms was highly qualified. This agenda item discusses the building committee's evaluation of the candidates. ISSUES: The firm of 3 D/I offered a proposal featuring some unique software and a very good support system for the lead owner's representative. Bossardt Corporation, on the other hand, demonstrated considerable metropolitan area experience, particularly for schools and private sector projects. The firm of Constructive Ideas was ultimately selected because of their unique and extensive familiarity with the construction of Police Stations. Constructive Ideas is presently working with the cities of Maple Grove and Plymouth. In the case of the former, a new government center and public safety building is being constructed and in the latter, the public safety building is being remodeled and expanded. Police Stations are unique in the security issues that must be addressed while offering public access. Finally, the Constructive Ideas proposal committed to the completion of all of the owner's representative tasks the committee desired, at a cost comparable to the other firms. The Constructive Ideas fee was the only "cost not to exceed" proposal, whereas the others could have escalated if greater time were required in the design or construction phase. www.cityofpriorlake.com 1:\COUNCIL\AGNRPTS\2004\OWNE~@~f ~44 7.4230 / Fax 952.447.4245 ALTERNATIVES: RECOMMENDED MOTION: (1) Adopt Resolution 04-xx Approving the Building Committee's recommendation to appoint Constructive Ideas as owner's representative for the Police Station / City hall construction project and authorizing the Mayor and City Manager to enter into the City's standardized professional services contract. Prior Lake, MN 55372-1714 RESOLUTION 04-XX A RESOLUTION APPROVING THE RECOMMENDATION OF THE BUILDING COMMITTEE TO APPOINT CONSTRUCTIVE IDEAS, INC. AS OWNER'S REPRESENTATIVE FOR THE POLICE STATION / CITY HALL CONSTRUCTION PROJECT AND AUTHORIZING THE MAYOR AND CITY MANAGER TO ENTER INTO THE CITY'S STANDARD PROFESSIONAL SERVICES CONTRACT Motion By: Second By: WHEREAS,. the Building Committee of the City Council has prepared a Request for Proposals for an owner's representative for the Police Station I City Hall construction project and received proposals from five firms; and WHEREAS, the Building Committee conducted interviews with and evaluated the merits of three firms; and WHEREAS, based upon their evaluation, the Building Committee has recommended that Constructive Ideas, Inc. be appointed as the owner's representative on the project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1. The recitals set forth above are incorporated herein. 2. The firm of Constructive Ideas, Inc. is hereby appointed as the City's owner's representative for the Police Station I City Hall construction project, subject to conformance with the City's Request for Proposals and the proposal submitted by Constructive Ideas, Inc. on Thursday, September 9, 2004. 3. The Mayor and City Manager are hereby authorized to enter into the City's standard contract for professional services as approved by the City Attorney with Constructive Ideas, Inc. provided such action is taken within 14 days of the adoption of this resolution. 4. Funding for this contract shall be drawn from the Building Fund in an amount not to exceed $126,000. PASSED AND ADOPTED THIS 20TH DAY OF SEPTEMBER, 2004.
