2) AUTHORIZING PROFESSIONAL SERVICES FOR
SUBSURFACE SOIL BORING ANALYSIS FOR PROJECT #05-
11 AND AUTHORIZING THE MAYOR AND CITY MANAGER TO
EXECUTE THE CITY'S STANDARD PROFESSIONAL
SERVICES CONTRACT FOR EACH.
DISCUSSION:
HISTORY
City Project #05-11 includes proposed street and utility
reconstruction improvements to Fishpoint Road, Frost Point
Circle, Fairlawn Shores Trail and Bluedorn Circle (Project #05-11).
The project was in the approved 2005 Capital Improvements
Program and on July 19, 2004 the Council authorized the
preparation of the feasibility report for this project. The purpose of
this agenda item is to accept quotes and award contracts for the
preliminary surveying and the soil borings.
CURRENT CIRCUMSTANCES
Part of the process involved in developing plans for the
reconstruction projects, is to perform topographic surveying and
soil analysis for the project.
The project surveying is used to set up the design plans for the
project. A survey crew collects topographic data, which is then
transferred digitally to the computer. Design software is then
used to analyze the survey data and create the project design.
The soil analysis is used to explore the project area for
subsurface conditions and to determine the paving section.
(1) Survevina I Professional Services
In the past the Engineering Department has performed the
topographic surveying for the reconstruction project. This year
due to current staff workload and the large size of the
reconstruction project, it is necessary to hire a consultant to
perform the surveying. These costs have been incorporated into

the total project amount. Staff requested proposals for surveying
from WSB and Associates, MFRA, and Bohlen.

The lowest quotation was submitted by WSB and Associates.
Based on the not-to-exceed amount, staff recommends that WSB
and Associates provide surveying services for the 2005
Reconstruction Project. WSB has worked with the City of Prior
Lake in the past and most recently completed surveying and
construction staking for the 2004 Reconstruction Project. They
also performed construction staking for the Ring Road Project.
(2) Subsurface Soil Borina Analvsis I Professional Services
Each year the Engineering Department hires a consultant to
perform soil analysis on the reconstruction project. These costs
have been incorporated into the total project amount. Staff
requested proposals for subsurface soil boring analysis from Twin
City Testing, Braun lntertec, McGhie and Betts and American
Engineering Testing.

The lowest quotation was submitted by Stork Twin City Testing.
Based on the not-to-exceed amount, staff recommends that Stork
Twin City Testing provide subsurface soil boring analysis services
for the 2005 Reconstruction Project. Stork Twin City Testing
provided the subsurface soil boring analysis services for the City
of Prior Lake in the past and most recently for the 2004
Reconstruction Project.
ISSUES
Current City staff workload requires the hiring of a consultant to
perform the project surveying for the 2005 Reconstruction Project.
The hiring of the surveying work will help maintain the overall
project timeline.

CONCLUSIONS
Staff recommends that the Council award the following Contracts
for professional services:
(1) 2005 Project Surveying to WSB and Associates
(2) 2005 Project Subsurface Soil Boring Analysis to Stork Twin
City Testing.
ALTERNATIVES:
There are three alternatives for the City Council to consider:
1. Approve two resolutions (1) authorizing the Mayor and City
Manager to execute the City's Standard Contract for
Professional Services with WSB and Associates in the amount
not to exceed $11,900 for project surveying. (2) authorizing
the Mayor and City Manager to execute the City's Standard
Contract for Professional Services with Stork Twin City
Testing in the amount not to exceed $5,970 for subsurface soil
analysis.
2. Deny this item for a specific reason and provide staff with
direction.
3. Table this item until some date in the future.
RECOMMENDED
MOTION:
A motion and second to adopt resolutions (1) authorizing the
Mayor and City Manager to execute the City's Standard Contract
for Professional Services with WSB and Associates in the amount
not to exceed $11,900 for project surveying. (2) authorizing the
Mayor and City Manager to execute the City's Standard Contract
for Professional Services with Stork Twin City Testing in the
amount not to exceed $5,970 for subsurface soil analysis.

SUBSURFACE SOIL BORING ANALYSIS FOR
2005 STREET IMPROVEMENT PROJECT (CITY PROJECT 05.11)

WHEREAS, the Council approved Resolution 04-117, ordering preparation of the Feasibility Report for the
2005 Reconstruction Improvement Project, and
WHEREAS, construction staking and soil boring analysis services are required on the project, and
WHEREAS, the City cannot cost effectively provide the surveying services at its current staffing level and
does not have the equipment or qualifications to complete subsurface soil boring analysis
services.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA,
1. The recitals set forth above are incorporated herein.
2. WSB and Associates is hereby authorized to provide Project Surveying Services for the 2005
Reconstruction Improvement Projects (Project #05-11) for a fee not to exceed the amount of $11 ,900.
3. Stork Twin City Testing is hereby authorized to provide Subsurface Soil Boring Analyis for the 2005
Reconstruction Improvement Projects (Project #05-11) for a fee not to exceed the amount of $5,970.
4. Funding for these engineering services will be drawn from the Construction Fund
5. The Mayor and City Manager are authorized to execute the City's standard contract for professional
services on behalf of the City.
