Historv Recently, the City has received a number of requests for "No Parking" signs in various neighborhoods. The City Council established the Traffic Safety Committee (TSC) to review and act upon various traffic safety requests. This committee meets quarterly. At its September meeting they reviewed eleven (11) issues. The purpose of this agenda item is to recommend to the Council various actions that would install and in some cases remove no parking signs in three neighborhoods. Graphics are attached to clarify each TSC proposal. Current Circumstances Willow Beach Street On June 7th, 2004, the Council approved resolution 04-102 that provided the installation of "No Parking Vehicles with Trailers" on the north and west side of Willow Beach Street and "No Parking" signs on the south and east sides, this was a result of a petition by the neighborhood. Alter the signs were installed by city staff, a number of residents living along Willow Beach Street called to complain about the new parking situation. Since the signs were installed, a number of homeowners had problems with cars parked in front of their mailboxes and did not receive mail, while others were impeded from getting out of their driveway. The existing street is 22 feet wide and does not provide a safe width for parking on either side of the road. The TSC recommended that the "No Parking with Trailer" signs authorized by resolution 04-102 be removed together with the "No Parking this block" signs. The TSC recommends that the Council authorize installation of "No Parking Any Time" signs along Willow Beach Street from Willow Beach Trail to Bay Avenue. This recommendation is consistent with resolution 04-62 which establishes policies for the TSC (attached). Captain Jack's Area On April 26th, the TSC met with Steve Sammis and Chris Rooney, owners of Captain Jack's, to discuss the options they have researched for additional parking, including both off-street and on-street options. At the May 17th Council meeting, the TSC and staff recommended that the current homeowners have a chance to respond to proposed on-street parking changes to their neighborhood. To inform the residents impacted by these parking changes, staff mailed a letter dated August 4th, 2004 (see attached letter). Pershing and Dutch are 24 feet wide and Dunkirk is 22 feet wide. The TSC recommends allowing parking on one side only to provide greater safety to the area because the narrow road widths do not permit parking on both sides. Staff received three phone calls on the signs and no one attended the evening neighborhood meeting. Provided with only limited input, the TSC recommended the following changes: "No Parking Anytime" signs be installed along the west side of Dunkirk Avenue, the south side of Pershing Street (from Dunkirk to Dutch) and on the east side of Dutch Avenue (from Pershing to Roanoke). No signs will be installed along Spring Avenue at the request of the homeowners. Candy Cove Trail A request from a resident to post no parking on both sides of Candy Cove Trail was received by city staff. To provide an opportunity for all residents to voice their opinion, staff sent a letter to all residents in the area asking for their input. Many phone calls were received and a list of responses was compiled (see attached). The TSC reviewed the responses and felt that no parking on both sides was a hardship for the residents and was not consistent with resolution 04-62. The TSC recommends "No Parking Anytime" signs along one side of Candy Cove Trail which will provide parking to guests, but will also provide greater safety to the area. The signs will be installed on the lake side of road which has a greater number of driveways and all of the mailboxes. This action will not remove the existing "No Parking" signs that were installed by previous Council action through resolution 00- 49. The TSC has solicited input from the residents in each of the affected neighborhoods. Site visits, resident responses and TSC standards were reviewed and applied. The TSC feels that the recommended changes are both safer for the residents and provide the greatest benefit to them. Budaet ImDact The total cost of the signs and their installation/removal is very minor and would be funded by the Street Operating Budget. The alternatives are as follows: 1. Approve Resolution 04-xx authorizing city crews to order and install "No Parking Anytime" signs along Willow Beach Street, Dutch Avenue, Dunkirk Avenue, Pershing Street and Candy Cove Trail and to remove existing signs along Willow Beach Trail. 2. Table this item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. 16200 Eagle Creek Avenue S.E. Prior Lake, MN 55372-1714 A RESOLUTION ESTABLISHING POLICIES TO DIRECT THE TRAFFIC SAFETY COMMITTEE Motion By: LEMAIR Second By: ZIESKA WHEREAS, the City of Prior Lake is experiencing rapid urbanization which affects the City's transportation system; and WHEREAS, the Prior Lake City Council places a high priority on transportation and related safety issues; and WHEREAS, in an effort to establish a consistent process to review traffic safety requests, the City Council has established a Traffic Safety Committee; and WHEREAS, the Traffic Safety Committee has requested that the City Council consider policies which will help direct the deliberations of the Traffic Safety Committee. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1. The recitals set forth above are incorporated herein. 2. The "General Procedures Flow Chart" identified as Exhibit I to this resolution sets forth the general process to be followed by the Traffic Safety Committee in considering Traffic Safety requests. 3. Off-Street Parklna - The primary objective of the Traffic Safety Committee is to encourage to the extent reasonably possible, off-street rather than on-street parking. Only when a petitioner has demonstrated reasonable efforts to solve parking problems off-street, will the Committee consider on-street parking requests. 4. Under State Statute, a fire road must be a minimum of 20 feet wide. Accordingly, this is considered the minimum drive aisle required to allow public safety access for residential roadways. Therefore, the following general standards are established to achieve consistency in on-street parking for various residential street widths: Street Width In Feet On-5treet Parklna Allowed :S24 none 28 - 31 one-side 3201: two sides 5. The Committee may consider other factors affecting residential on-street parking such as, but not limited to, current and/or future average traffic volume, general topography of the area, road conditions including visual obstructions, vertical and horizontal road curves, number and location of residential accesses, density of development of the neighborhood, and any other factors which the Traffic Safety Committee deems appropriate in making their recommendations. 6. The owners of Captain Jack's completed a lengthy process meeting with the Traffic Safety Committee (TSC), Planning Commission and City Council to be consistent with the City's requirements. During this process, the TSC also became aware of other safety issues in your neighborhood. Due to the narrow width of streets throughout the neighborhood, the TSC recommends to install ''No Parking" signs on the West side of Dunkirk Avenue, the South side of Pershing Avenue, the East side of Dutch Avenue and the West side Spring Avenue (see attached map). The purpose of this letter is to gain feedback from you and your neighbors about the impact of adding ''No Parking" signs to your area. To provide additional background, the City formed the TSC to deal with various safety requests on and around our city streets. The TSC meets quarterly to respond to safety concerns that we receive. Our next meeting is scheduled for September 2nd, 2004. Prior to that meeting, we would like to invite you to a neighborhood meeting on Tuesday, August 24th, at 6:30pm at the Fire Station (16776 Fish Point Road) to discuss the impact of installing ''No Parking" signs in your area. The TSC will review all of the feedback we receive from you and your neighbors at our next TSC meeting, and will determine whether or not the ''No Parking" signs should be installed. Feels it is not safe for kids in neighborhood (cars driving fast) and limits access of emergency vehicles. Does remember that there were no parking signs posted prior to 1999. Non-association members park there to use beach/access and are not considerate to residents. They have had confrontations with non-association visitors before. She feels it is not safe and can't see when cars are parked on both sides. Jan Etzell 5478 Woodlawn Circle Very much in support of signs and would like the signs reinstalled (phone call) From email received July 30, 2004: I received your letter today regarding "No parking signs" along Candy Cove. We live in Lakeside Manor and have wondered why the signs were not re installed. It is so dangerous when there are cars parked on both sides of the street. It does not leave enough room for cars to safely drive the road to Hiway 13. We would very much appreciate you reinstalling those signs. In my opinion it is an accident waiting to happen and one day it will be disastrous if left as it is now. We could also use a street light on the Woodlawn Cir cuI da sac. It is so dark down there that it is an invitation for someone to enter those houses. There are blind spots on the hill and very unsafe when cars are parked there. In the winter the hill is slippery and more dangerous if cars are parked on street. She would also like a speed limit sign in neighborhood. Katie Hallberg 5215 Candv Cove Trail Would like signs on both sides of the street. The area is very unsafe with all of the hills, curves and speeding vehicles. Would also like a speed bump for the speeding. I told her the city needed to evaluate our policy and would be looking into that in the next couple of months. *Sue Burgess 5371 Woodlawn Circle She originally requested the no parking signs. She supports no parking signs on both sides. She would also like the no parking signs to extend to Woodlawn Circle as well. Gary Ledin 5496 Woodlawn Circle Yes, likes the idea of no parking signs on both sides of the road, and supports it. Joyce Andrews 5307 Lemley Circle Doesn't think there should be parking on both sides of the road. The hill is a problem and can't see the cars. Parking on street is bad. Can't get in/out ofHwy 13, what can we do? Dale Braddy 5572 Candy Cove Trail Supports no parking signs on both sides of road. Has lived here for nine years and feels it is a safety issue. Also requests a street light on north entrance to TH13. Reports there has been vandalism and burglaries in this area and a street light would help. Also requested speed limit sign, said there was no sign in the neighborhood and speeding is a problem. Would also request no overnight parking signs or vehicles with trailers signs if no parking signs are not installed on both sides. Does think allowing parking on both sides is unsafe and supports no parking on one side. Chris Pearson 5360 Candy Cove Trail Sees no problem with current situation and would prefer to leave as is. Strongly opposes no parking on both sides, ok with no parking on one side at sharp corners. Also against no parking on one side, but said "it is the lesser of two evils". Wants to be able to park on street and doesn't mind if others park in front of their house. There is a speeding problem in the neighborhood though, "hot rods". Kathy Urness 5491 Manor Road Strongly against no parking signs on both sides. Her son was in a confrontation with neighbor by parking by beach area (two cars). She feels this is to prevent unauthorized parking by non-association members by the beach and feels this is a problem to be dealt with by the neighborhood, not the city. She does support no parking on one side. Jon Schlegel 5488 Candv Cove Trail Completely against no parking signs on both sides. Will come to any meetings to oppose signs. 100% against it and does not believe "it would go over very good with neighborhood". Also mentioned that the Manor Road/Candy Cove intersection was very dangerous and suggested installing a mirror. Dan Johnson 5444 Candv Cove Trail Opposed to signs on both sides. He has short driveway and isn't able to have company over unless park on the street. Would be ok with no parking on one side if necessary, only ifno parking was on lake side (more driveways on lake side). Scott Korfhage 5391 Candy Cove Trail Against no parking signs on both sides of street. He is certain there were only no parking signs on one side of the street prior to the reconstruction. He is in favor of no parking on only one side of the street. John Kalton 15594 Hill Circle Has lived there for 37 years and remembers No parking signs on one side of the street. Opposes no parking on both sides of the streets because a lot of people use the park and need a place to park. (Also suggested allowing parking only by park, but realizes that could be tough to enforce.) Does support no parking on one side and recommends no parking on the eastside (non-lake side). Lerov Horn 5299 Candv Cove Trail Has lived in neighborhood for 35 years. Would like no parking on one side only. Recommends the no parking side to be on the mailbox side. He is ok with no parking on both sides because he has a big driveway, but does not think that would be fair to the others. Richard Zavrel 5472 Candy Cove There are lots of homes and can't park all of guests in driveway, need street parking. Does feel the blind corners are a problem, especially with parked cars. Supports parking on one side only and would allow parking on the inside ofthe circle (too many driveways on the lakeside). Would like to see no parking on both sides at corners/curves. Brian Nasi 5384 Manor Road Supports no parking on one side across from park only. Does not feel there is a problem the entire length of the street. Concerned ifno parking on both sides of Candy Cove that parking may spill over onto Manor. Would like us to look at implications of no parking on Candy Cove on entire neighborhood, but had no recommendations for parking situation. Wants a call after TSC meeting with decision. Does feel the curved road portion is dangerous and would support no parking on both sides in that area.
