CITY COUNCIL AGENDA REPORT
OCTOBER 18, 2004
5K
BILL O'ROURKE, CIllEF OF POLICE
CONSIDER APPROVAL OF A JOINT AND COOPERATIVE
AGREEMENT BETWEEN THE CITIES OF PRIOR LAKE,
SAVAGE, AND SHAKOPEE FOR THE USE OF POLICE
PERSONNEL AND EQillPMENT FOR THE TRI-CITY
TACTICAL TEAM
Historv: The cities of Prior Lake, Savage and Shakopee formed the Tri-
City Special Response Team (SRT) for the purpose of resolving high-
risk situations peacefully through the use of negotiations and specialized
tactics by adoption and amendment of a mutual aid agreement (see
previous agenda item). The SRT consists of specially trained and
equipped personnel and could be called in to handle such high-risk
warrants, drug raids, barricaded subjects, and hostage situations.
This agenda item requests Council approval of an agreement which
addresses who owns the specialized equipment which will be purchased
by the SRT.
Current Circumstances: The proposed joint and cooperative
agreement for the use of police personnel and equipment for the Tri-City
SR T has been approved by all the city administrators and police chiefs of
the respective agencies involved. The agreement is intended to clarify
ownership of the equipment and property that is needed for the team.
Specifically, the agreement states that all the individually owned
property brought into the Tri-City SRT remains the property of the
municipality which acquired it, and that any property purchased by the
Tri-City SRT will remain the property of the SRT. In the unlikely event
that the Tri-City SRT was to be disbanded, the remaining equipment or
proceeds therefrom would be distributed equally.
The funding of the supplies and equipment necessary to support the
functioning of the Tri-City Special Response Team would continue to be
requested and approved as part of the normal budget process.
(1) Approve the joint and cooperative agreement.
(2) Take no action and provide staff with direction.
