The composition of the House and Senate have changed dramatically as a result of resignations last year and redistricting. As a result there are sixty new representatives and senators. The legislature will be called upon to resolve some serious issues. The governor has submitted his 2004-2005 Budget, which will require $4.5 billion in cuts over the biennium. We know that some of these cuts will affect cities. By present estimates, Prior Lake will lose $366,842 in local government aid (LGA) and Market Value Credit in each of the two years of the budget. Representative Mike Beard is one of the new legislators. His seat is the result of redistricting. Senator Claire Robling is an incumbent. Representative Beard and Senator Robling would like to provide the council with an update on legislative issues and respond to any questions council members may have. Shown below are some questions Council Members may wish to consider asking: 1. Prior Lake recognizes that we need to help the state out of its fiscal situation. The governor's proposal calls for $366,842 in LGA and market value credit cuts in each of two years. Since the first year cut will have Prior Lake with virtually no LGA and no Market Value Credit, how will the second year cut be accomplished? 2. The state is talking about freezing wages for local government employees. Since the state will not receive money out of such a freeze, what will it accomplish? 3. If the wage freeze is effective for non-union employees only, what is the message the State is sending? 4. The Governor is seeking to reestablish the state reserves at $500 million and yet the auditor has prepared a report suggesting that some cities are creating too big a reserve. Is this a mixed message? 5. Aside from financial issues what other formidable topics will this legislature debate? 6. Municipal State Aid (MSA) is an important funding source for the development of local transportation systems. There have been rumors that this funding source could be curtailed. What do you know and what would your positions be on such a proposal? 7. The Governor has stated he wants to place a "hard" levy limit on cities on one hand, while he cuts our revenues on the other. MUNICIPAL STATE AID PRESENTATION PRESENTATION: The State of Minnesota annually provides funding to cities to help construct and maintain certain eligible streets. The funding is based upon the number of miles of eligible streets within the city. The funding received is called Municipal State Aid and it is a critical source of money for cities. For example in 2003 Prior Lake is scheduled to receive $124,369 for maintenance and $373,108 for construction. Because of the magnitude of projects we are currently undertaking Prior Lake will have to borrow against its future state aid allocations. As a result Council members may wish to question our legislators about their position regarding Municipal State Aid.
