Dear Mr Polta:
The home under construction at 3298 Fox Tail Trail is experiencing moisture within the
basement as indicated in your May 17th, 2004 letter. On May 25'\2004, I met with you,
Bob Hutchins, and Jerry Ratzlaff to discuss the issue and potential solution.
As many scenarios were presented and discussed, please provide written documentation
detailing the proposed solution for review and a schedule for its implementation. The
City of Prior Lake would like to see this matter corrected as soon as possible so as not to
hold up any closing dates for the property.

Dear Mr. J:-Iutchins:
On April 21,2004 Lal')' Poppler made. me aware of a potential wet basement at the site in
question. At time the City 111spectors had noticed some damp areas in the roele in the basement It
was not knClwn wether this was perched water, remainder of snow melt/frost or simple weather
conditions coupled with tight soils. Conversations ""lth Jerry Ratzlaff of Ratzlaff Homes,
con finned that the basement has been waterproofed, a drain tile installed at the foundation of the
building and one foot ofrock is installed below the future basement slab. In these conversations
with the builder and Lan)' Poppler it was agreed to monitor the basement for water dUling the
spling rainy season. J err)' has not indicated any incrc:ase in dampness in the basement.
In the week of May loth electricity was conneoted to the c(,l1struction site and the sump pump
was tul11ed on. Since that time water is evident in the sump basket but is not constantly lUlming.
On May 17'1" J spoke witl1 Jerry and concluded that the sump pump should he tumed off and the
level of water in the sump basket monitored to provide evidence that percolation ofsuhsurfaee
water is indeed happening for this building. Alth('ugh this will not be conclusive evidence it is a
good indicator. If excess water is present in the sump additional corrective measures exterior to
tbe building Willl1ccd to be contemplated. TIlese may include soil augmentation and or
additional gravity draintile and curtain in tile rear yard. As the corrective measures are exterior to
the buildmg; 1 respectfully request schcduled inspections be maintained on the building as
additional infonnation is gathered.

(1) On July 7,2004, Instant Testing was milled to analyze some hairline cracking in reinforced concrete
block walls at the above referenced address. In addition to the wall cracks we reviewed the soil
conditions around the entire house perimeter.

2) The s~i1s were determined to be competent for the full perimeter of the house. All three of the
crack~ ban~e characterized as 'hairline' cracks. Onlv one of the three ran completely from top to /A/.
bollom of the wall. OVerall the crackln;! was predominately through the mortar not the blocks and all / -
widths were all under 1/32". This Indillates that shrinking in the cold months and expansion in the
warmer months ara perhaps the most .,robable causes of the hairline cracks. This and thelr narrow
width Indicate that no structural proble 1115 are present.
