CONSIDER APPROVAL OF A RESOLUTION SELECTING AN ARCHITECT
FOR THE POLICE STATION/CITYHALL BUILDING AND AUTHORIZING
EXECUTION OF A STANDARDIZED CONTRACT.
The City Council has established a Police Station/City Hall subcommittee
consisting of Mayor Haugen and Council member LeMair. Staff members on this
committee also include myself, Bud Osmundson and Bill O'Rourke. Suesan Pace
is also a member.
Last month this committee solicited proposals for owner's representative
services. On October 4, 2004 the City Council authorized the appointment of Bill
Wolters, dba Constructive Ideas as the City's owner's representative for this
project.
With the assistance of Mr. Wolters the subcommittee prepared a request for
proposal for architectural services and distributed it to seven firms. Five of the
firms had been identified by Mr. Wolters as specialists in Police Station/City Hall
buildings. The other two firms were sent proposals because they previously
expressed interest in the project.
On Wednesday, October 20, 2004, the City received four proposals. The firms
submitting proposals were:
. Ankeny Kell Architects
. BKV Group
. Thorbeck Architects
. Wold Architects
Council members have received a copy of each of these proposals.
On Friday, October 22,2004 the subcommittee met to review the proposals and
identify which firms should be considered as finalists. Mr. Wolters prepared three
documents to assist the subcommittee In this effort including:
. Architectural Proposal Review by Constructive Ideas Inc.
. Analysis of Design Fees
. Analysis of Disciplines and Consultants
Each council member received a copy of these documents with the proposals.
After considerable discussion, the subcommittee decided to reduce the firms for
interview to two. Ankeny Kell was not included in the final list because of their
limited experience with owner's representative delivery system. Thorbeck was not
included either, because the majority of their work is remodeling, not new
construction and their proposed cost was the highest.

On Wednesday, October 27,2004 the subcommittee interviewed Wold and BKV
Group. The group concluded that either firm could satisfactorily complete the
project. The majority of the subcommittee supported Wold for the following
reasons:
. Wold had taken considerably more time to learn about the City's
values, vision and priorities and incorporated what they learned into
their proposal. Wold also took the time to understand the 2020
Vision and how it relates to this project.
. Wold has conducted generally comparable work including
Farmington City Hall. They also were the architects for the new
Prior Lake High school.
. Wold presenters were the professionals responsible who will be
responsible for the project.
. Wold has a demonstrated history of bringing projects in on budget.
. Wold is modifying their web site to allow customers to log in to
receive electronic updates. They are the only firm making this
accommodation to improve communication.
. Wold's 6% of approved construction cost was comprehensive in that
it included parking structures and interior design and was lowest of
the fees proposed.
ISSUES:
The committee was pleased about the quality of the architectural firms which
submitted proposals. The value of the owner's representative also became
apparent during this process. Bill Wolters prepared three documents, which helped
the committee to better analyze the proposals. He also prepared questions for the
architects to answer, which clarified aspects of the proposals that were ambiguous.
ALTERNATIVES:
1. Take no action and request that the subcommittee prepare additional
information.
2. Motion and second to adopt the attached resolution appointing Wold
Architects to provide architectural services for the Police Station/City Hall
Project in accordance with the City's RFP and the firm's proposal and
authorize the Mayor and City Manager to execute a standardized
professional service agreement as approved by the City attorney for the
completion of this work.

RESOLUTION 04-XX
A RESOLUTION APPOINTING WOLD ARCHITECTS
TO PROVIDE ARCHITECTURAL SERVICES FOR
THE POLICE STATION / CITY HALL CONSTRUCTION PROJECT.

WHEREAS, the City Council has appointed a Building Committee for the construction of the Police
Station / City Hall; and
WHEREAS, that committee has recommended and the City Council has appointed an owner's
representative for this project; and
WHEREAS, the committee and owner's representative have prepared a request for proposal which was
publicized on the City web site and distributed to seven firms; and
WHEREAS, after consideration of the proposals submitted by four firms, and interview of two finalists,
the committee has recommended the selection of Wold Architects.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
that:
1. The recitals set forth above are incorporated herein.
2. The firm of Wold Architects is hereby selected to provide architectural services for the Police
Station / City Hall construction project in accordance with the City's Request for Proposal dated
October 8, 2004, and the proposal submitted by Wold Architects.
3. The Mayor and City Manager are hereby authorized to execute the City's Standardized Professional
Services Agreement with modifications as approved by the City Attorney.
4. Funds for these serves shall be drawn from the Police Station / City Hall Construction Account in an
all-inclusive amount not to exceed 6% of the estimated approved construction cost, and
reimbursable costs not to exceed $3000 per $1 million of the construction costs.
