CONSIDER APPROVAL OF A RESOLUTION AS RECOMMENDED BY THE
COMPENSATION COMMITTEE REGARDING PER DIEM PAY FOR PLANNING
COMMISSION MEMBERS.
HISTORY
Recognizing the considerable expertise and hours invested by Planning
Commissioners in accomplishing their statutory responsibilities, the City Council
initiated per diems some years ago. Prior to that time Planning Commissioners
received no pay despite the fact that they met 24 times per year often for 2 to 4
hours at a time.
CURRENT CIRCUMSTANCES
The City Council Compensation and Bylaws Committee consisting of Council
Members LeMair and Petersen met to review existing perdiems for the City
Council and Planning Commission. The committee believes there is rationale for
revision of City Council perdiems but recognizes that no modification is possible
now because of State Statute requirements.
The committee also reviewed the per diems received by the Planning
Commissioners. The committee believes that effective January 1, 2005, the per
diem should be adjusted from $60 per meeting to $100 per meeting. If council
members believe that such action would be best if phased in, the committee
recommends: $60 to $75 effective immediately and $75 to $100 effective July 1,
2005.
CONCLUSION
The Council should determine if the per diem increase is appropriate as
recommended.
ALTERNATIVES: 1. Take no action, which keeps the per diems at $60.
2. Authorize immediate approval of the per diem from $60 to $100 per meeting.
3. Authorize a two-step process, which would increase per diems from $60 to
$75 effective immediately and from $75 to $100 per meeting effective July 1,
2005.
RECOMMENDED
MOTION: The committee recommends Alternative (2).

RESOLUTION 04-XX
A RESOLUTION SETTING PER DIEM PAYMENT FOR
PRIOR LAKE PLANNING COMMISSION MEMBERS.
Motion By:
Second By:
WHEREAS, the City Council recognizes the important function played by the Prior Lake Planning
Commission; and
WHEREAS, Planning Commissioners devote considerable personal time to prepare for and attend
twenty-four 2-3 hour meetings annually: and
WHEREAS, Planning Commissioners also devote time becoming familiar with the City's
Comprehensive Plan and Zoning Ordinance, time in visiting the sites, and time in
discussion issues with staff and the general public; and
WHEREAS, the City Council believes it is appropriate to recognize and reimburse Planning
Commissioners for their time and effort so they are not financially penalized.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
that:
1. The recitals set forth above are incorporated herein.
2. Per diem payments for Planning Commissioners shall be increased from $60 per meeting to $100
per meeting effective November 2, 2004.
