CITY COUNCIL AGENDA REPORT
NOVEMBER 15, 2004
SF
BILL O'ROURKE, CHIEF OF POLICE
CONSIDER APPROVAL OF A COOPERATIVE
AGREEMENT BETWEEN THE CITY OF PRIOR LAKE AND
INDEPENDENT SCHOOL DISTRICT 719 FOR A SCHOOL
RESOURCE OFFICER (SRO).
Historv: A Prior Lake police officer has been assigned to
Independent School District 719 as a liaison officer (School Resource
Officer) on a full-time basis for the past 12 years. Since the new high
school opened in Savage, the City of Savage has provided the
Resource Officer at the High School. The Prior Lake Resource
Officer has been assigned Hidden Oaks Middle School. ISD 719 is
billed for 50% of the cost of the School Resource Officer, as
determined by the City of Prior Lake. (The cost is based upon salary,
benefits, and related operating expenses.) No formal agreements have
existed regarding these positions.
Current Circumstances: The School District has requested a
written agreement to specify the assignment and dismissal of
Resource Officers from Savage and Prior Lake. Savage and the
School District have already entered into the agreement. The District
has asked us to do the same. The Agreement clarifies the duties and
responsibilities of the SRO, as well as formalizing the payment
received from the School District for having an officer assigned to the
position. A copy of the proposed Agreement is attached.
The City and the School District share the cost of an officer assigned
to Hidden Oaks Middle School so there is no change in the financial
responsibilities.
(1) Approve the cooperative agreement.
(2) Take no action and provide staff with direction.
