Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT DATE: AGENDA #: PREPARED BY: REVIEWED BY: SUBJECT: NOVEMBER 15, 2004 5G LARRY POPPlER, ASSISTANT CITY ENGINEER STEVE ALBRECHT, CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING EXECUTION OF THE CITY'S STANDARD PROFESSIONAL SERVICES AGREEMENT FOR DESIGN OF CANDY COVE TRAIL, CENTENNIAL STREET AND MISCELLANEOUS UTILITY IMPROVEMENTS, PROJECT #05-01. DISCUSSION: HISTORY On July 19, 2004 the City Council authorized preparation of the feasibility report for Project #05-11. This project included street and utility reconstruction improvements to Frost Point Circle, Fairlawn Shores Trail, Fish Point Road, Blue Dorn Circle, Centennial Street and Candy Cove Trail as identified in the 2005 Capital Improvements Program. Due to the size of the project City Staff has divided the project into two projects as shown on the attached map. Staff has revised Project #05-11 to include Frost pt. Circle, Fairlawn Shores Trail, Fish Point Road and Blue Dorn Circle. City Staff will complete project #05-11. Project #05- 01 will include Centennial Street and Candy Cove Trail. A Consultant will complete project #05-01. Staff has also included miscellaneous sanitary sewer and storm sewer improvements on Franklin Trail, Duluth Avenue and Pleasant Street (see attached maps) identified in the 2005 Capital Improvements Program in Project #05-01. The purpose of this agenda item is to accept a proposal for the professional engineering and surveying services needed to complete Project #05-01. CURRENT CIRCUMSTANCES City Staff is currently completing the feasibility study for projects #05-01 and #05-11. Because project #05-11 is larger than previous City neighborhood reconstruction projects City Staff is proposing to use a consultant to complete project #05-01. This is necessary to complete the proposed improvements in 2005 as identified in the 2005 CIP. Current City Staff levels do not permit design of both projects by the City without use of a consultant. Phone 952.447.4230 / Fax 952.447.4245 City Staff will complete the feasibility report, hold public meetings and provide overall project management. The selected consultant will provide the following services for the project: topographical survey, plan design, construction administration, construction staking and observation. This project will be completed concurrently with the 2005 Improvement Project (#05-11). City Staff will present the feasibility report for this project to the City Council in December for acceptance. If the feasibility report is accepted, the Council will then set a date for the public hearing in January. Because the project involves neighborhood reconstruction, staff requested proposals from firms who specialize in this type of work. Neighborhood reconstruction projects require a combination of experience in the design challenges associated with tight residential corridors and a special emphasis on communication with residents. Staff has requested proposals from WSB and Associates and Bolton & Menk, Inc. Bolton & Menk, Inc. WSB & Associates The lowest quotation was submitted by Bolton & Menk, Inc. Because the proposal costs were very close staff carefully evaluated the proposed personnel and experience on similar projects. Professional service agreements are not subject to competitive bidding and the City is not required to accept the lowest bid. Never the less, based on the not-to-exceed amount, design team qualifications and previous experience, staff recommends that Bolton & Menk, Inc. provide engineering and surveying services for the Candy Cove Trail, Centennial Street and Miscellaneous Utility Improvements Project. Bolton & Menk, Inc. has worked with the City of Prior Lake in the past and most recently completed the 2004 Sanitary Sewer CIPP Project and is currently working on the CR 12 Improvements. ISSUES Current City staff workload requires the hiring of a consultant to perform the project engineering and surveying for the Candy Cove Trail, Centennial Street and Miscellaneous Utility Improvements Project. The hiring of the engineering and surveying services will help maintain the overall project timeline. G: \Agenda \Agenda04 \05 centennial engineering. DOC CONCLUSIONS Staff recommends that the Council award a Contract for professional services to Bolton & Menk, Inc. ALTERNATIVES: There are three alternatives for the City Council to consider: 1. Approve a resolution authorizing the Mayor and City Manager to execute the City's Standard Contract for Professional Services with Bolton & Menk, Inc. in the amount not to exceed $108,530 for project engineering and surveying. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. RECOMMENDED MOTION: A motion and second to adopt a resolution authorizing the Mayor and City Manager to execute the City's Standard Contract for Professional Services with Bolton & Menk, Inc. in the amount not to exceed $108,530 for project engineering and surveying. TO PROVIDE PROFESSIONAL SERVICES FOR PROJECT ENGINEERING AND SURVEYING FOR CANDY COVE TRAIL, CENTENNIAL STREET AND MISCELLANEOUS IMPROVEMENTS (CITY PROJECT 05-01) MOTION BY: XXX SECOND BY: XXXX WHEREAS, the Council approved Resolution 04-117, ordering preparation of the Feasibility Report for the 2005 Reconstruction Improvement Project which includes City Project #05-01, and WHEREAS, engineering and surveying services are required on the project, and WHEREAS, the City cannot cost effectively or in a timely manner provide the engineering and surveying services at its current staffing level. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, 1. The recitals set forth above are incorporated herein. 2. Bolton & Menk, Inc. is hereby authorized to provide Project Engineering and Surveying Services for the Candy Cove Trail, Centennial Street and Miscellaneous Utility Improvements (Project #05-01) for a fee not to exceed the amount of $108,530. 3. Funding for these engineering services will be drawn from the Construction Fund 4. The Mayor and City Manager are authorized to execute the City's standard contract for professional services on behalf of the City. Passed and adopted this 15th day of November, 2004.
