CITY COUNCIL AGENDA REPORT

Frank Boyles, City Manager
AGENDA ITEM: PROCLAMATION DECLARING NOVEMBER 15TH - 21ST AS MINNESOTA
CHEMICAL HEALTH WEEK IN PRIOR LAKE.
PRESENTATION: Over one half million Americans will die this year from alcohol, tobacco and other
drug related causes. The negative impacts do not stop there. More than $1200
annually is paid by every man, woman and child for unnecessary costs such as
health care, extra law enforcement, automobile accidents, crime and lost
productivity associated with use and misuse of alcohol, tobacco and other drugs.
Given the above facts, there is a need to actively engage in prevention and
treatment efforts. To be effective, these efforts must engage many segments of
our society including business, government, service organizations, law
enforcement, schools, religious institutions, neighborhoods, youth, senior citizens
and many others.
One way to support prevention and treatment efforts is to educate and enlighten.
One of the main thrusts of Minnesota Chemical Health Week is to do just that.
Accordingly, it is appropriate for the City Council to support the attached
proclamation declaring Minnesota Chemical Health Week in Prior Lake as
November 15th -21 S\ 2004.
Mayor Haugen will read and present the proclamation to Jan Hoffman, the
School District Chemical Health Coordinator, and Josh Gunter, a student
representing an organization called HOPE, which is a student leadership group at
Hidden Oaks Middle School.
