Point & Ponds Restrooms MEETING DATE: AGENDA # PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: NOVEMBER 15, 2004 9A AL FRIEDGES, PARKS SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING SOLICITATION OF BIDS FOR CONSTRUCTION OF CONCESSION/RESTROOM BUILDING ADDITIONS AT SAND POINT BEACH AND THE PONDS ATHLETIC COMPLEX Historv At the September 20,2004 City Council meeting, staffwas directed by the Council to: 1. Have Oertel Architects provide professional services to design additions to the concession/restroom buildings at Sand Point Beach and The Ponds Athletic Facility; 2. Design both facilities so that they are fully A.D.A. compliant; 3. Prepare plans, specifications and construction documents. Both of the existing facilities need to be upgraded to meet our growing community's needs and current guidelines. Each is scheduled in the Capital Improvement Program (C.I.P.), Sand Point Beach in 2004 and The Ponds Athletic Facility in 2005. Current Circumstances The proposed building additions have very clean lines, are constructed with block to match the existing structures, have cedar trim, metal doors and shutters, very similar in materials and interior colors as the Thomas Ryan Memorial ConcessionlRestroom building. The attached drawings depict the proposed remodeling and additions. Though there is no building that is completely vandal proof, these additions would be very solidly constructed, they will meet the current A.D .A. requirements, have adequate concessions space, meet the Department of Health codes and should have a life span of approximately 50 years. The renovation of the concession/restrooms at Sand Point Beach is scheduled in the C.I.P. for 2004. The same process is scheduled for The Ponds Athletic ConcessionlRestroom Facility in the C.I.P. for 2005. Both concessions need to be enlarged by approximately 200 square feet to accommodate additional counter space, more freezer and equipment space. Needs also include the addition of three compartment sinks. The plumbing and electrical also need to be upgraded. The bathrooms and facilities require changes to become A.D.A. compliant. www.ci~ofpRorlak~.cw ~r1tiitinnQ <:~nr1 pnint hp h ~ hp pnn <: _ r Y.\PRn:;T)(iP~\AnPNOA ~\?()()4 AnPNOA \rnn"t Phone 952.440.9675 / Fax 952.440.9678 The Sand Point Beach building is proposed to include approximately 290 square feet of additional space for lifeguards to have training, a first aid station and storage for equipment (i.e. backboards, rescue tubes, rental equipment, portable parking lot signage and first aid supplies). Taken together, these additions and upgrades will make both facilities compliant with safety, health and accessibility requirements. As discussed at the September 20, 2004 City Council meeting, the over-riding reason for expanding and upgrading both facilities is community growth. The Ponds ConcessionlRestroom Building was originally constructed in 1981 to serve a 40-acre athletic complex. Currently there is a total of 70 acres developed, boasting: CI Eight softball fields CI One full size baseball field CI Two football/soccer fields CI A full size basketball court CI Ages 2 - 5 and 5 - 12 handicap accessible play structures, CI Concessions CI Restrooms Cl Picnic shelters CI Trails connecting all adj acent housing developments Likewise, Sand Point Beach Park has seen considerable increase in usage since the construction of the Restroom/Concession Facilities in 1980. Large groups regularly rent the two pavilions in the park, while others enjoy the beach, fishing pier and playground equipment. In addition, many of the patrons that utilize the D.N.R. boat launch adjacent to Sand Point Beach take advantage of the park amenities. In short, concession/restroom buildings, which were constructed when our population was 7300, cannot meet the demands created by our current population of 20,000; let alone our projected population of 42,000. Issues The 2004 C.I.P. identifies $65,000 for the Sand Point Beach addition. This estimate did not adequately consider the magnitude of the renovations, particularly the A.D.A. standards. Accordingly, a more realistic construction estimate is $115,000. Similarly, the addition to The Ponds Building is included in the 2005 C.I.P. at $35,000. We believe a more accurate estimate is $95,000. Both of these estimates are calculated using the standard bidding process awarding each building contract to a general contractor. The proposed plans are attached and will be reviewed with the Council at the meeting. X:\FRIEDGES\AGENDAS\2004 AGENDA\const _ additions sand point beach and the ponds -.DOC FISCAL IMPACT: ALTERNATIVES: RECOMMENDED MOTION: REVIEWED BY: Conclusion Should the Council approve the plans and specifications and authorize the solicitation of bids, we would advertise and open bids in mid-late December. Our goal is to return to Council for bid approval and begin construction in January 2005. The buildings will be completed in the Spring of 2005 prior to the parks opening for games or swimming. The Park Advisory Committee voted unanimously to move forward with both buildings as proposed, utilizing the general contractor method for the bidding process. We discussed utilizing the City (AI) act as the general contractor and bidding the sub-contractors as we have on some of the past parks building projects. However, the time demands required do not work with the numerous other projects that are happening simultaneously with the proposed building construction. Funds for these projects will be drawn from the Parks portion of the C.I.P. The alternatives are as follows: 1. Approve a Resolution approving the plans and specifications and authorizing solicitation of bids for the construction of ConcessionlRestroom Buildings at Sand Point Beach and The Ponds Athletic Complex. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Staff recommends alternative number 1. Prior Lake, Minnesota 55372 RESOLUTION 04-XX A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR CONSTRUCTION OF CONCESSION/RESTROOM BUILDING ADDITIONS AT SAND POINT BEACH AND THE PONDS ATHLETIC COMPLEX MOTION BY: SECOND BY: WHEREAS, Because of the continued growth of Prior Lake and updated health, handicapped access and safety requirements, the Capital Improvement Program contains funds for upgrades and additions to the ConcessionlRestroom Building at Sand Point Beach (2004) and The Ponds Athletic Complex (2005), and WHEREAS, At the September 20, 2004 City Council meeting, Council directed staff to prepare plans and specifications for Concession/Restrooms and addition upgrades at Sand Point Beach and The Ponds Athletic Complex, and WHEREAS, The plans and specifications have been prepared by Oertel Architects and the plans and specifications have been presented to the City Council for approval. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. The recitals set forth above are incorporated herein. 2. The plans and specifications for the Building Facilities at Sand Point Beach and The Ponds Athletic Complex are approved. 3. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids for the improvements pursuant to the attached plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, and shall state that the bids will be received by the City Manager until 11 :00 am on Monday, December 20, 2004, at which time the bids will be publicly opened at the Maintenance Center at 17073 Adelmann Street SE by the City Public Works Director.
