AGENDA ITEM: CONSIDER APPROVAL OF A FOLLOW-UP REPORT ON WILDS PARKWAY.
DISCUSSION: Historv: In August 2003, Bryan Fleming and residents of The Wilds appeared
before the City Council to express concerns about traffic speed and general
pedestrian safety on Wilds Parkway. There was a specific concern regarding the
appropriateness of on-street parking on the east side of Wilds Parkway for
patrons of The Wilds clubhouse. As a result, the City Council directed that SRF
conduct a study and make recommendations responsive to these concerns. On
November 3, 2003, the City Council received and discussed the engineer's report
and implemented its recommendations which included:
ISSUES:
· Installing No Parking signs the length of the roadway on the south and
west sides, and on both sides of the roadway where a median is present.
· Making striping improvements to the entire corridor that clearly delineates
parking and no parking areas.
· Providing a pedestrian crosswalk on the north and west side of the
driveway entrance to Wilds Park.
Because of the time of year, these recommendations were not accomplished
until May 2004. At that time, the re-striping was completed as was the installation
of No Parking and speed limit signs.
Current Circumstances: On November 2, 2004, I was reminded by Bryan
Fleming that we committed to reviewing the re-striping and other improvements
for their effectiveness in July. Mr. Fleming is correct. This was my oversight.
Since receiving Mr. Fleming's reminder, I have had a chance to talk to Police
Chief O'Rourke. He indicates there is only one accident in our records regarding
Wilds Parkway to date this year. The cause of this accident was unrelated to
speed or lane usage. Prior Lake patrol officers have from time to time during the
summer completed speed checks along the corridor as well. Those checks
revealed that speeds are considerably more moderate than before the striping
improvements.
The above information has been confirmed by my own observations, and those
of Public Works Director Bud Osmundson and Police Chief Bill O'Rourke.
Feedback from Councilmembers and area residents has affirmed these
observations as well. In the absence of information to the contrary, I believe no
further action is necessary. I have advised Bryan Fleming of this
recommendation.
