Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT NOVEMBER 15, 2004 lOB AL FRIEDGES, PARKS SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING ACQUISTION OF PLEASURE RINK LIGHTING AT OAKLAND BEACH PARK AND WILLOWS PARKAS IDENTIFIED IN THE 2004 CAPITAL IMPROVEMENT PROGRAM Historv The purpose of this agenda item is to request the City Council to approve the acquisition and installation of lighting at two pleasure rinks in 2004 consistent with the . 2004-2008 Capital Improvement Program. The two parks proposed to be installed with lighting are at Oakland Beach Park and Willows Park. Cu"entCucumSMnces Currently, the 2004 C.I.P. identifies the installation of pleasure rink lighting at two parks. Staff recommends installing pleasure rink lighting at Oakland Beach Park and Willows Park. City staff believes that if pleasure rinks are lighted, they would be used more. During the winter months, it gets dark shortly after school is done, so as of now kids can not take advantage of the rinks during the week. The only times unlighted rinks get used are on the weekends. The city incurs considerable labor and maintenance costs associated with flooding and maintaining the pleasure rinks. To try to increase the use and enjoyment of the rinks for the residents, staff recommends installing pleasure rink lighting at Oakland Beach Park and Willows Park as a test case to determine if the use increases. Staff has selected Oakland Beach and Willows Park because there is existing electrical wiring and meters at the parks. This will reduce costs significantly for the installation of the lights. Because of the trial nature of the project, staff looked to reduce the costs as much as possible. Other park features staff looked at to determine which parks should be considered for pleasure rink lighting included additional existing amenities. While neither park has a warming house, both do offer benches. And Willows Park has a parking lot, while Oakland Beach Park does not. Staff selected adding lighting as this amenity to see if residents are willing to drive to parks that have lighted pleasure rinks. Conclusion Staff is requesting that Council approve the attached resolution so that installation of the pleasure rink lighting at the recommended two parks can be completed before this winter season. The City will hire a licensed electrical contractor to complete the work. Staff will get two quotes for this work. This will pay for the materials and installation of the lights. The cost of the lighting will not exceed the maximum amounts set forth in the agenda unless there is explicit City Council authorization. The alternatives are as follows: 1. Approve Resolution 04-XX authorizing expenditures for pleasure rink lighting at two parks. 2. Table this agenda item for a specific reason. 3. Prior Lake, MN 55372-1714 RESOLUTION 04-XX A RESOLUTION APPROVING EXPENDITURES FOR PLEASURE RINK LIGHTING AT OAKLAND BEACH PARK AND WILLOWS PARK AS IDENTIFIED IN THE 2004 CAPITAL IMPROVEMENT PROGRAM MOTION BY: SECOND BY: WHEREAS, Oakland Beach Park and Willows Park are scheduled for installation of pleasure rink lighting as identified in the 2004 Capital Improvement Program; and WHEREAS, Lighting of the rinks will provide extended use for children during the week after school; and WHEREAS, The total cost for the lighting as identified, in an amount not to exceed $10,000. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. The recitals set forth above are incorporated herein. 2. The City Council authorizes the expenditures for pleasure rink lighting at Oakland Beach Park and Willows Park in an amount not to exceed $10,000. 3. Funds for such purchases shall be drawn from the Capital Park Fund. 4. All purchases will be made in accordance with the City's Purchasing and Procurement policy.
