January 2, 1996
1. CALL TO ORDER - Mayor Andren called the meeting of the Common Call to Order
Council to order on Tuesday, January 2, 1996 at 7:30 p.m. in the Council
Chambers. Present were: Mayor Andren, Councilmembers Greenfield,
Kedrowski, Schenck and Councilmember Elect Mader, City Manager
Boyles, Assistant City Manager Tremere, Finance Director Teschner,
Planning Director Rye, City Attorney Pace and Recording Secretary
Birch.
2. OATH OF OFFICE - City Manager Boyles administered the Oath of Oath of
Office to Councilmember Elect Mader. office
3. PLEDGE OF ALLEGIANCE - Mayor Andren led the Pledge of Pledge of
Allegiance and welcomed everyone to the meeting. Alleg.
Councilmember Kedrowski arrived - City Manager Boyles administered
the Oath of Office to Councilmember Kedrowski.
4. CONSIDER APPROVAL OF PREVIOUS MEETING MINUTES

Councilmember Mader requested that Item D be removed for further
discussion. Mayor Andren requested items A and B removed for
discussion.

6. PRESENTATIONS:
A. Presentations of Proclamation and City Flag to the Mayor of
Chimbote, Peru Mayor Andren presented a Proclamation to the Chimbote
Peru
representatives along with a City flag to be delivered to the mayor of Presentation
the City's sister city - Chimbote, Peru. Dan Turner, a Rotarian who of Flag
is in charge of the team who will be visiting Chimbote, gave a brief
explanation of the Rotary's endeavors in Peru.
7. PUBLIC HEARINGS- None
8. OLD BUSINESS:
A. Consider Status of 1995 City Directives - City Manager Boyles asked 1995
for comments from Councilmembers. There were questions on the Directives
following Directives: 95-12, 95-16, 95-23 and 95-33.
MOTION TO ACCEPT THE STATUS OF THE DIRECTIVES AS
PRESENTED.
Upon a vote taken, ayes by Andren, Greenfield, Kedrowski, Mader
and Schenck, the motion carried.

· Review of City Council and Advisory Body Bylaws - City Manager
Boyles reviewed the bylaws of the City Council, Lake Advisory
Committee, Parks Advisory Committee, Business Development
Committee and Planning Commission. Council made several
changes to the Council bylaws and minor changes to the advisory
body bylaws which will be incorporated into the 1996 bylaw book.

APPROVE THE PLANNING COMMISSION BYLAWS AS
AMENDED AND INCORPORATING THE
RECOMMENDATIONS OF THE PLANNING COMMISSION.

and Schenck, the motion carried.
· Council Bylaws - Extensive discussion occurred on Council bylaw
revisions.

APPROVE THE CITY COUNCIL BYLAWS AS AMENDED.
Upon a vote taken, ayes by Andren, Greenfield, Kedrowski, Mader
and Schenck, the motion carried.
· Extensive discussion occurred regarding public hearings and when
they should be closed and/or continued. Council concurred that the
Planning Commission bylaws, Section 9 should be amended to
read: "The Presiding Officer shall close the public hearing subject
to the discretion of the members or the public hearing may be
continued to a date certain, with a majority vote."

A short recess was called.
The meeting reconvened at 9:15 p.m.
· Consider Providing Direction on Potential 1996 City Council Goals
and Objectives - Councilmember Kedrowski suggested that this
item be postponed until the Council Retreat to provide
councilmembers time to consider them.
