Prior Lake, Minnesota 55372 CITY COUNCIL AGENDA REPORT DECEMBER 6, 2004 5H CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF ANTI-ICING PRODUCTION AND APPLICATION EQUIPMENT THROUGH THE MINNESOTA STATE COOPERATIVE PURCHASING PROGRAM Historv The City Council may recall that the City is a member of the Minnesota State Cooperative Purchasing Program. Through this program, specifications are prepared and bids are solicited and received, from which a list of approved bidders is prepared. The City may purchase from this list without going through the specification and bidding process itself. The purpose of this agenda item is to request the City Council to authorize the purchase of the following anti-icing equipment from two separate companies, through the Minnesota State Cooperative Purchasing Program: 1. Varitech Industries . One SB600 Salt Brine Production System . One Critical Spot Sprayer 2. J -Craft . One 75-gallon Tailgate Tank and appurtenant equipment · One ISO-gallon Tailgate Tank and appurtenant equipment This will be new equipment added to the City's Equipment Fleet. The equipment matrix calls for the purchase of anti-icing equipment in 2005 at a total price of $31,827.00 Cu"entCucumswnces The Public Works Maintenance Department, in previous years, used a sand/salt mix at a rate of 800-1500 Ibs per lane mile for de-icing city streets. During the winter season of 2003-2004, staff introduced the use of straight salt on one plow route and occasionally on two others and received great results. Another product called Clearlane Treated Salt, which contains sodium chloride (salt), cane molasses and magnesium chloride, was also used. The use of Clearlane Treated Salt gave us tremendous de-icing capabilities at lower temperatures; better than straight salt. The molasses in this product keeps the salt in the center of the street as opposed to the product bouncing towards the curb line as can happen with salt and sand. For the up-coming 2004-2005-winter season, staff is going to try to strictly use straight salt and clearlane for de-icing purposes on all plow routes that will reduce the amount of sand entering storm ponds and Prior and Spring Lakes. In granular form both the salt and Clearlane can be applied using our existing sand/salt equipment. However, new equipment is necessary to apply salt in liquid form. Purchasing the SB600 Brine Production System would allow staff to make "anti-icing" products from salt by secreting water through the salt to make salt brine for pennies on the dollar as opposed to purchasing products from outside vendors at over a dollar a gallon. "Anti-icing" is the practice of applying a chemical to the streets prior to the snow event which prevents the development of a bond between the snow or ice to the pavement. The brine can also be used in a "de-icing" application which speeds up the melting process. The critical spot sprayer and tailgate tanks will allow staff to utilize professionally designed equipment for specialized application rates at varying speeds of anti-icing chemical applications. This equipment is to be used mainly on collector streets this snow season as a test for possible extended future use. Issues Staff recommends purchasing the anti-icing production and application equipment for the following reasons: 1. Implementing a proactive approach with regards to preventing snow bonding to pavement surfaces for easier and quicker snow removal. 2. Using the products produced by the production system in a prewet situation would speed up the chemical reaction time when using straight salt in a de- ICIng program. 3. Will allow staff to reduce the amount of salt used in de-icing of snow by keeping the salt in the traveled portions of city streets. 4. Anti-icing program will speed up city streets return to bare pavement, which will provide safer travel to Prior Lake citizens. 5. Early cost figures show anti-icing and adding prewet to plow trucks show a return on investment in 2-2.5 years of investment, by reduction of pounds per lane mile of salt and sand applied. 6. Environmental improvements with the reduction of sand, which carries most impurities found on the street surfaces into storm drains and then eventually into the lakes of the Prior Lake. MnDot and many communities have implemented anti-icing programs. Preliminary cost benefits from research completed, compared to our current costs, show we have a potential cost savings of $3 - $5 per lane mile with an equipment pay-off at 2 to 2.5 years of use. The total amount of$14,781.14 is proposed to come from The Equipment Replacement Fund. $31,827 was budgeted in the Capital Improvement Program. The alternatives are as follows: 1. Approve the resolution authorizing the purchase of anti-icing production and application equipment from Varitech Industries for a total of$12,508.43 and J- Craft for a total of $2,272.71 through the Minnesota State Cooperative Purchasing Program. 2. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. The recitals set forth above are incorporated herein. 2. The City Council authorizes the expenditures for anti-icing production and application equipment including one SB600 Salt Brine Production System from Varitech Industries ($6,922.50), one Crititcal Spot Sprayer from Varitech Industries ($5,585.93), one 75 gallon ($1,109.73) and one 150 gallon ($1,162.98) tanks from I-Craft, in a total amount not to exceed $14,781.14. 3. Funds for such purchases shall be drawn from the Equipment Replacement Fund. 4. All purchases will be made in accordance with the City's Purchasing and Procurement policy.
