Prior Lake, Minnesota 55372 CITY COUNCIL AGENDA REPORT DECEMBER 6, 2004 51 CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE AND INSTALLATION OF CHAIN LINK FENCE BY THE FENCE COMPANY, INC. AT THE FUTURE SITE OF THE WATER TREATMENT PLANT IN THE BROOKSVILLE IDLLS ADDITION. Historv As part of the City's vulnerability assessment, staff addressed a need to protect the City's wells and future treatment plant site. Since 3 wells are already located on this site, the report indicates that the installation of fencing is an appropriate safeguard. Staff has initiated appropriating money for fence around this site in two phases for the 2004 and 2005 budget years. To gamer input from residents in the neighborhood, staff held an informational meeting on September 29,2004 at the Maintenance Center to address resident's concerns regarding the fence installation and treatment plant site. After listening to the concerns of the neighborhood, staff outlined the following steps: 1. The City would install a gate at the west entrance, and fence along the south and east property boundary, with a 10 - 12 foot separation of the property line. 2. The location of the north fence will not be determined until the water treatment plant is designed. 3. During the design of the treatment plant, staff would hold another neighborhood meeting to discuss the location of the north fence installation. Issues Staff recommends that the fence be purchased and installed for the following reasons: 1. Provide security for well site and future treatment plant. 2. Limit access to only Public Works staff. 3. Prevent dumping of yard waste. 4. Required for construction of future treatment plant. 5. Identified in City's Vulnerability Assessment sent to US EPA and passed by City Council in June 2004. During the installation of the fence, the actual footage went up approximately 100 feet so that the final cost is $24,124.25 The alternatives are as follows: 1. Approve the resolution authorizing the purchase of fence and installation by Fenc- Co., Inc. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Staff recommends alternative number 1. MOTION BY: WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, SECOND BY: As part of the City's Vulnerability Assessment, staffhas addressed a need to protect the City's wells and future treatment plant site; and Resident's concerns regarding the fence installation and treatment plant site were addressed at an informational meeting on September 29,2004; and A chain link fence would limit access to only Public Works staff, prevent dumping of yard waste and vandalism. The fencing is required for construction of future treatment plants; and The fencing is identified in City's Vulnerability Assessment sent to U.S. EPA and passed by Council in June 2004; and In accordance with the purchasing policy and state statute, the staff solicited quotations for this work as identified in the staff report dated December 6, 2004. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. The recitals set forth above are incorporated herein. 2. The City Council authorizes the expenditures for the purchase and installation of chain link fence by Fenc-Co., Inc. in the amount of$24,124.25. 3. All purchases will be made in accordance with the City's Purchasing and Procurement policy.
