AGENDA ITEM: CONSIDER APPROVAL OF POLICE STATION I CITY HALL CONSTRUCTION
PROJECT SITE SELECTION PROCESS.
DISCUSSION: Historv: Consistent with the 2020 Vision and Strategic Plan, the 2005-2009
Capital Improvement Program and the 2005 General Fund Budget, the City has
embarked on a process which will result in the construction and occupancy of a
new Police Station / City Hall by December 31,2006. Bill Wolters, doing business
as Constructive Ideas, Inc., and Michael Cox, representing Wold Architects, have
been selected as owner's representative and project architect, respectively.

RECOMMENDED
MOTION:
The two consultants, together with the building committee and other staff
representatives are completing a re-evaluation of the needs assessment study to
verify the size of building needed to meet long-range community needs. The next
step in the process is to select a site for the new building.
Constructive Ideas and Wold will present the following to the City Council this
evening:
· A draft time line and process for completion of the site selection
process (Exhibit 1)
· A draft of the guiding principles to be used to select the site and
guide the design of the building (Exhibit 2).
· A graphic identifying the three sites to be analyzed.
Bill Wolters and Michael Cox are seeking City Council feedback on these three
items. In the absence of direction to the contrary, the building committee will
proceed in accordance with the site selection process and timeline which is
attached hereto.

(2) Take no action thereby adopting the proposed time line and process.

Site selection crucial to success
of city hall, police station project

For government to function effectively, good communication is absolutely essential.
Residents must know the basis for important decisions that will impact them, and they must be
afforded adequate time to communicate their opinions, pro or con, to the city leaders who will decide the
fate of important projects.
One of the most important things we will do in the next 12 to 24 months is to move forward with the
construction of a municipal government facility that will serve as our new police station and city hall, as
well as the chambers for our City Council and Planning Commission meetings.
This crucial project is the fourth and final recommendation of a 1993 space needs analysis, which also
suggested the need for a new public library and resource center, a new fire station and a new maintenance
center. One by one, each of these needs has been met. Now it's time to make the final step, recognizing
fully that the needs of our police officers and city hall employees have grown, and will continue to grow,
with the community they proudly serve.
Weare moving forward, making steady progress toward the City Council's goal of being moved into
the new facility by the end of2006. In October, the City Council hired an owner's representative, Bill
Wolters, to oversee the project. That decision paid immediate dividends, as Wolters provided valuable
input which was utilized to select an architectural firm, Wold Architects, to plan and design the facility.
It is with great anticipation that we now enter the site selection phase. A presentation on Monday
night will establish a timeline for this process, which could culminate as early as Jan. 17, 2005 with a
decision from the council on where to build the facility.
Seven sites were originally evaluated by BKV Group, and the council felt then that the Kop property
adjacent to Lakefront Park best met its criteria for site selection - the most significant being its gateway
location into the downtown area.
While the council remains as adamant as ever about keeping the facility in the downtown
environment, it is not as committed as it once was to putting it on the Kop property, recognizing it could
potentially be utilized in a more beneficial way for city taxpayers - be it as a water park or a community
center. Also casting doubt on the site's suitability are questions about how a 48,000 square foot facility
would fit into the site's typography without dramatic alteration.
That said, the site is too good to completely rule out, so we are including it on a short list of locations
in the downtown area that merit further study, along with the existing city hall site and the five properties
directly to north of it whose owners have already been informed of our potential interest.
The City Council has on countless occasions reinforced the need for good communication in city
business -consistent with the 2020 Vision and Strategic Plan, our principal long-range planning tool.
Given the impact this project will have on city residents, we must go to even greater lengths to obtain
public input. With that in mind, I will present a time line to the City Council on Monday, Dec. 6 that I
believe will ensure that the decision where to build this new facility will be a very open one.
The time line I will propose calls for two public information meetings in the next 45 days - one
Tuesday, Dec. 14 on the guiding principles that will be used for site selection, the other Tuesday, Jan. 11
on the findings of the site selection evaluation process. Both meetings will be at the Fire Station, 16776
Fish Point Road SE.
Crafted to meet the city's mission and 2020 Vision, the guiding principles are the objectives we hope
to achieve in the design and construction of the facility. They include the need for the facility to foster
partnerships, provide high quality services, serve as a gateway, encourage downtown redevelopment, be
fiscally responsible, and be consistent with the small town values, look and feel that make Prior Lake a
wonderful place to call home.
You willleam much more about these guiding principles in the coming weeks as we move forward
together toward the selection of a site for our police station and city hall facility. Your input is valued and
