DOC CITY COUNCil AGENDA REPORT December 20, 2004 9D lARRY POPPlER, ASSISTANT CITY ENGINEER STEVE ALBRECHT, CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION ACCEPTING FEASIBILITY REPORT AND SCHEDULING A PUBLIC HEARING TO CONSIDER 2005 IMPROVEMENT PROJECT HISTORY Each year the City reconstructs street segments that are worn out. At the July 19, 2004, City Council meeting, Council adopted Resolution No. 04-117 authorizing staff to prepare a Feasibility Report for the 2004 Improvement Project as approved by the Council in the 2004-2008 Capital Improvement Program (CIP). The project area considered in the report includes Fish Point Road, Fairlawn Shores Trail, Frost Point Circle, Bluedorn Circle, Centennial Street, and Candy Cove Trail (TH 13 to CR 44). A map of the project area is included as Exhibit 1 of the Feasibility Report. The proposed project includes street reconstruction, storm sewer, concrete curb and gutter and appurtenant work. Sanitary sewer spot repairs are proposed in a number of areas. Watermain replacement is proposed for Fish Point Road and Frost Point Circle. Sanitary sewer pipe lining is proposed for various segments of pipe within the project areas. CURRENT CIRCUMSTANCES The attached report indicates the estimated costs for the project, along with preliminary assessment estimates. At the end of the Feasibility Report, a project financing summary is included to show project cost splits. The total estimated cost of the project is $3,918,139. Fish Point Road, Bluedorn Circle, Fairlawn Shores Trail, and Candy Cove Trail have failing bituminous surfaces and bituminous curb. Frost Point Road and 150th Street have failing bituminous surface and concrete curb and gutter. Centennial Street is a gravel roadway and no curb and gutter. The existing road width on Bluedorn Circle, Frost Point Road, and Fairlawn Shores Trail is 30 feet. The existing pavement width is 25 feet and 36 feet on Fish Point Road and Candy Cove Trail, respectively. Centennial Street is a gravel roadway with a roadway width of 21 feet. Fish Point Road, Fairlawn Shores Trail, and Frost Point road were originally paved in 1974. Candy Cove Trail and Bluedorn Circle were paved in www.cityofpriorlake.com 1 Phone 952.447.4230 / Fax 952.447.4245 G: \Agenda\Agenda04\05FEAS.DOC 1975 and 1978, respectively. The geotechnical report indicates very poor soil conditions below the existing streets. The street width is proposed to be 28' for Fish Point Road and 24' for Centennial Street. The street width is proposed to be 30' for Bluedorn Circle, Frost Point Circle, and Fairlawn Shores Trail. The street width is proposed to be 32' for Candy Cove Trail and would include a 5 foot sidewalk along the east side of Candy Cove Trail. All streets will remain on a similar alignment and be constructed with B618 curb and gutter. The watermain system for Frost Point Road, Fairlawn Shores Trail, and Fish Point Road was installed in 1974 and consists of 6-inch cast iron pipe and 6-inch ductile iron pipe. Cast iron pipe generally experiences more watermain breaks and has typically been replaced with ductile iron pipe during reconstruction projects. The 6- inch ductile iron pipe watermain in Centennial Street was installed in 1975. In 1978, 6-inch ductile iron pipe watermain was installed in Bluedorn Circle. The watermain system for Candy Cove Trail was installed in 1975 and consists of 20- inch ductile iron pipe. The watermain in this area has not shown a history of failure. The 6 inch cast iron pipe is proposed to be replaced with 8 inch ductile iron pipe, because cast iron pipe breaks more easily. The watermain on the rest of the project will remain in place but all watermain services are scheduled to be replaced. The sanitary sewer system for Frost Point Road, Fairlawn Shores Trail, and Fish Point Road was installed in 1974. Candy Cove Trail and Centennial Street had sanitary sewer systems installed in 1975. The sanitary sewer system in Bluedorn Circle was installed in 1978. All of these sanitary systems consist of 8-inch vitrified clay pipe. The sanitary sewer for the project area was televised in October 2004. The televising report indicates offset joints, open fractures, and roots in many segments of pipe. A 6-inch cast iron pipe forcemain was installed in 1974 on Fish Point Road between Flint Road and Forest Circle. It is recommended that the failing segments of vitrified clay pipe in these areas be replaced with 8-inch PVC pipe. Pipe lining is proposed for the sanitary sewer not scheduled for replacement and where lining is necessary. Pipe lining will be done by a separate contractor prior to paving of the bituminous wear course. In areas that the sanitary sewer is replaced, service connections will be replaced from the main line to the property line. Some sanitary service connections are also proposed to be replaced. Pipe lining is proposed in these areas because it is less disruptive than the replacement of the sanitary sewer. Storm sewer improvements will include replacing existing pipe and catch basins and adding additional storm sewer. An informational meeting is tentatively scheduled for January 13th, 2005. The proposed improvements, project schedule and assessments will be presented. 2 ISSUES: FINANCIAL IMPACT: G: \Agenda\Agenda04\05FEAS.DOC The attached Feasibility Report outlines which portions of the cost for the above project will be assessed to the benefiting properties. If the Council approves the Feasibility Report, the Chapter 429 special assessment statute requires a public hearing be conducted prior to proceeding with the project to determine if it is to move forward. The Special Assessment Committee met on December 9th at which time the following issues were discussed and recommendations made: Street and Storm Sewer Reconstruction · Pursuant to the assessment policy, the street and storm sewer reconstruction should be assessed at up to 40% of the total project cost against the benefiting properties, depending upon the special benefit created for each such property. Centennial as a first time improvement should be assessed at 100% for street and storm sewer. The remaining amounts should be recovered through the general ad valorem property tax. Assessment Method · The Special Assessment Committee recommends the unit method of assessment for Fish Point Road, Fairlawn Shores Trail, Frost Point Circle, Bluedorn Circle, and Candy Cove Trail (TH 13 to CR 44) due to the fact that lots in the project area are of similar size and/or value. The estimated assessment rate is $8,094/unit. Centennial Assessment · The Special Assessment Review Committee recommended that the 100% units on Centennial be separated from the rest of the project, a 24' wide street be proposed, and 2 additional units be added. Making these changes results in an assessment of $16,660.00. Appraisals will be done for Centennial Street properties to verify the proposed assessment. CONCLUSION In summary, the project is feasible from an engineering and economic standpoint. Approval of the Feasibility Report does not grant final approval of the project. The 2005 improvement project is proposed to be financed by special assessments, tax levy, enterprise fund, water quality fund, capital park fund, trunk reserve, and the operating budget. Approve Resolution 04-XX accepting the Feasibility Report and establish a Public Hearing date as per the attached Resolution. 2. Table the resolution for a specific reason. 3. Deny the Resolution. Prior Lake, MN 55372-1714 RESOLUTION 04.xx RESOLUTION ACCEPTING FEASIBILITY REPORT AND CALLING FOR A PUBLIC HEARING ON 2005 IMPROVEMENT PROJECTS MOTION BY: SECONDED BY: WHEREAS, pursuant to Resolution 04-117, the City Council, on July 19, 2004, ordered a feasibility report to be prepared by the City's Engineering Department with reference to the improvement of Fish Point Road, Fairlawn Shores Trail, Frost Point Circle, Bluedorn Circle, Centennial Street, and Candy Cove; and WHEREAS, the report provides information regarding whether the proposed project is necessary, cost- effective, and feasible. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that 1. The recitals set forth above are incorporated herein. 2. The City Council hereby accepts the Feasibility Report as submitted. 3. The Council will consider the improvement of such streets and areas in accordance with the report and the assessment of property as described in the report for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvements of $3,918,139.00. 5. A Public Hearing shall be held on such proposed improvements on the 18th day of January, 2005 at the Fire Station No.1, with the address of 16776 Fish Point Road, City of Prior Lake, Minnesota at 7:00 p.m. Statutory notice and publication requirements shall be followed.
