CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF ONE 2005
CUSHMAN HAULSTER UTILITY VEHICLE
DISCUSSION:
Historv
The purpose of this agenda item is to authorize the purchase of a 2005 Cushman Haulster Utility
Vehicle. Yearly, as part of the Capital Improvement Program (C.l.P.), the City adopts an
Equipment Replacement Fund and Matrix. The purpose of the Equipment Fund and Matrix is to
identify and budget for equipment and vehicles that need replacement due to age or wear, or for
additional equipment which needs to be purchased due to growth. All equipment identified in the
matrix is subject to Council approval. The matrix identifies $15,829.00 in the 2005 C.l.P. for the
purchase of one utility vehicle.
Current Circumstances
Currently, the Parks Maintenance utilizes three utility vehicles in the fleet.
1. A 1998 Cushman Truckster Field Line Striper
This piece of equipment is equipped with a field line striper designed for applying liquid
line marking paint on football, soccer, baseball, and softball fields.
2. A 2003 Cushman Truckster Herbicide Sprayer
This vehicle is designed for applying herbicides and chemicals for turf management and
weed control. This sprayer can be calibrated for precise herbicide distribution and
contact.
3. A 2003 Cushman Truckster Field Groomer
This utility vehicle is equipped with a field drag for grooming aglime infields. Staff also
utilizes this piece of equipment for all aspects of field maintenance (Le., hauling field
chalking equipment, edging, hauling aglime for top dressing, etc.) The Utilities
Department staff also utilizes this machine for performing work on utility easements
where large heavy equipment cannot.
The fourth utility vehicle that staff is proposing to add to the fleet would be equipped with a 150
gallon poly tank, pump and hose reel for watering plant materials and hanging baskets through
out our park system, public facilities, down town plantings and hanging baskets. The landscape
crews would also utilize this piece of equipment for weeding, mulching, hauling and planting
flowers and plant material, pruning, trimming, and general maintenance and clean-up around our
public facilities.
Issues
The City of Prior Lake has been making strong efforts to develop and maintain city property,
parks and playfields in an environmentally responsible and esthetically pleasing manner. With
the completion of Phase I Downtown Streetscape Improvement Project, a utility vehicle is
needed to maintain the plant material (Le. planting, weeding and watering). This piece of

equipment would be compact, versatile, and light enough to perform these functions.
Conclusion
There is $15,829.00 identified for the purchase of one utility vehicle in the Equipment Matrix and
Capital Improvement Program. The funding source is identified as the Revolving Equipment
Fund.
Bids were received from Cushman Motor Company, Inc. and M.T.!. Distributing, Inc. since this
equipment is not available on the State Cooperative Purchasing Program.
The bids for the new utility vehicle are as follows:

Vehicle for a total cost (tax included) of $15,813.12
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

The City of Prior Lake is committed to maintaining our city property, parks and playfields
in an environmentally responsible and an esthetically pleasing condition; and
WHEREAS,
The purchase of a utility vehicle will significantly improve the City's ability to maintain
our city property, parks and playfields; and
WHEREAS,
The City Capital Improvement Program and Equipment Matrix for 2005 provides for the
acquisition of one utility vehicle; and
WHEREAS,
Bids have been solicited and received with pricing as follows:

WHEREAS,

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. Staff is directed to place an order with Cushman Motor Co. Inc. for one 2005 Cushman Haulster Utility
Vehicle for a total amount not to exceed $15,813.12.
3. Funds for the purchase of the 2005 Cushman Haulster Utility Vehicle shall be drawn from the Equipment
Fund in an amount not to exceed $15,813.12
