AGENDA ITEM: EDAC MEMBER APPOINTMENTS
DISCUSSION: Introduction
The purpose of this agenda item is to review the EDAC screening committee's rec-
ommendation for appoint to the Economic Development Advisory Committee
(EDAC).
History
Section 203. Appointment, of the EDAC Bylaws states that the Committee shall con-
sist of no more than thirteen (13) members appointed by the Economic Development
Authority. Said members shall consist of residents and non-residents affiliated with
a business located within the City of Prior Lake as may be determined by the Eco-
nomic Development Authority. No more than 40% of the Committee shall be non-
residents. Committee members shall serve for a term of three (3) years commenc-
ing on November 1 and concluding on October 31.
Current Circumstances
The EDAC currently has 12 appointed members, not counting Michelle Choudek
who serves as the EDA liaison. One member has recently submitted a resignation
from the committee, one member did not seek reappointment, and Sandi Fleck's
term limit has expired. It is likely the EDAC will approve the appointment of Ms.
Fleck as the Prior Lake Area Chamber of Commerce liaison. Without any further
appointments, the EDAC would consist of nine committee members and two liai-
sons.
The EDAC screening committee, which included EDA Executive Director Boyles,
EDA Member and EDAC Liaison Choudek, and EDAC Chair Lloyd Erbaugh inter-
viewed all three candidates for the EDAC, including Kimberly Prchal, Bill Henry and
Marisa Colby. Copies of the applications from the three applicants are attached.
The interview committee had, as a first priority, selection of candidates who they
believe will best sustain the current and ongoing activities of the EDAC. Based upon
the current composition of the EDAC, the committee felt this was the best approach.
This is not intended to imply that at some time in the future, candidates with alternate
skill sets will be desirable to add to the committee.
Conclusion
The EDAC screening committee will provide their recommendations for appointment
during the October 201h meeting.
ISSUES: According to the bylaws, the EDA may accept or reject the recommendation of the
screening committee. If a recommendation is rejected, the EDA may appoint an-
other individual or reopen the application period and invite new candidates to apply.
FINANCIAL EDAC members serve without compensation.
IMPACT:
ALTERNATIVES: 1. Motion and a second to approve the EDAC appointments as recommended by
the EDAC screening committee for a term of November 1, 2014 to October 31,
2017.
2. Motion and a second to approve different EDAC appointments than those rec-
ommended by the EDAC screening committee.
3. Take no action and provide direction to city staff and the EDAC screening com-
mittee.
