MAYOR HAUGEN AND CITY COUNCILMEMBERS
SUBJECT: Status of Various Work Items
While the Council has not collectively finalized its 2002 Goals and Objectives, I know that the entire
Council or one or more members of the Council has expressed a desire to pursue certain projects.
While I am somewhat uncomfortable with proceeding on projects without full City Council endorsement,
there are a number of projects we are working on. Below is a brief report on each.

Co_n_sistency of _Zo_n_i_n_90rdin_an_ce a_n_d Com.n_rehen_$ive Pla_n_ - This is a 2001 objective. To
clarify the Council's intent, Don Rye has been in touch with Councilmembers Gundlach and
Ericson, who seem to have the greatest interest in this project. We are preparing the necessary
amendments to the Comprehensive Plan and Zoning Ordinance. The public hearing is
tentatively set for February 25th. Prior the that, on February 11th, we would like to conduct a joint
meeting with the Council and Planning Commission. The joint meeting will provide a basic
orientation for new Planning Commission members. A significant period of time will also be
devoted to a discussion of how we can bring consistency between the Zoning Ordinance and
Comprehensive Plan.

~ - After receiving City Council input regarding alternative road alignments, we are
trying to arrange a meeting with the Borkas. We hope to meet them this week or next. I have
asked Councilmember Gundlach to participate in the meeting. The eminent domain action on
the Boderman property awaits resolution of the Borka property issue. So, in essence, Phase II
of the project is dependent upon an expeditious resolution of the Borka acquisition.

Acqui$ifi_nn of Joe's Pi~_~e - Thanks to Jim Petersen's efforts, we appear to be close to
striking a deal to acquire this property. We are preparing our standard purchase agreement to
submit to the property owner.
4. Sk_~teh_oard Park - The current Capital Improvement Program shows the skateboard park
completion in 2003. We have received considerable input regarding this facility from the public.
The Park Advisory Committee at their last meeting discussed the possibility of changing the
construction schedule to 2002. They seem to prefer Lakefront Park as a location, but they have
some concerns about using one of the hockey rinks as the location for the facility. Personally, I
believe the hockey rink is a great site. The rink is under-used in the summer. Its use saves us
about $25,000. The available funding is $25,000 (contributed by the Optimists). Funding is a
particularly important consideration given the cuts of $111,000 and $247,000 that we appear to

be receiving in 2002 and 2003 respectively. If the skateboard facility proves to be a success, we
still have the ability to relocate it out of the hockey rink area as circumstances warrant. The
Council will be asked to address the timing of the skateboard park in May when the Capital
Improvement Program is updated.
5. Long-Range Planning Committee - The City adopted a Strategic Plan some years ago. The
plan has not been rigorously or regularly reviewed. Nor has there been considerable input from
the general public about the plan. One way of addressing each of these issues is the
formulation of a committee representing a wide range of community interests. The committee
would submit its input to the City Council at appropriate times to direct long-range planning
which can then be implemented in the five-year CIP and the annual budget. I will place an item
on the February 19th agenda for discussion. This will give the Council an opportunity to discuss
the composition and charge of such a body.
6. Groundwater Pro_qram - The City Council has approved the development of a test well which
will provide us with data regarding the potential productivity of a FIG well in the Brooksville Hills
area. Once this data is available, the Council will be prepared to determine if the well should be
developed.
At the same time, we are monitoring test wells for the new Jordan well in The Wilds to
determine its impact upon the Savage Fen. Computer modeling has also been prepared to
assess the impact of a Jordan well in the Brooksville area. When both pieces of information are
available, we will be in a better position to know where the next Jordan well should be
developed.
Information about the above activities have been shared on cable TV, Wavelength, and in the
Prior Lake American. We are preparing educational information on conservation to include in
the March publications. We will also address conservation and incentives for water related
matters.
