SURVEY BY DECISION RESOURCES (Dr. Bill Morris)
DISCUSSION:
This item was placed on the November 13, 2004 City Council agenda and then
deferred. Supplemental materials which include questions directly related to the
2020 Vision and Strategic Plan have been prepared by Decision Resources and
a representative is here to address the Council on this item.
Historv: In 1999, the firm of Decision Resources completed a telephone survey
for the City. The purpose of the survey was to provide a better way for the staff
and City Council to receive feedback regarding City services, projects and policy
issues. The survey consisted of over 140 questions administered by telephone to
400 persons selected at random. Using survey research techniques, the
responses of the 400 respondents can predict the sentiment of the entire
community with a 950/0 level of confidence. This means that 95 out of 100 times
the survey response will accurately reflect the views of the entire community.
Current Circumstances: In 1999, the intent was to re-administer the survey every
three years. That did not happen. Now, however, with the 2020 Vision and
Strategic Plan, it is especially important that we know community perspectives.
Part of the new survey is to focus upon the 2020 Vision and Strategic Plan in
order to assist in the next update of that document anticipated for March or April
of next year.
Attached is a copy of the survey that was administered in 1999. As the Council
can see, the questions were wide ranging 'and provide input in almost every
aspect of Prior Lake City government. Although some questions will remain, the
same for "tracking" purposes, the new survey will address issues and services
which the City Council and staff submit.
Also attached is a proposal prepared by Decision Resources at my request. The
proposal indicates that assuming a survey document of about 140 questions
administered to 400 randomly selection citizens, the cost will not exceed $18,
300.
Decision Resources has conducted such surveys for decades for other
metropolitan municipalities. The attached proposal outlines the various steps
needed to complete the process. The City Council and staff will playa significant
role in determining the subject matter of the entire instrument and each question.
The actual wording of the questions will be developed by Decision Resources to
assure the question is clear, unambiguous and solicits information in the
intended topic area.

It is generally acknowledged that the most important effort we have engaged in
the last few years is the creation and updating of the 2020 Vision and Strategic
Plan. One of the reasons this has been such a valuable effort is that it
incorporates the long-term vision of a large number of Prior Lake citizens. The
residential survey provides an outstanding tool for updating our knowledge about
the perspectives of community residents on a much broader scale than is
otherwise possible. This information will assure an accurate and up-to-date
database to submit to the Long-Range Planning Committee to update the 2020
Vision and Strategic Plan next spring.

written report regarding the results of the residential survey.

A RESOLUTION AUTHORIZING THE ADMINISTRATION OF A
RESIDENT SURVEY AS PART OF THE PROCESS FOR
UPDATING THE 2020 VISION AND STRATEGIC PLAN.

WHEREAS, in 1999 the City completed a resident survey to provide information regarding citizen
perspectives on City services, products and policies; and
WHEREAS, in 2002 the City Council directed the preparation of a 2020 Vision and Strategic Plan to
direct the development of the community; and
WHEREAS, the 2020 Vision and Strategic Plan is to be updated in the Spring of 2005; and
WHEREAS, the completion of a resident survey will provide data which will assist in this effort; and
Whereas, the resident survey will, help the staff and City Council to better understand citizen views to
facilitate the day-to-day operation of City government.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
that:
1. The recitals set forth above are incorporated herein.
2. Decision Resources Inc. is hereby retained to conduct a resident survey as outlined in the proposal
dated November 11, 2004.
3. Costs for such research not to exceed $18, 300 are to be drawn from the 2004 City Manager's
budget.
4. The Mayor and City Manager are authorized to execute the City's standard professional services
agreement on behalf of the City.

Sample Questions Focused on the 2020 Vision Statement
In assessing a city's vision statement, \ve have relied upon two formats, generally urging
that both types of questions be included. The first set of questions is "open-ended" - they
do not constrain the respondent to pre-determined answers. The interviewer encourages
the respondent to be as specific as they care to be, allo\ving for richer ans\vers in his/her
own \vords. The second set of questions is "closed-ended," \vhere the response set is pre-
detennined. For illustrative purposes~ I selected a number of components of the Vision
Plan. Respondents are first asked to rate the importance to them of each goal; then, they
are asked to rate the progress of the City on each one. The result is a breakdown of the
components into four groups: high importance-positive rating, high importance-negative
rating, lovv unportance-positive rating, and low importance-negative rating. On the basis
of these groupings, cities we have worked with in the past changed resource and tilne
allocations accordingly.

Dear Frank:
Decision Resources, Ltd., is pleased to present this survey research proposal to you for the City
of Prior Lake. This prospectus is organized in three parts: a discussion of the goals of the
research; a potential design and schedule; and, estimated project costs. As you will see, I am
certain that DRL can provide Prior Lake with the information it seeks in both a cost-effective and
timely manner.
GOALS OF THE RESEARCH:
The survey would assess the attitudes and opinions of residents of the City of Prior Lake on four
separate, but interrelated issues:
1. Evaluation of City Programs and Services: How informed are residents about the current
services and programs provided by the City? How do they rate these services and programs?
What services and programs, if any, would they expand, modify, or terminate? Do they consider
city services a good value for the property taxes they pay? How do they rate the level of current
property taxes in comparison with other areas?

2. General Perceptions of the Quality of Life in the City of Prior Lake: 'What do they like most
about living in the City? \Vhat do they consider to be the most serious issues facing the City?
How are residents viewing changes during the past fe'W. years? \Vhat attributes of the City would
residents prioritize for preservation? VVhat changes would they welcome or at least accept? Do
residents see the City moving forvvard purposefully? \Vhat are the key components in the
concept of "high quality of life" which residents agree upon?
3. Issues facing the City: What are residential preferences about the ways to address current
issues? In particular, what are their perceptions about developnlent and redevelopment? \\filat
are their priorities for development and redevelopment? \\tl1at type of community do residents
want to see in 2015 in terms of the mix of residential, commercial, retail, and industrial
developments? What types of housing opportunities would they like to see available? What are
the most desirable characteristics the city should possess in the future? How connected are
residents to the City? How effective are current lTIodes of communication with residents?
4. Demographic Changes and Issue Concerns: What are the demographic characteristics of
residents moving into the cOlTIIDunity? How do "newer" residents compare den10graphically and
issue-wise from residents who have lived in Prior Lake for longer periods of time? Do the trends
in the demographic backgrounds of "new-comers" suggest future policy directions? Are there
demographic changes which residents would like to see the City encourage?
DESIGN AND SCHEDULE OF THE RESEARCH:
Decision Resources, Ltd., proposes to conduct a telephone survey of 400 randomly selected
households in the City of Prior Lake. A sample of 400 residents would provide results
projectable to the entire city adult population within:f: 5.0 percent in 95 out of 100 cases. The
sample is also of sufficient size to permit the district to be divided into a maximum of four
categories for more detailed analysis, such as age, mobility, home ownership, location of
residence, presence of children, and other demographic characteristics.
To insure the integrity of the sample, DRL places the most exacting sampling standards in the
industry on our procedures. Before an alternate household is substituted for a designated target,
at least ten tries are made to contact the initial households during a five-day period. The
telephone calls take place during various times on weekday evenings and during the weekend.
Our interviewers are also instructed to seek convenient appointments with interviewees, cutting
our non-contact rate to less than five percent on average. An unbiased selection process is also
used to identify the adult member of the household to be interviewed. To validate the completed
sample, the latest United States Census updated population characteristics are utilized as a
standard of comparison.

The questionnaire would be administered by DRL trained and supervised personnel. The
computer analysis will be obtained from our in-house C-MENTOR and SPSS statistical analysis
systems, insuring both access to the most current analysis programs and confidentiality of the
data set.
The City of Prior Lake will be presented with two bound copies of the final report highlighting
all the major findings of the study. DRL will also speak to any nlajor differences from and
similarities with the past study of the community, when applicable, in addition to other maturing
cOlnmunities. A volume of all computer-generated cross tabulations and other multivariate
statistical techniques will also be included.
1. Planning with City Council Members, City Staff, and/or relevant individuals to establish the
topics to be covered in the survey. Based on these topic concepts, DRL would word specific,
neutral questions. This activity can be completed by a meeting, telephone and/or fax, depending
on client wishes, within two weeks of the initiation of the contract.
2. Structuring of questions and final approval of the survey instnlment. These activities are
usually completed within three weeks of the initiation of the contract.
3. Final determination of the field dates for interviewing.
4. Pre-testing and, ifneeded, approval of resulting revisions. This activity is usually completed
by the second day of fieldwork.
5. Completion of all fieldwork within a three-to-four week period.
6. Computer analysis and preparation of written report. All analytical tests and commentary will
be available within three weeks after completion of the fieldwork.
7. Delivery of the final written report to the City of Prior Lake, including presentation graphics.
Afterwards, telephone consultation, as the need arises, will be provided about the study's
findings and implications.
PROJECT COSTS:
The cost of a survey is driven by two factors: sample size and questionnaire length. The cost to
conduct a survey of similar length to the 1999 study with 150 questions would not exceed
$18,300.00. Each additional question unit beyond the initial allotment would be $135.00.
As company policy, DRL requires one-half of the cost prior to the COlmnencement of fieldwork;
the remainder is due upon delivery of the final written report. Unless otherwise arranged, DRL

is due at the time of the receipt of the final written report.
