AGENDA ITEM: CONSIDER APPROVAL OF APPOINTMENT OF AN INDIVIDUAL TO FILL THE
CITY COUNCIL VACANCY CREATED BY THE RESIGNATION OF ANDREA
BLOMBERG FOR THE PERIOD JANUARY 3, 2005 TO DECEMBER 31, 2005.
DISCUSSION: Historv: Andrea Blomberg resigned her position on the City Council effective
December 31, 2004. The term of this seat expires December 31, 2007. However,
state statute provides that if more than two years remain in a term, the seat must
be filled at the next regular general election. Therefore, the City Council needs to
appoint a person to fill this position from January 3, 2005 to December 31, 2005.
The remainder of the term will be filled by the election which will take place in
November 2005.

MOTION:
In accordance with City Council direction, this vacancy has been publicized in the
Prior Lake American, City web site and at City Council meetings. Over a dozen
persons have inquired about the position.
Current Circumstances: Five people applied for the opening. Each was provided
with a memorandum summarizing the process. All five prepared a presentation
and were interviewed by the Council prior to this meeting. The Council should
determine whether they have sufficient information to make a decision tonight
based upon a review of the applications and the presentation and interview
process. If so, the Council should discuss the candidates and make an
appointment by adopting the attached resolution.
The timeline the Council adopted for filling this vacancy was designed to allow an
appointment to be made so that a five-member body could be comprised as soon
as possible. However, if Councilmembers believe that there would be benefit in
delaying the appointment to the January 18th meeting, direction should be
provided accordingly.
(1) Motion and Second to adopt the attached resolution appointing one of the
applicants.
(2) Take no action and direct the staff to add this item to the January 18, 2005
agenda.
As the Council deems appropriate. Regardless of the Council's action, we will
prepare an orientation session as soon as possible for the new member.

A RESOLUTION APPOINTING A PERSON TO FILL
THE EXISTING CITY COUNCIL VACANCY FOR A TERM
ENDING DECEMBER 31, 2005.

WHEREAS, on November 1, 2004, City Councilmember Andrea Blomberg submitted a written and oral
resignation from the City Council to be effective December 31, 2004; and
WHEREAS, the individual appointed to fill Councilmember Blomberg's seat will serve through
December 31, 2005, with the remainder of the term (January 1, 2006 - December 31,
2007) to be open for election in the next regular election (November 2005); and
WHEREAS, the City Council established a procedure to fill the vacancy created by Councilmember
Blomberg's resignation in order that a full five member City Council be in place as of
January 3, 2005 to address the challenging policy and development issues that face the
City; and
WHEREAS, the City Council has publicly solicited applications to fill the vacancy and such solicitation
has resulted in the receipt of five applications; and
WHEREAS, City Council members have had the opportunity to review each of the applications
submitted and, on January 3, 2005, conducted a special meeting to interview each of the
five applicants; and
WHEREAS, based upon the information given in the interview process, the Council believes it has
sufficient information to make the appointment.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
that:
1. The recitals set forth above are incorporated herein.
2. Effective immediately, the City Council hereby appoints
on the City Council, the term of which expires on December 31, 2005.

Thank You for your interest in serving your community! At of the end of business on Thursday,
December 23rd, a total of five applications had been submitted to fill the vacant City Council
position. The next step in the process is to interview each of the candidates. As indicated in the
written application, each candidate is asked to make a televised oral presentation to the Council
discussing the following questions:
1. What are the two or three most significant actions the City Council took in the last three
years? Why do you say that?
2. In your opinion, which two of the nine elements of the City's 2020 Vision and Strategic Plan
are the most critical over the next two years?
3. Over the next several years, the City will continue to face issues directly related to the
management of growth. In your opinion, what are the most strategic areas of focus for the
City Council in order to manage that growth, both from a policy and financial perspective?
4. The City's Strategic Plan focuses on developing partnerships within the community. Discuss
the community partnerships you would find most valuable to the community, and how the
City could develop or strengthen those partnerships.
5. Communication is one of the most important aspects of serving our public. It is so important
. that we have added it as one of the nine elements in our 2020 Vision. In your opinion, what
is the single most important action the City can take to improve its communication program?
The written application advised that the oral presentation should be limited to 10 minutes. At the
conclusion of your presentation, the City Council will have four additional or follow-up questions.
The total length of the interview will not exceed 30 minutes.
We will need to begin at approximately 4pm on Monday" January 3" 2005 at Fire Station No.1
(16776 Fish Point Road, Prior Lake). Please plan to arrive no later than 3:45om, despite what time
your interview is scheduled. Candidates will be sequestered so that there is no advantage from
observing prior interviews. We suggest that you bring work or reading materials to pass the time. The

remaining candidates. The City Council intends to consider an appointment to fill the vacancy later
in the evening during its regular meeting, so feel free to remain at the Fire Station. In addition, the
presentations/interviews and the City Council meeting will be broadcast live on Cable Channel 15.

service. I have found no greater fulfillment than that of serving people. I am a
person of depth, integrity, responsibility, accountability and conviction. I'd like

I would say that I am an energetic, creative and aggressively effective
person. I enjoy being a part of a team in working towards a common goal.
Experience:
Post-college years were spent in the Hotel Industry as well as Radio news
broadcasting. My entrepreneurial spirit moved me into owning Training Schools
where my strengths and skills "were in Marketing and Development. I also owned
a video company that involved Marketing and Production.
Much of my work has been at a grass roots level, from running
campaigns to community education programs. My life, eventually, took the path
into Clinical Pastoral Education (CPE) - where I spent some years working with
people dying of AIDS and working as a Chaplain at a Women's prison. I have run
for State Representative and have held many positions on ground floor
initiatives such as work on a City Action Coalition. The positions held ranged
from Volunteer Coordinator to Community Activist.
Volunteer Experience:
Over 30 years has been devoted to community work, which includes
Chamber of Commerce Ambassador, Fund-Raiser, Non-Profit Board Member and
Pastoral Counseling. More recently, I am the Prospective Membership Chairman
for Newcomers (a welcoming group for people moving into the area). I have also
coordinated large special events connecting people and community.
Recently, I have volunteered to be a Ski Instructor for the handicapped.
Hobbies and Interests:
Hiking Tennis Golf Skiing and Bridge.

I would like to have the opportunity to serve on the Council and share the
2020 vision working together in making it a reality.
The 2020 Vision is exciting and I consider this an opportunity to share
my skills in Communication, Public Relations and Marketing. J believe J would be
a creative advocate in this position.

The 2020 Vision is a process that will need partnering in all areas - input

Council term expiring December 31, 2005. Applicants must be 21 years of age and currently
reside within the corporate limits of the City of Prior Lake for a minimum of thirty days.
Councilmembers receive $425 per month plus per diem fees, and are expected to participate
in two regular meetings per week, as well as various work sessions. Approximately 7 to 15
hours per week is required for Council duties, including meetings, site visits, telephone calls
and reviewing agenda materials.
Applicants should submit any additional materials to this application
that they deem will assist the City Council in the selection process.

I was the person 'who addressed the Prior Lake City Council about the impeding
smoke and light porn store that "'as about to open in Prior Lake. Because of my
making the city council aware of this at a city council meeting, the council and
mayor were able to stop this business from switching to a porn/smoke/gas shop.
I have also attended and addressed other city council meetings and am an interested
citizen.

community, my interest in this position has been keenly piqued.

educator, administrator and community leader. Throughout my career, I have consistently

Council term expiring December 31, 2005. Applicants must be 21 years of age and currently
reside within the corporate limits of the City of Prior Lake for a minimum of thirty days.

The creation of a Prior Lake Performing Arts Centre. I believe that the holistic development of children

surrounding communities has rapidly become a haven for young families whose children deserve this
experience. Obviously, this would require that the City engage in meaningful planning and collaboration
to ensure the identification of adequate revenue and developmentally appropriate community Arts

JANUARY 3~ 2005 TO PROVIDE A 10-MINUTE PRESENTATION ADDRESSING THE
FOLLOWING QUESTIONS.
1. What are the two or three most significant actions the City Council took in the last three
years? Why do you say that?
2. In your opinion, which two of the nine elements of the City's 2020 Vision and Strategic Plan
are the most critical over the next two years?
3. Over the next decade, the City will continue to face issues directly related to the management
of growth. In your opinion, what are the most strategic areas of focus for the City Council to
manage that growth, both from a policy and financial perspective?
4. The City's Strategic Plan focuses on developing partnerships within the community. Discuss
the community partnerships you find most valuable to the community, and how the City could
develop or strengthen those partnerships.
5. Communication is one of the most important aspects of serving our public. It is so important
that we have added it as one of the nine elements in our 2020 Vision. In your opinion, what is
the single most important action the City can take to improve its communication program?
