Call to Order: Chairman Stamson called the November 8, 2004, Planning Commission meeting to order at 6:30 p.m. Those present were Commissioners Billington, Lemke, Perez, Ringstad and Stamson, Planning Director Jane Kansier and Recording Secretary Connie Carlson. 2. Roll Call: Billington Lemke Perez Ringstad Stamson Present Present Present Present Present Kansier introduced new Commissioner Alan Billington. Commissioner Billington gave a brief background on his experience. 3. Approval of Minutes: The Minutes from the October 25, 2004, Planning Commission meeting were approved as presented. 4. Consent: None 5. Pnblic Hearings: None 6. Old Business: None 7. New Business: A. Comprehensive Plan Update discussions Planning Director Jane Kansier lead the updating Comprehensive Plan discussions. I. STATUS OF EACH ELEMENT OF THE COMPREHENSIVE PLAN A. Goals and Objectives The Planning Commission and the City Council have reviewed these goals and objectives. A draft of the updated revisions were attached to the report. Overall the goals and objectives remained the same including the goals and objectives of the 2020 Vision and Strategic Plan. Commissioner Perez suggested adding an annual review of the codes and ordinances similar to the joint workshop held last year with the City Council. Kansier responded the Jeffers Pond plan will come in before any of the other developments. Perez was concerned with the development around the pond. Kansier said the EA W will keep the housing in line. The public hearing for the Jeffers project will be in December. 2. Protection Element What is the protection for our wetland, groundwater and preservation? Kansier identified the City's MUSA allocation and explained the City's proposal. Work left to do: · Identify and adjust areas with the new annexation properties. · The City is working with the Metropolitan Council on these issues. Ringstad questioned #4 on page 119 regarding adopting a premature subdivision ordinance. Kansier gave examples of projects trying to develop without sewer/water, completed roads, etc. The goal is to make sure developments are in an orderly manner. Perez questioned the Mineral Extraction. Kansier said they are working with the Metropolitan Council to see what can be done. The Zoning Ordinance does address the issue. 3. Housing Element The plan was updated which included considerations of price ofland, costs, types of homes and their values. This is part of the Livable Community Plan which needs more work. 4. Aggregate Not complete. Staff is reviewing statute to determine if this element is required. 5. Storm Water Management . Consultant is completing study. Ringstad asked if the 30% impervious surface calculations be included in the models. Kansier said that would be a consideration. C. Public Facilities 1. Transportation . Final draft in process. . The Transit goals are going well. Laker Lines has been a success. The City is also providing intercity transportation. Scott County is also working with the cities on a transit plan. 2. Sanitary Sewer . This is a pretty extensive and technical study which will be presented at the City Council on November 15th by the Consultants. Studies have been done indicating where our parks and trails will be presented at the same November 15th City Council meeting. All of the studies will have a funding component. This will help staff determine development fees. The developers and staff determine if fees are in lieu ofland. Not all developments have favorable land. 4. Water Supply . Will be on the November 15th City Council meeting. It will tell us where wells and towers are needed. It probably won't change. D. Implementation Map attached to report. Urbanization Area . Orderly Annexation Area map. Intergovernmental Coordination . Schools component in process. A component will be added to identify new school locations. This will give the School District a heads up opportunity to plan for future needs. Economic Development . McCombs Study will be incorporated into the plan. II. SCHEDULE A. Workshop with City Council . (November 15, 2004). B. Neighborhood Meetings . Area north ofCSAH 42 (October 26, 2004). . Downtown area (November 9,2004). . Annexation area (December 7, 2004). C. Public Hearings . How to manage for best possible input. Encourage public participation. . The Commissioners suggested multiple meetings made available breaking down the elements into smaller segments. The consultants can be available to respond to questions. 8.
