CONSIDER APPROVAL OF A RESOLUTION APPROVING
POLLING LOCATION CHANGES FOR PRIOR LAKE
PRECINCTS #2 AND #3:
This agenda item requests authorization to change polling places in
two existing precincts in response to community growth effective
September of 2005. These changes will not affect the February 15,
2005 school district bond referendum. Election law requires that any
precinct change such as designated polling locations must be
approved at least 90 days before the date of the next election. This
year the City will be conducting a local election for city and school
district offices only on Tuesday, November 8, 2005. It is also
possible that the Prior Lake School District may conduct a primary
on September 13, depending upon the number of candidate filings.
Putting changes into place now that would be effective for this fall's
local election has the advantage of allowing those affected voters a
trial run so to speak before next year's statewide general election.
Precinct size is generally recommended by the Minnesota Secretary
of State Election Division not to exceed a maximum of 2,000
registered voters. The present registration count within the city is
indicated below:

With the build-out of Cardinal Ridge development, Minnesota
Valley Community Church is too small to accommodate the
additional voters. Likewise, the Fire Hall is no longer suitable as a
result of the Deerfield development and ended up with one of the
highest new registration counts of all precincts in Scott County
during this past presidential election. Also, because of City Council
and Planning Commission meetings, voting booths cannot be set up
the day before as occurs in all the other precincts.
As a result of this growth Staff has received permission from both
St. Paul's Lutheran Church and Prior Lake Baptist Church to be
used each year for the purpose of an election polling location in
Precinct #2 and #3 respectively. Both churches also serve as schools
and therefore have large open meeting rooms that will accommodate
our voting needs very well.
RECOMMENDATION: Staff would recommend adoption of A Resolution Approving
Polling Location Changes for Prior Lake Precincts #2 and #3. The
resolution reaffirms the existing polling locations for precincts #1,
#4, #5, #6A, #6B and #7and authorizes the new polling locations of
St. Paul's Lutheran Church for Precinct #2 and Prior Lake Baptist
Church for Precinct #3 effective for all future elections beginning in
September of 2005.
Any polling location change requires Scott County to notify all
affected eligible registered voters of such a change at least 25 days
before the next election that would be conducted at the new polling
locations. Scott County Elections Coordinator Mary Kay Kes has
indicated that all affected registered voters will receive new election
cards. Staff will also insert a new precinct map within the upcoming
edition of the Spring Wave Length and place the map on our Web
site so that residents will become more familiar with their precinct
and polling locations.

RESOLUTION OS-XX
APPROVING POLLING LOCATION CHANGES FOR
PRIOR LAKE PRECINCTS #2 AND #3
MOTION BY: SECOND BY:
WHEREAS, Minnesota Statutes 204B.16 stipulates that election polling place changes be
authorized by resolution of the City Council; and
WHEREAS, the City has reviewed all existing locations for precinct polling places to
determine the most efficient accessibility for Prior Lake registered voters;
and
WHEREAS, the City Council has determined it to be in the best interest of voters to
designate S1. Paul's Lutheran Church, 5634 Luther Road SE as the new
polling location for Prior Lake Precinct #2; and
WHEREAS, the City Council has determined it to be in the best interest of voters to
designate Prior Lake Baptist Church, 5690 Credit River Road SE as the new
polling location for Prior Lake Precinct #3; and
WHEREAS, the attached precinct map identifies the new precinct boundaries for all eight
(8) precincts located in the City of Prior Lake.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
that the City of Prior Lake hereby approves the following precinct polling places and attached
"Prior Lake Election Precinct Boundary Map 2005" effective September 1, 2005 and for all
future elections conducted after this date.
